What is FSSAI License?

The Food Safety and Standards Authority of India (FSSAI), established under the Food Safety and Standards Act, 2006, issues mandatory licenses to Food Business Operators (FBOs) to ensure food products meet safety and quality standards. FSSAI licenses are divided into three types based on business size and turnover: Basic License for turnover up to ₹12 lakhs, State License for ₹12 lakhs to ₹20 crores, and Central License for turnover above ₹20 crores or for businesses engaged in import and export.

  • Identity proof such as a PAN Card, Driving License, Voter ID Card, Passport, Aadhaar Card, or Senior Citizen Card.
  • Two passport-size photos of the applicant.
  • NOCs by Municipality or Panchayat, Health Department, etc., if any.
  • Rent Agreement, if any.

For State or Central FSSAI License

  • Duly completed and signed Form B.
  • Photo proof and address proof of Proprietor/ Partner/ Director(s)/ Authorized Signatory.
  • Layout plan of the food processing plant.
  • List of Directors with their full address and contact details.
  • ID and address proof of the above persons.
  • List of food categories (for manufacturers).
  • An authority letter nominated by the manufacturer to act on his behalf.
  • NOC from the municipality or any other local body.
  • Name and number of equipment as per installed capacity and horsepower for the manufacturing and processing unit.
  • Partnership deed or affidavit of proprietorship, and in case of a company, a copy of MOA and AOA.
  • Specify the source of the raw material of meat and the meat processing unit, and the source of milk and milk-related products, and the milk collection centre where applicable.
  • For the hotel industry, certificate provided by the Ministry of Tourism.
  • Pesticide residue report of water for the packaging of products like minerals, carbonated beverages, etc.
  • Certificate from the Ministry of Commerce for 100% EOU (in the case of a Central License).
  • IEC Registration Documents issued by DGFT (in the case of a Central License).
  • Supporting documents as proof of turnover (in the case of a Central License).
  • The analysis report of water to be used in the food (in the case of a Central License).
  • Possession proof (Electricity bill, sale deed, etc.) (in the case of a Central License).

Renewing your FSSAI license online is done through the FoSCoS portal (the official FSSAI licensing/registration portal). Log in with the FBO user ID, go to Renewal, then Apply for renewal of license/registration, choose the license to renew (licenses become eligible to list for renewal within the renewal window) and complete the renewal application, upload required documents, pay the renewal fee and any late fee (if applicable). After submission, the application goes for processing; once approved, you can download the renewed license from your dashboard.

Registration (for very small FBOs) is renewed on FoSCoS in the same way as a license: log in, choose “Renew Registration”, update details, upload required documents (where changed), pay the applicable registration renewal fee, and submit. Registration fees are typically much lower (e.g., nominal per annum), and the window for filing opens well before expiry. Then, check the portal for the exact flow for Registration vs State/Central license.

If a license has expired, you may still apply for renewal via FoSCoS, but a late fee (penalty) applies per the rules (commonly reported as Rs. 100/day for late filing beyond the prescribed grace period; consult local officer for exceptional cases).
File the renewal online, pay the normal renewal fee plus the applicable late fee, and submit required documents. The authority may also inspect before re-issuing the license. The FoSCoS guide and state circulars explain how the late fee is calculated and the timelines for filing.

Log into FoSCoS, select “Renew”, enter your expired license number, complete the form and upload updated documents, pay renewal + late fee (if any) and submit. Keep proof of payment and application receipt. If your application is beyond a certain extended lapse (or auto-rejected), you may need to contact your Designated Officer or apply for reinstatement as directed on FoSCoS. Always check the portal message after submission for next steps.

After applying to FoSCoS, you can track the application using the “Track Application / View Application” feature on FoSCoS by entering the application/renewal reference or license number. The portal shows stages (Submitted, Under Review, Approved/Rejected). You’ll also get portal messages/notifications. If status is unclear, contact your local Designated Officer.

There are three types of FSSAI Once the renewal is approved on FoSCoS you will see an option to “Download License/Certificate” in your FoSCoS dashboard or under the application details. Click the download link (PDF) and save/print it. FoSCoS also issues a renewal receipt with a new 17-digit transaction/reference for payment and record.

Tamil Nadu follows the FoSCoS central portal for online renewals. Additionally, the Tamil Nadu Food Safety website provides state-level guidance and links to FoSCoS and local Food Safety officer contacts. FBOs in Tamil Nadu should use FoSCoS to submit renewal applications and may consult the State Food Safety site for local forms, fees or additional instructions.

Payment is integrated into FoSCoS after filling out the renewal form; you’ll reach payment. FoSCoS accepts online payment methods listed on the portal (net banking/cards / UPI / payment gateway). The portal generates a payment receipt and a reference number, and saves both. If payment fails, follow FoSCoS instructions to retry or contact support.

File for renewal well before the expiry date. FoSCoS allows you to start the renewal process months in advance (the portal and state guidance indicate windows such as 90–180 days prior in some documentation); however, a commonly recommended practice is to apply at least 30–90 days before expiry to avoid last-minute trouble. Late renewal may attract a penalty (often cited as Rs. 100/day beyond the grace period). Don’t let it lapse. Always display the exact expiry date on the current license and set reminders.
