These technologies facilitate the recovery of water from wastewater, which can then be reuse in industrial processes, effectively converting the wastewater into a manageable residue form. Why ZLD Certificate is Required?

In India, the Central Government has introduced a scheme that offers financial assistance to project proponents for enhancing their ethanol distillation capacity or setting up distilleries to produce 1st Generation (1G) ethanol from feedstocks like cereals (rice, wheat, barley, corn, and sorghum), sugarcane, and sugar beet. However, this assistance is available only if the entities or entrepreneurs involved in such businesses have obtained a Zero Liquid Discharge certificate i.e., ZLD certificate.

The ZLD certificate is verified by the Central Pollution Control Board (CPCB) and certifies that the business has achieved zero liquid discharge through the standard method or wastewater recycling treatment proposed at the time of applying to the Department of Food and Public Distribution (DFPD) for this purpose. Subsequently it plays a major part of Industrial effluent management.

Eligibility Criteria for Applying ZLD Certificate

As per the SOP for ZLD verification issued by the Central Pollution Control Board (CPCB) following eligibility criteria must be fulfilled before applying for a ZLD certificate:

  • The project must obtain Environmental Clearance (EC) from the concerned authorities.
  • The project must obtain valid Consent to Establish (CTE) and Consent to Operate (CTO) from concerned SPCBs.
  • There shall be a complete project installation, only fully commissioned projects are considered.
  • A duly certificate verified by the Excise Commissioner of the state concerned.
  • A duly certificate from a Chartered Engineer certifying respectively that the new distillery has commenced production.
  • OCEMS system installations & their connectivity with CPCB/SPCB servers.
  • ZLD system installation for the treatment of spent wash.
  • Installation of Condensate Polishing Unit (CPU).
  • Installation of appropriate ZLD technology for treatment of evaporation condensate, RO reject, spent less and other non-process low-strength effluents.
  • Duly certified details of effluent treatment plant, machinery & ZLD systems by SPCB/Excise commisioner.
  • Submission of documents by the unit as per Annexure-A as mention in the SOP

Documents Required to Obtain ZLD Certificate

In order to obtain a ZLD certificate, the following documents are to be provided by the applicants.

  • Details of raw material duly certified by excise office.
  • Details of effluent treatment plant, machinery & ZLD scheme duly certified by SPCB.

Step-by-Step ZLD Certification Process

The step-by-step ZLD certification process is as follows:

Firstly, the sugar/ distillery must submit the mandatory documents as per Annexure-A of SOP to CPCB.

Secondly, an expert committee shall evaluate and examine the documents submitted for ZLD scheme.

Recommendations

Thirdly, the expert committee shall evaluate the entire documents and submissions made by the applicant ensuring that the criteria are fulfilled. Such recommendations include:

Molasses-Based Industries Opting for Bio-Compositing

  • Result in Zero Liquid Discharge
  • Consent from SPCB & NOC from CGWA for groundwater extraction or valid application.
  • To store spent wash for up to thirty days for bio-composting. Any extra storage must be removed.
  • Lagoons for concentrated spent wash should be properly lined & impermeable.
  • Strict compliance with Standard operating procedure (SOP).
  • The unit should have installed OCEMS as per CPCB directions.
  • Both cameras & flow meters to be connected with SPCB/CPCB servers.
  • A mass flow meter should be installed with totalizer at inlet & outlets of MEE.

For Grain-Based Industries

  • Result in Zero Liquid Discharge.
  • Hazardous waste consent from SPCB & NOC from CGWA.
  • Distilleries should have dry milling technique.
  • Decantation, concentration by evaporation (MEE) & drying to produce DDGS with 10% moisture content.
  • Non-process effluent shall be suitably treated & reused and not discharged.
  • 100% utilization of generated stillage.
  • Should have proper disposal of fermenter/yeast & CPU sludge.
  • Both cameras & flow meters are to be connected with SPCB/CPCB servers.

  • Only application that are fully operational will be reviewed for ZLD certification.
  • Applicant must have a minimum of one month of operational data.
  • The applicant must provide the required documents for the application to be accepted.
  • The ZLD certification issued is solely to be used for obtaining financial assistance only.
  • ZLD certificate shall not be produced for other purposes except stated above.
