Overview on Bureau of Energy Efficiency  

The Government of India set up the Bureau of Energy efficiency on 1st March 2002 under the Energy conservation act, 2001. The function of BEE is to establish programs that will improve energy conservation and productive usage in India. Though, the government of India proposed mandatory compliance for the BEE to provide ratings for some appliances in India. The goal of the Bureau of Energy efficiency is to institutionalize energy efficiency programs, promote the delivery mechanism and provide structured leadership throughout the country. As per the Energy conservation act, 2001, the mission of the Energy efficiency bureau, having the principal objective of reducing the energy intensity of the Indian economy, to help develop and strengthen strategies and emphasis on self-regulation. 

Objectives of Bureau of Energy Efficiency 

  • Release guidelines and policies proposals for national energy conservation programs. 
  • Coordination of policies and initiatives relating to the productive use of electricity for shareholders.
  • Creating systems and methods to monitor, compute, and measure energy efficiency improvements.
  • Using global, bilateral, and private sector funds to adopt the Energy conservation act. 
  • Demonstrate a mechanism for EE distribution via public-private partnerships. 

Energy conservation 2001

The Bureau of energy efficiency is a government body that comes under the ministry of electricity, established in March 2002 under the requirements of the energy conservation act 2001. The Bureau of Energy Efficiency was established in March 2002 under the Ministry of Power of the Indian government. Certain powers are granted to the central government and, in some situations, the state government in consultation with the BEE under the Energy Conservation Act of 2001. Powers are:

  1. Make and suggest the norms and standards for energy utilization for consumers.
  2. Appoint any certified energy manager to look after the energy conservation activities and conservation. 
  3. The certified auditor shall do an energy audit; audit must be done in specified time intervals and should be done in a specified way. 
  4. Provide details on the energy consumed and the action done in response to the certified energy auditor's recommendation to the appropriate authorities.
  5. Follow all energy-related regulations and recommendations, and if necessary, devise and implement energy-saving and recycling programmes.
  6. Building codes for energy efficiency are prescribed for the successful use and conservation of energy in commercial buildings.
  7. State governments should alter building codes to make them more energy efficient to accommodate regional and local climatic circumstances.
  8. Assist commercial building owners or tenants in complying with the provisions of the Energy Conservation Building Codes.
  9. Compulsory immediate display of the mark on all computers and appliances notified.
  10. Specify the energy consumption of the equipment and appliances that have been recorded.

BEE's Role and the Star Labelling Scheme

BEE works with specified consumers, companies, and other entities to carry out the responsibilities entrusted to it by the Energy Conservation Act and recognizes, identifies, and leverages existing resources and infrastructure. Legislative and promotional features are included in the Energy Conservation Act. In May 2006, the Honourable Minister of Power introduced a star rating system to make electrical products more energy efficient. This project protects 26 goods in the province, with 10 of them covered by the statutory framework and 16 by the optional plan.

Goals of Bureau of Energy efficiency

  • Exercise leadership and provide policy advice and direction on national energy-saving and improvement projects and services. Bringing energy management and recycling strategies and projects to stakeholders and coordinating with them.
  • Create methods and procedures for evaluating, tracking, and verifying the benefits of energy efficiency in individual sectors and at the macro level.
  • Use multilateral, bilateral, and private sector funds to implement the Energy Efficiency Act and efficiently use energy and conservation initiatives.
  • To demonstrate the provision of energy-efficient services as required by the EC bill through private-public partnerships.
  • To interpret, design, and manage energy conservation initiatives, as outlined in the Energy Conservation Act.

 The Manufacturer can apply for Registration under the Bureau of Energy Efficiency.

What is the registration process for the Bureau of energy efficiency?

The BEE registration Process is given below: 

Registration of business: The applicant must first create login access on the BEE star labelling website in order to get the models licence. The registration charge for a large-scale industrial is 1 lakh rupees, whereas the fee for a small business is 25,000 rupees. The registration payments for this business, on the other hand, are refundable.

Testing- An applicant who wants to register a product under the BEE star labelling scheme must have it tested exclusively by NABL accredited or ILAC MRA signatory laboratories in accordance with the applicable IS standard Model. After the firm Registration and testing are approved, the applicant can register the Model under his account on the BEE star labelling website. For each product to be licenced, the applicant must pay a cost of INR 1000.

Sample Label and labelling period 

Energy efficiency labels considered obligatory that fitted to a registered product which identifies its energy efficiency and consumption. The permission and products registered with the Bureau are given a star rating ranging from 1 to 5 in energy efficiency. A label period is when BEE recommends that a product's star rating be accurate. When the company updates the label duration for a product, the measurement table for the star rating and the energy efficiency standards for the product are also changed.
