On March 01, 2002, the BEE or Bureau of Energy Efficiency was set up by the Indian Government under the Ministry of Power pursuant to the provisions of the Energy Conservation Act, 2001 with the primary purpose of saving energy & cost in India. The Government of India has made it authoritative for some notified products or items to have star ratings and labels which specify the energy-saving product's performance and help the consumers make the right selection before purchasing such product. The mission of BEE or Bureau of Energy Efficiency is to institutionalize energy efficiency programs, promote in-country delivery mechanisms and give energy efficiency leadership in all sectors of the country.

The manufacturer is required to apply for Bureau of Energy Efficiency Registration in India as well as complete the product testing & documentation required by the BEE to get the item qualified with Star Rating (a higher BEE Star Rating means higher energy saving). What are the Primary Objectives of BEE Registration in India?

Role of BEE and Star Labelling Scheme

The Bureau of Energy Efficiency works with specified customers, agencies, and other businesses to carry out the assignment assigned to it under the Energy Conservation Act, as well as identify and utilize existing resources and infrastructure. This Act has both legislative and promotional provisions.

The Hon'ble Minister of Power launched a star marking scheme in May 2006 in order to make electrical appliances more energy-efficient. A total of 29 products are safeguarded by this initiative in the province, of which ten are covered by the mandatory framework & 19 by the voluntary scheme.

Under the Star Labelling Scheme of the BEE, only the importer, trader, or manufacturer can apply for the license. The scope of each applicant is mentioned below:

Importer: Any Indian company or entity that wants to import any product or item which comes under the regime of BBE obligatory Certification has to undergo the BEE registration process as per the State Labelling Scheme of BEE. But, one importer can only register only one product with a single brand under one login.

Manufacturer: The manufacturer of the end product can register himself with the Star Labelling Scheme of BEE. But, one can only register one product only with a single brand under one login.

Trader: Any domestic trader trading domestically with the products that come under the regime of BEE Certification has to undergo the BEE registration process as per the State Labelling Scheme of BEE. But, one importer can only register only one product with a single brand under one login.

Types of BEE Registration

There are two types of BEE Registration in India:

Mandatory Registration: Following are some product lists that come under Mandatory Registration:

Pre-Requirements for BEE Registration on the BEE Portal

Following are some Pre-registration requirements for Registering on the BEE portal:

  1. IOEM (Indian Original Equipment Manufacturer): For all BEE-related responsibilities, every IOEM executive or brand owner must be designated and certified as an Authorized Signatory via an Authorization Letter from their Company.
  2. FOEM (Foreign Original Equipment Manufacturer): An Indian business organization must be appointed as an AIR (Authorized Indian Representative) and a Signatory by a foreign manufacturer. Any executive of the manufacturer's Company or entity based in India can be appointed as AIR.

Following are some documents required for BEE Registration in India:

Documents required by Testing Lab (Laboratory)

    1. Samples with the user manual are to be provided by the manufacturer.
    2. The applicant must provide registered address proof of the manufacturing unit, such as a copy of a factory license with the relevant product listed as the scope of manufacture and bearing the manufacturing units' addresses in both English and the original language.
    3. BIS license copy with expiry date and list of all models used needs to be submitted

 Documents required for Company/Brand Registration

    1. Online Company Registration Form printout. 
    2. BEE and user of Label on appropriate Non-Judicial stamp paper agreement
    3. Quality Management System Certificate (ISO 9001)
    4. SSI Certificate only in the case of small scale industry applying for the first time

    6. Authorized Signatory Letter 
    7. Certificate of the trademark to be submitted with the user name on the label

Procedure for BEE Registration

First of all, the BEE Registration procedure is classified into three different steps, which comprise online filing & hardcopy submission. The overall lifecycle of getting your product registered with BEE involves Company Registration followed by product testing & model approval. Following is the detailed procedure of the BEE Registration in India:

Step 1: Company Registration: This is the first and vital step of Start Labelling Registration to get the Company incorporated with the BEE on their official portal. Any trader, importer, or manufacturer who wants to apply under the scheme has to undergo this step. The process or registration includes the submission of vital documents & information of the applicant. Documents like ISO 9001, Certificate of Incorporation (COI), Trademark, etc., are required to be uploaded during online filing. Also, the candidate requires to submit the hardcopy originals to the office of Bureau Energy. Apart from the filing online, the applicant has to pay an amount of Rs. 1 00,000/- fees (in case of large scale industry) or Rs. 25,000/- (in case of small business).

Step 2: Testing: Once the Company Registration application is consented to by the Bureau, then the applicant gets login credentials for their portal over the registered email Id. Using the same, the applicant or candidate can fill out the Model Registration Application, But before proceeding with the process of Model Registration, the applicant needs to get their products tested from a NABL accredited lab/from an ILAC MRA lab. The test report should be as per the BEE defined format & must include all the testing parameters. For product testing, the candidate needs to share the testing documents and product sample as specified by the testing facility. Before applying for the Model Registration, it should be cross-checked that the lab reports issue date is not more than 90 days.

Step 3: Model Registration: Once the second is completed, the applicant can now apply for Model Registration on the online BEE portal. The BEE Registration needs mandatory documents in a particular format along with the test report. Once all the vital documents & details are uploaded online along with a sample label. A fee of Rs. 2000/- is to be paid to the Bureau.

Once the application is submitted, all the hardcopy originals with the online application & payment receipt are submitted to the Department. The Department examines all the submitted documents and provides the final license to the applicant.

Placing BEE Logo on Product

There are three steps to placing or fastening the BEE Logo on a product:

  1. A BEE label specimen should be submitted, if applicable; 
  2. Obtaining BEE's consent to the specimen;
  3. The BEE Logo should be prominently displayed on the relevant product.

Important details to consider after the registration process

  • It is important the manufacturer submit the registered model wise data of products manufactured and imported details on a quarterly basis which is certified by Independent CA.
  • The manufacturer also has to ensure that model registered is available in the market for a minimum period of 1 year, during which time the particular model of the product is not withdrawn.
  • Information regarding the availability of the model in the country is to be submitted to BEE with its location details.
  • If no production is carried out in the first six months of the registration, in that case, the permittee has to revalidate and confirm that production has begun to BEE, and the above condition would apply. This particular process would continue till the validity of the label or for a period of a maximum of 3 years.

Validity and Renewal of BEE Registration Certificate

The validity of BEE Registration is three years from the date of Certificate is issued. The BEE Registration Certificate validity can be renewed by paying the fees along with the required documents.

Sample Label & Labelling Period

EE (Energy Efficiency) labels, recognizing their efficiency and consumption, are compulsory labels affixed to a registered product. Star rating ranging from 1 - 5 in the ascending order of efficiency is granted to the permit & products registered with the Bureau. A label period is a period suggested by BEE for which a star rating of a product is accurate. If the labelling period for a specific product is updated by the agency, the measurement table for the star rating and the energy efficiency necessities for the product are also progressed.

Standard & Labelling (S&L) Scheme was started in the XIth 5 year plan with the main objective of giving customers are informed choice about the energy savings & the cost-saving potential of different energy-consuming appliances.

It ranges from 1 to 5 in the ascending order of energy efficiency is provided to products or items registered with the Bureau.
