An FSSAI state license is granted by the State Authorities functioning in each state. This is in accordance with the FSS Regulations, 2011. Based on the eligibility, food business operators may fall under State License or Registration. Generally, FBOs with annual turnover ranging from INR 1.5 crore to INR 50 crores are required to get this license.

If FBOs operate a food establishment with a valid food license, then FSSAI can impose a penalty of up to INR 5 lakhs. The jail term could be slapped on the defaulter in a worst-case scenario. A penalty of one lakh rupees may be imposed if the FBO is found guilty of producing food items under unsanitary conditions.

Firstly, an FSSAI State license is issued to food businesses operating within a single state. In contrast, the FSSAI Central License is for those planning to operate in multiple states under a centralized system. Secondly, if you have a turnover between INR 1.5 crore and INR 50 crore, then you need a state permit, whereas businesses with more than INR 50 crore need a central license.

Well, state licenses issued after April 1, 2026, have a lifetime validity, meaning the businesses no longer have to renew the permit. In case your license expires before the April 1 date, then you will need to renew it as per the old rules. If your state permit expires after April 1, then you should wait for the authority's notification- most likely you won't have to renew the license because it'll automatically shift to perpetual validity.

Not at all. There are no upfront migration fees in case you transition from a registration to a license. But as you know, the cost of a state license is more than a registration, so you will have to pay the difference. The same logic applies to license holders if they're migrating to registration- your paid fees will not be refunded, but rather carried forward and adjusted with future permit continuity payments.

The rule is simple- the food authority has removed the need for constant renewals, so you don't have to worry about deadlines or time-bound last-minute renewals to avoid cancellation. All you have to do is pay the fees in advance for several years as per your convenience, so it's most likely a license continuity rather than renewal. Now, perpetual validity doesn't guarantee that your permit won't be revoked or cancelled in case you fail to keep up with the rules, like not maintaining the food quality, hygiene, or related compliance under the Food Safety Act.

The increase in shift in the threshold limit from the earlier range of INR 12 lakhs and INR 20 crore to INR 1.5 crore and INR 50 crore will not impact the overall compliance as expected from high-risk businesses. If you're a dairy manufacturer or packaged water drinking company owner, then you need to maintain and follow all the FSSAI rules irrespective of the change in the categories.

Not at all, your ID number will remain the same because you're not seeking a fresh license- the change is more of a system-based reclassification at the authority level.
