BIS registration is mandatory for products that fall under the BIS conformity assessment scheme.  A product like Rubber Hawai Chappal also falls under the same scheme. The Indian Standard namely- IS 10702:1992 specifies the testing and sampling methods of such a product. IS10702:1992 outlines how products should be tested for quality assurance and elaborates on the sampling methods used by the BIS officials[1]. It also specified general material and marking requirements for such footwear. Hawai chappal is a light-duty footwear used by consumers for daily use.

Since the demand for such footwear is rampant and ever-increasing, every manufacturer needs to abide by Standard’s guidelines to ensure the utmost quality. The standard classifies Rubber Hawai Chappals into two major categories as per the sole’s design.

  • Type 1: Rubber Hawai Chappal fostering uniform sole thickness
  • Type 2: Rubber Hawai Chappal fostering taper sole design

The construction material for each type should be natural or synthetic rubbers or a combination of the formers. The material compound should be homogenous, vulcanized, and not contain sulphur bloom.

The die marking should be uniform and immaculate, and the surface should adhere to a good finish, not containing collapses, blisters, blemishes, and cavities.

The shape, surface, and color of the shall be in accordance with the buyer’s requirements. Regardless of size, the sole of the type 1 footwear should adhere to the minimum thickness of 15.0mm. The bottom and the strap of each type of footwear should not deviate from what is defined in the standard.

Mandatory Tests for BIS Certification for Rubber Hawai Chappals

Each rubber Hawai chappal should undergo the following tests for quality assurance.

  • Relative Density Test
  • Split Tear Strength Test
  • Hardness Test
  • Braking Strength Test
  • Shrinkage Test

Every manufacturer must have a well-equipped lab supported by aptly trained staff. The standard also specifies how these tests should be carried out and the lab staff must comply with them. The outer waist of the sole and the straps’ inner face shall be marked with the following information.

  • Source Of The Manufacturer
  • Size And Type
  • Date Of Manufacture
  • ISI Marking
  • Batch Number

The use of ISI marking is prohibited for those lacking BIS certification. The way in which ISI making and packaging are done should align with the standard’s guidelines. The license would only be awarded after the authority completes the assessment of the facility and paperwork.

Documents Needed For BIS Certification for Rubber Hawai Chappals

Following is the list of documents required for BIS Certification for Rubber Hawai Chappals:

  • Factory license granted by the respective Labour office
  • Certificate of incorporation or partnership deed, whichever is applicable
  • List of Lab equipment and apparatus, along with their calibration report.
  • Pollution NOC accorded by the SPCB
  • Flowchart showing how shoe production takes place
  • Lab report showing whether or not the product complies with the underlying norms
  • Details of machines employed for the shoe production
  • Detail of product and specs of the product for which BIS registration is needed
  • An authorization letter allowing an agent to be the company’s representative for application handling. It must enclose the partner/director’s signature
  • Trademark registration if available

How to Obtain BIS Certification for PPE Occupational Footwear?

After arranging the aforesaid documents, proceed to the BIS portal and perform the following steps:

Step 1: E-Application Filing On the BIS Portal

Navigate the BIS website and get access to the e-application concerning the ISI marking scheme. Next, start filling out the application with legit details to avert any chance of rejection. Once done, proceed to the next section to upload the documents as cited in the preceding section. Post document uploading, head to the payment gateway and submit the fee as recommended by the authority.

Note: Each application can entail a single product only for BIS registration. Any add-on of a different product type will lead to the filing of a separate application.

Step 2: Vetting Process

As the name suggests, this step is all about the vetting of documents and on-site facility.

  1. First, the authority will thoroughly check the submitted documents for any errors.
  2. Second, they will visit the production and perform an assessment of the following parameters for compliance checks.
    • Manufacturing Infrastructure
    • Testing Capabilities
    • Production Process 
    • Standard(S) Being Followed

Thereafter, the officials, via random sampling, will pick some specimens for lab testing.

Step 3: Lab Testing and Report Preparation

The collected samples will then be routed to the certified lab for quality testing. The following tests shall take place in the lab for quality assurance.

  • Relative Density Test
  • Split Tear Strength Test
  • Hardness Test
  • Braking Strength Test
  • Shrinkage Test

As soon as these tests are performed, the report generation process will take place, which involves the inclusion of test result findings and outcomes.

Step 4: Report Collection by the Applicant

This step provides for the report collection, which should be done by the applicant after being informed by the lab.

Since the validity of such a report exhausts quickly, make sure to share the same with the authority on time.

Step 5: Final Review and Grant of BIS License

This step involves the final review of the lab report performed by the BIS.

Only after ascertaining that the test results are positive, the authority shall grant the BIS certification for Rubber Hawai Chappals.
