PSARA stands for Private Security Agencies (Regulation) Act, 2005. After 2005, it is mandatory for every private security service company needs to get PSARA License to deploy security services. Private Security Agencies are those agencies that deploy armed or without armed security to the individual or associations as an alternative to the police.

If the government finds any violation of the provision of the PSARA Act, the existing License or if the License is in the renewal stage can be suspended. Section 4 of the Act clearly states that only a person or agency can commence business with the PSARA License.

Eligibility Criteria under PSARA in Goa

The following are the eligibility criteria for getting a license in Goa.

Eligibility criteria for companies

• One Person Company
• Limited liability partnership firm (LLP)
• Association of persons / Partnership firm
• Any Private Firm

Eligibility criteria for Directors or Principal Officers

• The applicant should be an Indian resident
• The applicant should be financially sound to take care of the business
• Must not have any criminal background

Eligibility criteria to become a security officer

• Must be a resident of India
• Should be over the age of 18 years but under the age of 65 years
• The applicant should satisfy physical standards and training
• The applicant should not be convicted or dismissed from government service.

Documents that are necessary to obtain a PSARA license in Goa

• Signed MOU
• Address proof of the office
• Two photographs of the promoters
• Identity cards of all employees
• Copy of ITR of the promoter
• An affidavit obtained as per the PSARA Act
• ESI and PF certificate
• Logo and uniform pattern of the private security agency
• Character certificate of employees

Validity of PSARA license in Goa

As per the PSARA Act, 2005, the PSARA license is valid only for 5 years from issuing the License. Renewal of the License can be made within 3 months before the expiry of the License.

Suspension and cancellation of PSARA license in Goa

In the PSARA Act, 2005, section 13 envisages the conditions for the suspension and cancellation of PSARA licenses. The authority can cancel or suspend the License anytime o the following grounds.

• If the security agency obtained the License through misuse of paper works
• Using a different security agency name other than the name that is provided in the application
• Forged the address proof and security guard details.
• If the Licensee has violated any provision of the PSARA Act, 2005
• Any act of the license holder which is against the general law of the land.
• Any act of a license holder is a threat to National Security.
