Established in March, 2002 under the provisions of the Country’s  Energy Conservation Act, 2001, the BEE or Bureau of Energy Efficiency, it’s an agency of the Government of India. Its primary function is to develop programs aimed at aiding in the efficient use as well as conservation of energy in India. Starting in 2010, the Government had proposed that certain appliances have BEE ratings. Reducing energy intensity within the economy is the Bureau of Energy Efficiency’s main objective. Currently, thirty products are covered under the BEE star labelling programme, of which ten are covered under a mandatory scheme while the remaining twenty are covered voluntarily. Ceiling fans fall under the voluntary scheme. So, it is compulsory for all the manufacturers of Ceiling Fans to obtain BEE Registration for Ceiling Fan. An Overview of SEEP

The Super-Efficient Equipment Programme (SEEP), is a recently introduced programme by the BEE. The programme is designed in order to innovatively provide financial stimulus at critical points of intervention with the aim of bringing accelerated market transformation for super-efficient appliances. The ceiling fan is the first appliance to be adopted under this program. 

The program aims to improve the efficiency of ceiling fans by 50% more than the market average. This is done by convincing manufacturers to produce super-efficient fans and then sell the products at a discounted price by offering time bound financial incentives. 

Purpose of a Star Rating

A BEE Star Label allows any customer to be able to discern a product’s energy efficiency with a mere glance at its Star Rating. The higher the Star Rating, the more energy efficient/energy saving the product. Going by a scale of five, a 5 Star rating would indicate the product with the highest efficiency while a 1 Star rating would indicate a product with the lowest efficiency in this regard.

Documents Required for BEE Registration for Ceiling Fan

Following are some vital documents required for BEE Registration for Ceiling Fan:

For Company Registration-

  • Online Company Registration Form printout. 
  • BEE and user of Label on appropriate Non-Judicial stamp paper agreement
  • Quality Management System Certificate (ISO 9001)
  • SSI Certificate only in the case of small scale industry applying for the first time
  • BIS Licence 
  • Authorised Signatory Letter 
  • Certificate of the trademark to be submitted with the user name on the label
  • A Cover letter as per the stipulated format 

For Testing lab-

  • Samples with the user manual are to be provided by the manufacturer.
  • Registered address proof of the manufacturing unit
  • BIS licence copy with expiry date and list of all models used needs to be submitted

For Model Registration

  • Registration fees of model for each separated model 
  • Online application form printout with signed and stamped company seal. 
  • Test report with signed and stamped company seal
  • Sample label 
  • Mandatory form prints out with Annexure application only for mandatory products. 

Process for BEE Registration for Ceiling Fan

The procedure for BEE Registration for Ceiling Fan can be broken down into 3 main steps:

  1. Company Registration: Any manufacturer, trader or importer of ceiling fans must first register their company with the BEE in order to start the process of registering their product. The application is submitted originally through the online portal, but the applicants are required to also submit hard copies of the required documents to the Bureau of Energy office.
  2. Product Testing: Before a manufacturer or other relevant party can register their product, said product must undergo testing from either an ILAC MRA lab or a NABL accredited lab. The report must follow BEE defined format and consist of all relevant testing parameters. The lab testing date can’t be more than 90 days prior to Model Registration.
  3. Model Registration: Once the first two steps have been successfully completed, the manufacturer or other relevant party may submit their model for registration through the online portal. Once the application has been successfully filled out with all relevant details, documents and the sample label, a fee of two thousand rupees is to be paid to the Bureau.

Once received, the validity of a BEE Registration for Ceiling Fan is dependent upon the time period specified by the bureau. 

The manufacturer must ensure that the model registered remains available in the market for at least a period of one year, minimum. The specific model of the product that has been registered must not be withdrawn during this period.

The data of the products manufactured as well as details of the import for the registered product, having been certified by an independent CA, must be submitted to the Bureau on a quarterly basis.

In the case that no manufacture is carried out in the first six months of registration, then the concerned party must-revalidate and confirm to the BEE that production has started.
