BIS CRS Certification for Sealed Secondary Cells/Batteries

The Ministry of Information and technology passed an order on 18th March 2021, titled “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021.” which informed that the goods specified in the schedule mentioned in the order must bear the ‘Standard mark’ under the  Bureau of Indian Standards under Scheme II of Schedule II of Bureau of Indian Standards – (Conformity Assessment) Regulations, 2018. The BIS CRS Certification for Sealed Secondary Cells/Batteries is mentioned under Indian Standards IS 16046.

BIS regulations on Sealed Secondary Cells/Batteries

BIS lists BIS CRS Certification for Sealed Secondary Cells/Batteries as “Sealed Secondary Cells/Batteries – containing Alkaline / other non-acid Electrolytes for portable applications” under Indian Standards IS 16046under the list of “Secondary Cells/Batteries containing Alkaline / other non-acid Electrolytes-Safety Requirements for Portable sealed secondary cells & for Batteries made from them for use in portable applications” Ministry of Communications and Information Technology introduced it in a notification published on 7th November 2014. A subsequent amendment was made on 30th November 2015. The BIS CRS Certification for Sealed Secondary Cells/Batteries was included in the Schedule of “Electronics & Information Technology Goods-(Requirements for Compulsory Registration) Order, 2012.”

This was subsequently superseded by the order passed by the Ministry of Information and Technology on 18th March 2021, which was titled “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021.” The order notified that the goods specified in the order, including the BIS CRS Certification for Sealed Secondary Cells/Batteries, shall correspond to the Indian Standards and bear the ‘Standard’ mark under Scheme-II of Schedule-II of Bureau of Indian Standards-(Conformity Assessment) Regulations, 2018.

The “Electronics & Information Technology Goods-(Requirements for Compulsory Registration) Order, 2021” mentioned the BIS CRS certification for Sealed Secondary Cells/Batteries under two Indian Standards-

IS 16046: Part 1: 2018-  Secondary Cells and Batteries containing Alkaline or other Non-Acid Electrolytes –Safety requirements for portable sealed secondary cells & batteries made from them for use in portable applications part 1- Nickel Systems

IS 16046: Part 2: 2018-  Secondary Cells and Batteries containing Alkaline or other Non-Acid Electrolytes –Safety requirements for portable sealed secondary cells & batteries made from them for use in portable applications part 2- Lithium Systems

What is BIS Compulsory Registration Scheme?

The Bureau of Indian Standards, also known as National Regulatory Authority of India, is in charge of performing several duties, such as implementing Conformity Assessment Schemes, Publishing Indian Standards, approving laboratories for BIS Tests and Assessments, promoting consumer empowerment, representing India in ISO and IEC and managing capacity-building programmes to guarantee the quality and standards of goods. Some products need to obtain a BIS certificate to be marketed in India. The Manufacturers can choose whether to get a BIS licence, but for some products, it is a mandatory requirement to be registered under BIS. The reasons for the products to be registered are the protection of human health, public interest, elimination of risks to people, plants or animals, prevention of unfair trade practices, & protection of national security. The Central Government has directed using of Standard marks, which are registered under a Certificate of Conformity (CoC) by BIS for those products, through the issuance of Quality Control Orders.

There are three different types of schemes implemented by BIS to approved products:

  • Scheme-I (ISI)
  • Scheme-II (CRS)
  • System IV (CoC)

BIS Compulsory Registration Scheme includes BIS CRS Certification for Sealed Secondary Cells/Batteries according to Indian Standards IS 16046.

Checklist for BIS CRS Certification for Sealed Secondary Cells/Batteries

The Manufacturer must submit the below-mentioned documents to get a BIS CRS Certification for Sealed Secondary Cells/Batteries:

  • CDF/CCL form
  • BIS Application form
  • Scope of Business License
  • Labelling Information or Product Marking Specifications
  • Business licence for a manufacturing facility
  • Test Report
  • ISO certificate of Manufacturer
  • Trademark certificate
  • Trademark[1] Authorization letter (If the Manufacturer does not own TM)
  • Authorisation letter (If the signatory person is not the head of the manufacturing)
  • Proof of Authorised Indian Representative’s Company’s registration in India (in case of foreign Manufacturer)
  • Authorised Indian Representative/photo Signatory’s identification
  • Product’s Technical Specification Sheet or User Guide
  • Product Guide

How to get BIS CRS Certification for Sealed Secondary Cells/Batteries?

The manufacturers must follow some specified procedure by BIS to get a BIS CRS Certification for Sealed Secondary Cells/Batteries under Indian Standard IS 16046.

An Indian manufacturer must follow a different procedure than a foreign manufacturer. Foreign manufacturers cannot directly participate in the official duties of an Indian manufacturer, so an AIR or Authorised Indian Representative is appointed on behalf of the Manufacturer and carry out his duties. The procedure to obtain BIS CRS Certification for Sealed Secondary Cells/Batteries for Indian & Foreign manufacturers is mentioned below:

The process that a foreign manufacturer is required to follow is as follows-

  • An AIR is appointed to perform duties on the Manufacturer’s behalf
  • The AIR submits all the required documents and application forms to the BIS office.
  • After submitting the application form and other documents, the AIR must present the product sample to a BIS-approved laboratory for product testing.
  • After the products are tested, the test results are collected from the BIS-approved lab and submitted to the BIS office for further inspection and verification.
  • While submitting the test results, a copy of the online or offline application form must also be submitted to the BIS office.
  • The BIS officers then verify the submitted documents and reports before approval.
  • After the verification, the BIS office issues a BIS CRS Certification for Sealed Secondary Cells/Batteries to the Manufacturer or an Authorised Indian Representative.

The steps that an Indian manufacturer must follow are as follows:

  • The Manufacturer submits all the required documents and application forms to the BIS office.
  • After submitting the application form along with the other documents, the Manufacturer must submit the product sample to a BIS-approved laboratory for product testing.
  • After the products are tested, the test results are collected from the BIS-approved lab and submitted to the BIS office for further inspection and verification.
  • While submitting the test results, a copy of the online or offline application form must also be submitted to the BIS office.
  • The BIS officers then verify the submitted documents and reports before approval.
  • After the verification, the BIS office issues a BIS CRS Certification for Sealed Secondary Cells/Batteries to the Manufacturer.

Conclusion

BIS CRS Certification for Sealed Secondary Cells/Batteries can be obtained under the Compulsory Registration Scheme (CRS) Schedule II Scheme II, prescribed by the Bureau of Indian Standards.
