BIS for LED Lights

BIS stands for Bureau of Indian Standards, a National Standard Body of India constituted under the BIS Act 2016. It was introduced for the harmonious development of marking, standardisation, and quality certification of products and incidental or connected matters. BIS provides traceable & tangible benefits to the national economy from providing safe & reliable quality products, promoting export & import substitutes, controlling the proliferation of varieties, etc., by standardisation, testing and certification. The manufacturer of electronic products listed under the CRS (Compulsory Registration Scheme) obtains the BIS Certification. The Ministry of Electronic & Information Technology (Meity)[1] notified the CRS in 2012. The Ministry also passed the order in 2012 in which a person cannot manufacture, import, or store products for distribution & sale that don’t conform to the Indian Standard as prescribed in the order & bear a standard mark with a BIS unique registration code. In this blog, we will discuss the BIS for LED Lights.

  • Smooth development of a national strategy for standards recognition & syncing them with the development of products and exports.

Why needs BIS for LED Lights?

LED lights must be BIS certified because of interchangeability, insulation resistance to prevent electric shock, electric strength, cap temperature rise, mechanical strength, resistance to flame & ignition resistance, heat, fault conditions, and clearances. Be it streetlights, parking garages, modular, walkways, and more. LED lights are most generally used due to their high-energy efficiency. So, LED lights that are widely used could be harmful to the final customers if they are not perfectly manufactured, which is why the BIS has introduced several parameters that a manufacturer or importer must meet.

Documents required to Obtain BIS for LED Lights

Following are the documents required to obtain BIS for LED Lights in India:

  • Name and Address proof of the Applicant
  • Name and Address proof of the factory.
  • Establishment proof of Manufacturing Unit like Certificate of Incorporation or MOA, Registration Certificate, etc.
  • SSI/MSME Certificate
  • information on Outsourcing the manufacturing process
  • Layout plan
  • Map Location plan of the factory
  • Flow chart of Manufacturing Process
  • List of Machinery involved
  • List of Testing equipment & facilities
  • Calibration Certificates of testing equipment
  • Third-party laboratory test report according to the Indian Standards
  • In case an authorised signatory signs the Application, an authorisation letter by the CEO in the name of the authorised signatory
  • If Overseas or foreign manufacturers, the Indian Agent & Nomination Form information.
  • Technical information of products, like PCB Layout, Schematic Diagrams, User Manual & Critical Components List
  • Acknowledgement receipt
  • Letter of Consent by CEO of Company
  • Undertaking & Affidavit attested with ID Proof & signature of the approved Indian Representative (in case of the foreign or international manufacturer)
  • Original Test Reports from BIS authorised Laboratory
  • Undertaking related to the test report of the product.

Procedure to Obtain BIS for LED Lights

Following is the process to obtain BIS for LED Lights in India:

Step 1: A manufacturer profile must be created with BIS, which can be done online/offline.

Step 2: The product must be tested in a BIS authorised Laboratory, and only after successful testing of the LED Lights will a Test Report be generated from the BIS certified Laboratory.

Step 3: After successfully conducting the product testing, the BIS authorised Laboratory directly submits the Test Report to BIS under the manufacturer’s created profile.

Step 4: The Applicant must appoint an AIR (Administrative Indian Representative). In case the Applicant is from India, they must submit the required vital documents per Form A or Form B. In contrast, if the Applicant is a foreigner, they are required to submit their essential documents per Form C.

Step 5: The Applicant has to submit the Application Form along with the submission of all the essential documents & pay the prescribed fee.

Step 6: In case all the set Indian Standards according to BIS Standards for LED Lights are met, A BIS certification will be issued for the Applicant.

Conclusion

Each company involved in the distribution, sale, or trade of LED Lights must register separately for BIS Certification under Scheme II. The names of all the firms should be given in the Test Report of product samples, which shall be valid with the submission of product samples for each company if a few companies want to register for the products with a single producer. The Company’s Owner must also submit a No Objection Certificate, commonly known as a NOC or a Consent Letter, or an Alternative Agreement Copy must be filed to BIS.
