An Overview of PSARA License in Mizoram

The PSARA establishes the qualifications, disqualifications, and other standards required to establish security guard services. The applicant must hire supervisors to oversee the security guards' jobs. When hiring a supervisor, the security agency must prefer someone with at least three years of experience from the army, navy, or air force to ensure the standard of services.

The PSAR Act 2005 regulates the operations of private security agencies in India. This act was enacted to ensure that agencies act within a legal framework. Anyone wishing to begin a security agency in Mizoram must mandatorily get the PSARA licence in Mizoram with a prior police verification report.

Eligibility Criteria under PSARA in Mizoram 

Eligibility criteria for organisations / Principal Officers / Security guards

• OPC / Association of persons/ private limited company are eligible for a PSARA license
• Citizenship in India is required, and one must be at least 18 years of age.
• The person applying for a license must be utterly free from any conviction.
• The candidate should possess sufficient financial resources to run the agency.
• The security officer, under any circumstances, must not be fired from any government position.
• Assurance about the individual's character is necessary.

Documents that are necessary to obtain a PSARA license in Mizoram

• Two passport-size photographs of the promoters, as well as their PANs, are required. PF and ESI registration
• MOU with the training institute signed
• Proof of the Agency’s Office Address
• ITR of the promoters (last three years ITR)
• Labour Act, PF and ESIC registration certificate
• Security training affidavit
• Uniform pattern and logo of guards
• Certificate of incorporation /AoA

Process involved in obtaining a PSARA license in Mizoram

Sign MOU with a training institute

An MOU must be signed between the applicant and a government-certified training institute to train the security guards.

Police verification

The applicant should file Form -1 with all the purposes and activities of the security agency before the respective police authority for verification.

Application Submission

The applicant can submit the application only with the NOC from the respective police authority after verification of details in Form - I the authority of PSA, will review it and either issue or refuse the PSARA License.

The time period for getting a PSARA license

Starting from the date of filing the PSARA application, the process of getting the PSARA License will take 60 days.

Validity of PSARA license in Mizoram

Once the license is approved, it is valid for five years. It is not a one-time license. It has been granted for 5 years at a time. After 5 years, PSARA License Renewal is compulsory before its expiry.

Conditions for the rejection of PSARA license in Mizoram

An applicant’s application may be rejected with the following conditions.

• The candidate's application is rejected if convicted of any offences concerning the company's promotion or formation and management of a company.
• When an applicant is un-discharged, insolvent.
• When the applicant is convicted for 2 years of imprisonment by any competent court.
• Keeping links with any organisation which is banned under any law.
• When an applicant is dismissed from government service on the grounds of misconduct.

Guidelines to avoid suspension and cancellation of license in Mizoram

Here are some guidelines which can save you from the suspension or cancellation of the PSARA License.

• Follow all the compliances that are required for the PSARA License.
• Provisions of the PSAR Act, 2005 or any change in the provision of the same action must be followed.
• If the government changes the Private Security Agencies (Regulation) Act, 2005, pay attention to it.
