The Ministry of Information and technology notified about a new order titled “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021.” on 18th March 2021. It notified that the goods specified in the order schedule must carry the ‘Standard mark’ under Scheme II of Schedule II of the Bureau of Indian Standards – (Conformity Assessment) Regulations, 2018. The BIS CRS Certification for DC or AC Supplied Electronic Control gear is listed under Indian Standards IS 15885: Part 2: Sec 13: 2012.

BIS regulation on DC or AC Supplied Electronic Control gear

The Ministry of Electronics and Information technology issued an order on 18th march 2021, titled “Electronics and Information technology goods (Requirement of Compulsory Registration) order, 2021”. The order stated that the goods or articles specified in the schedule mentioned in the order must conform to the Indian Standards and carry a “Standard mark” under the Scheme-II of Schedule-II of Bureau of Indian Standards (Conformity Assessment) regulations, 2018.

The order shall run concurrently with the “Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2012”.

The BIS CRS Certification for DC or AC Supplied Electronic Control gear is mentioned under Indian Standards IS 15885: Part 2: Sec 13: 2012, as Safety of Lamp Control gear Part 2 Particular Requirements Section 13 d.c. or a.c. Supplied Electronic Control Gear for LED modules.

Tests for DC or AC Supplied Electronic Control gear

To proceed with the BIS CRS Certification for DC or AC Supplied Electronic Control gear under Indian Standards IS 15885 (Part 2/Sec 13), the following tests are conducted for product approval-

  • Test related to marking requirements
  • Test related to Insulating properties
  • Test related to Mechanical Properties
  • Test related to Thermal Properties
  • Test related to Safety requirements

Procedure for BIS CRS Certification for DC or AC Supplied Electronic Control gear.

The procedure to obtain BIS CRS Certification for DC or AC Supplied Electronic Control gear for a foreign manufacturer differs from that of an Indian Manufacturer. A foreign manufacturer cannot perform the official duties of an Indian manufacturer. Therefore an Authorised Indian Representative or AIR is appointed on behalf of a foreign manufacturer to perform his duties and responsibilities. The procedure to obtain BIS CRS Certification for DC or AC Supplied Electronic Control gear for both Indian and Foreign Manufacturers is mentioned below-

The process to be followed by a foreign manufacturer is as follows –

  1. An AIR is appointed to perform duties on the Manufacturer’s behalf
  2. The AIR submits all the required documents and application forms to the BIS office.
  3. After submitting the application form and other documents, the AIR must present the product sample to a BIS-approved laboratory for product testing.
  4. After the products are tested, the test results are collected from the BIS-approved lab and submitted to the BIS office for further inspection and verification.
  5. While submitting the test results, a copy of the online or offline application form must also be submitted to the BIS office.
  6. The BIS officers then verify the submitted documents and reports before approval.
  7. After the verification, the BIS office issues a BIS CRS Certification for DC or AC Supplied Electronic Control gear to the Manufacturer or an Authorised Indian Representative.

The process to be followed by a Indian Manufacturer is as follows-

  1. The Manufacturer submits all the required documents and application forms to the BIS office.
  2. After submitting the application form along with the other documents, the Manufacturer must submit the product sample to a BIS-approved laboratory for product testing.
  3. After the products are tested, the test results are collected from the BIS-approved lab and submitted to the BIS office for further inspection and verification.
  4. While submitting the test results, a copy of the online or offline application form must also be submitted to the BIS office.
  5. The BIS officers then verify the submitted documents and reports before approval.
  6. After the verification, the BIS office issues a BIS CRS Certification for DC or AC Supplied Electronic Control gear.

Conclusion

The Bureau of Indian Standards[1] has the DC or AC Supplied Electronic Control gear listed under Indian Standards IS 15885: Part 2: Sec 13: 2012. BIS CRS Certification for DC or AC Supplied Electronic Control gear can be obtained under Schedule II Scheme II, prescribed by the Bureau of Indian Standards.
