PSARA license in Rajasthan: Registration Process

PSARA license process involves the following steps:

Step 1: Paperwork Arrangement

The license seekers are required to arrange the aforesaid paper works for the PSARA license. While filing online application, the applicant is required to upload these necessary papers in the standard format.

Step 2: Sign MOU with training institute (Government-certified)

Signing a Memorandum of Understanding or MOU with a training institute is crucial for securing a PSARA license in Rajasthan. PSARA Act mandates license seekers to sign MOU with a training institute (government-certified) for training guards.

Step 3: Police Verification

Extensive police vetting is the next step in this process. For this, an applicant should file a prescribed application (Form-I) with the respective Police department.

A separate form must be filed by every partner/director in the case where the applicant is acting as a company or AOPs.

Provisions regarding the manual vetting of the necessary paper are no longer exist in the governing Act. The government has taken this step to simplify the licensing process.

Step 4: Filling of PSARA Application

State's controlling authority is entrusted with the responsibility to grant the PSARA license. The application processing shall only start when the authority gets access to Police NOC.

Soon after the application and necessary papers vetting, the authority shall decide whether the application is accepted or rejected. In case the Controlling Authority cancels the application, the reasons for the same shall be shared with the applicant via registered contact detail.

PSARA license in Rajasthan: Renewal & Validity Norms

Controlling authority grants PSARA license with a validity of 1 year for the applicants from like MP, Uttrakhand, and Chhattisgarh. For the rest of the states, the validity period has been extended to 5 years. The renewal formalities for this license should be completed within 90 days from the expiration date.

PSARA license in Rajasthan: Post-registration Compliances

PSARA Act, 2005 has set forth the following norms that license holders should fulfill without exception to avert penalties.

  • Every PSA is accountable for appointing a supervisor to ensure effective management of guards.
  • While hiring a supervisor, PSA should give preference to candidates with a defense background
  • PSA must facilitate standard training as per Act's guidelines to the appointed guards.
  • There should be a standard uniform code in every registered PSAs.

PSARA license in Rajasthan: Norms for Training

The provisions regarding the training modules are available under the PSARA Act, 2005. These modules can be changed by the respective state's Controlling Authority whenever the need arises.

The present norms of the PSARA Act, 2005 mandate every PSA to facilitate training module to the appointed guards;

  • 200 hours of classroom instructions
  • 60 hours of field training

The aforesaid activities should be finished within 20 days as it is an obligation under the PSARA Act, 2005.

The said Act has a different training requirement for former police personnel and ex-servicemen. The following reflects the same;

  • 40 hours of classroom instructions
  • 16 hours of field training

Seven days is the max timeline for completing the said training schedule.
