An Overview of Wildlife Clearance Certificate

A wildlife clearance certificate is a formal permission issued on the recommendation of the Standing Committee of the National Board for Wildlife. Wildlife NOC certificate or Wildlife Clearance Certificate is granted/processed based on the recommendation of the Standing Committee of the National Board for Wildlife. It thereby enables the establishment of any industry or development project within a 10 km radius of any protected area. It further permits a project, activity, or land-use change in or near a Protected Area, Eco-Sensitive Zone, or wildlife corridor.

Obtaining a wildlife clearance license is an additional level of clearance for projects, in addition to Environmental Clearance and Forest Clearance. Frequently Asked Questions on Wildlife Clearance Certificate

Wildlife NOC is commonly referred to as NBWL clearance when an activity or a project requires approval from the National Board for Wildlife or its Standing Committee. It is a formal regulatory clearance needed for industries, tourism, infrastructure, survey, or other developmental activities proposed within, or in certain cases around, Protected Areas such as National Parks, Tiger Reserves, Wildlife Sanctuaries, Conservation Reserves, Wildlife Corridors, and other notified wildlife habitats. NBWL clearance certificate is of utmost importance in the current scenario. Such clearance ensures that the proposed activity is examined from the perspective of wildlife conservation, impact on habitat, statutory compliance under the Wildlife Protection Act, 1972, and applicable directions of the Hon'ble Supreme Court.

Obtaining a wildlife clearance has become mission-critical in 2026 due to the unprecedented pace of linear infrastructure development intersecting with fragile, shrinking ecosystems.

The application for wildlife clearance is submitted online directly through the PARIVESH portal of the Ministry of Environment, Forest, and Climate Change.

NTCA, which stands for National Tiger Conservation Authority, plays a critical role as the statutory gatekeeper and advisory body for wildlife clearances in India. It further helps in conducting an ecological evaluation of the project to disallow or recommend alterations to land use.

The Chief Wildlife Warden is a statutory position that designates a state-level person to manage all protected areas, regulate activities within protected areas, and handle human-wildlife conflict issues.

The laws governing the issuance of a wildlife clearance certificate in India are the Wildlife Rules, 1973; the Wildlife Central Rules, 1973; the Wildlife (Protection) Licensing Rules, 1983; the Wildlife (Protection) Rules, 1995; the Wildlife (Specified Plant) Central Rules, 1995; the Declaration of Wildlife Stock Rules, 2003; and the National Board for Wildlife Rules, 2003.
