How to Obtain BIS Certification for Electronic Clocks in India?

Alexander Bain created the first electronic clock in 1841. A clock that runs on electricity is an electronic clock. Additionally, some of these clocks also can digitally display the temperature. These clocks primarily display the time. The counter, an electronic gear mechanism, is used in digital clocks. It uses displays like LED (Light-Emitting Diodes) and LCD (Liquid Crystal Display) to display the time. It uses seven segments that can light up to display a number, hence the name “7-segmented display.” Electricity, in essence, powers an electronic clock. Powered Electronic Clock Electrical appliances used in the home and other comparable applications are safe from power. BIS CRS Certification covers only digital electronic clocks that use electricity and must have digital features. Electronic clocks powered by mains electricity must be registered with the Bureau of Indian Standards (BIS) as of 3 July 2013 under IS 302(Part 2): Section 26:2014 under the Compulsory Registration Programme; failure to do so would result in criminal penalties. What is BIS CRS?

BIS CRS stands for Bureau of Indian Standards Compulsory Registration Scheme. The Ministry of Electronics & Information Technology (MeitY)[1] introduced the Electronics & Information Technology Goods Order in 2012. Under this notification, the group of electronic devices should fall within the CRS. Therefore, without the appropriate BIS Certification, the manufacturer cannot distribute or sell the products indicated in the notification. Only 15 categories of electronic products were included, BIS CRS Certification notification published by MeitY. Through MeitY, 15 categories of electronic products were added in 2014. In 2016, smartphones had to support Indian languages, and 13 new categories of electronic products were added. In 2017, five new categories were added as part of the solar panels, devices, systems, and components goods (requirements for compulsory regulation) order 2017. This was done to support new and renewed energy. No manufacturer shall be permitted to import, sell, or distribute electronic devices that do not meet the Indian standards, said the BIS CRS Certification Scheme directive. All electronic products need to bear the BIS CRS mark and have a unique registration number.

Important Requirements to Obtain BIS Certification for Electronic Clocks

The following are some important requirements to obtain BIS Certification for Electronic Clocks:

  • Product: If a manufacturer manufactures more than one product, the manufacturer has to file two separate BIS Certifications for each product category.
  • Manufacturer: The BIS Certification is only issued to the manufacturer of the products. The importers, traders, or retailers do not apply for the BIS Certificate. However, they can act as an Authorised Representative of a manufacturer in India if the manufacturer doesn’t have an operating office in India. However, the BIS license is granted in the manufacturer’s name only.
  • Manufacturing Address: The duly filled application form & required vital documents shall mention a proper manufacturing unit address. In case a manufacturer has more than one factory for manufacturing a product, then separate BIS Certification is required for each manufacturing unit.
  • Brand or Trademark: A manufacturer producing the same product for different brands has to apply for separate BIS Certification.

Documents Required for BIS Certification for Electronic Clocks

Following are some documents required to get BIS Certification for Electronic Clocks:

  • Company Registration Certificate. For SSI, relevant registration certificate.
  • Flow chart of the manufacturing unit;
  • List of manufacturing machines (name, their purpose, capacity, etc.);
  • List of in-house testing facilities mentioning information of the calibration status, the least count etc. calibration certificates of the testing devices that should not be more than three months old;
  • Information on packing and storage;
  • Map location;
  • Test report copies for every raw material and part;
  • Original test report of product from the BIS authorised laboratory;
  • Authorisation from CEO if an authorised signatory and if foreign manufacturers, information of Authorised Indian representative (AIR);
  • Trademark Registration;
  • If certain processes are outsourced, the information and quality control documents related to the same;
  • Organisation chart;
  • Information on the quality control team and their qualification certificates;
  • Technical specifications of the product, the drawing of the product, raw material and components information, list of critical components, and user/product manual.

Procedure to Obtain BIS Certification for Electronic Clocks

The procedure to obtain BIS Certification for Electronic Clocks varies based on the map location of the manufacturing unit. Further, the BIS Certification procedure for foreign manufacturers differs from an Indian manufacturer. The vital steps involved in obtaining BIS for Electronic Clocks include:

Process for Indian (Domestic) Manufacturer

Step 1: Submit the Application form and all required documents on the BIS online portal.

Step 2: Get the product samples tested from a BIS-approved lab.

Step 3: Submit an offline/online hard copy of the application form, including the product samples test report.

Step 4: BIS officers verify the Application form and all required essential documents.

Step 5: Grant of BIS Certification.

Process for Foreign (Overseas) Manufacturer

Step 1: Nominate Authorised Indian Representative (AIR) who can represent a foreign (overseas) manufacturer.

Step 2: Submit the Application form along with required vital documents on the BIS online Portal.

Step 3: Get the product sample testing done from BIS approved lab.

Step 4: Submit an offline/online copy of the Application form and the product samples test report.

Step 5: BIS officers verify the Application and all required essential documents.

Step 6: Grant of BIS Certification.

Validity & Renewal of the BIS Certification for Electronic Clocks

The BIS Certification for Electronic Clocks is valid for two years. The manufacturer needs to renew the BIS Certification when there is no alteration in the product and according to Indian standards. Renewal of the BIS License is subject to a license fee and annual marking fee. The renewed BIS Certificate is valid for a minimum of 1 to 5 years. However, if the BIS certification renewal application form is filed after the expiry, the applicants need to pay a late fee of Rs.5000.

Conclusion

The BIS released an official notification stating the requirement of compulsory registration for the said product category under scheme II. Any manufacturers worldwide, including India, wishes to manufacture an electronic clock with mains power have to obtain themselves registered with the CRS of BIS. Without a valid BIS Certification for Electronic Clocks, no manufacturer can sell or trade electronic clocks in India.
