The BIS (Bureau of Indian Standards) has mandated that all electric and non-electric toys must get BIS ISI mark, and toys without a BIS ISI mark are not permitted to be sold in India.   • IS 9873 (Part 2): 2017- Safety of Toys Part 2 Flammability.
  • IS 9873 (Part 3): 2017- Safety of Toys Part 3 Migration of certain elements.
  • IS 9873 (Part 4): 2017- Safety of Toys Part 4 Slides, Swings and Similar Activity Toys for outdoor & indoor family domestic use.
  • IS 9873 (Part 7): 2017- Safety of Toys Part 7 requirements & test methods for finger paints.
  • IS 9873 (Part 9): 2017- Safety of Toys Part 9 certain phthalates esters in toys & children’s products.

Requirements of Testing Facilities According to Indian Standards

This might be tricky for the manufacturers because there is a vast scheme of Testing and Inspection that define some testing and Inspection procedures that must be done in the in-house testing facilities.

  • If the manufacturer makes non-electric toys, testing facilities must fulfil the requirement of IS 9873 (Part 1): 2019.
  • If the manufacturer makes electric toys, then the testing facilities must fulfil the requirement of IS 15644: 2006.
  • The order that says BIS Certification for toys is compulsory has also included the scheme id testing & Inspection, which defines the frequency of conducting the various tests.
  • The Testing and Inspection also specified those tests for that in-house facilities are not essential, and these tests can be subcontracted to BIS certified lab.
  • In the notification regarding compulsory BIS Certification for toys in India, it has been that nothing in this order will apply to toys products sold from Artisans registered with the office of the development commissioner.

  17. LOC (Letter of Consent) from the owner of the product;
  18. Invoice concerning sales;
  19. Map Location;
  20. Certificate declaring the brand name of the owner;

Procedure for Obtaining BIS ISI for Non-Electric Toys

Following are the simple process for getting BIS ISI for Non-Electric Toys:

Step 1: Documentarians before applying;

Step 2: Submit the application along with required documents to BIS;

Step 3: Scrutiny of application from BIS Officials;

Step 4: Nomination of inspection officer for Inspection by BIS;

Step5: Inspection of manufacturing unit/premises by BIS inspection officer;

Step 6: sample draw for independent testing;

Step 7: Sample testing in BIS approved laboratory;

Step 8: Grant of BIS License to the manufacturer.
