The H.P. State Pollution Control Board is a nodal institution in the State Government's administrative structure responsible for the design, promotion, coordination, and oversight of environmental activities. Environmental Protection Act of 1986: In order to improve the effectiveness of existing legislation for controlling water and air pollution and to address gaps in existing legislation, the Union Government introduced another umbrella legislation in the 37th year of the Republic. The primary goal of the Act was to fill existing statutory gaps by entrusting the State Board with enormous obligations in the form of functions. The following important rules and notices are significant in the context of the H.P. State Pollution Control Board's responsibilities and functions:

  1. Hazardous Chemical Manufacture, Storage, and Import Rules, 1989
  2. Hazardous Waste (Management and Handling) Rules, 1989/2000
  3. Rules for the Manufacturing, Use, Import, Export, and Storage of Hazardous Microorganisms, Genetically Engineered Organisms, or Cells, 1989
  4. The Noise Pollution (Control and Regulation) Rules of 1999.
  5. Bio-medical Wastes (Management and Handling) Rules, 1998.
  6. Recycled Plastics Manufacture and Usage Regulations, 1999/2003.
  7. Municipal Solid Waste Management and Handling Rules, 2000.
  8. Ozone Depleting Substances (Regulation and Control) Regulations, 2000.
  9. Batteries (Management and Handling) Regulations, 2000.
