The Central Board of Indirect Taxes and Customs, and the Ministry of Environment, Forest, and Climate Change (MoEF&CC) are the other regulatory authorities responsible for the issuance of a license for used laptops in India.

Refurbished laptops and used laptops may be treated differently depending on their condition, purpose of import, and applicable compliance requirements. However, Refurbished laptops generally undergo inspection, repair, testing, and restoration to ensure quality and a like-new condition.

The exemptions from obtaining a laptop import license in India are as follows: Import of only one unit of laptops, tablets, PCs, etc. for personal use; Import of up to 20 such items per consignment for R&D purposes; Re-import of a laptop or product sent abroad for repair; If the laptops, tablets, and PCs serve as essential parts of capital goods.

The used laptop import license issued by the DGFT under the Import Management System remains valid until December 31st of the calendar year in which it is issued. Once the validity of the import license for the used laptop expires, the applicants need to apply for a new authorisation on the DGFT portal for future shipments.
