An oil-immersed transformer, also known as an oil-filled transformer, is a type of voltage converter device that uses oil cooling to lower the temperature of the transformer. In comparison to a dry-type transformer, an oil-immersed transformer’s body is fitted inside a welded steel oil tank that is filled with insulation oil. When an oil-immersed transformer is turned on, the heat from the coil and iron core is converted into insulating oil, which is subsequently converted into the cooling medium. Additionally, it can be subdivided into an immersed natural cooling transformer and an immersed forced air cooling transformer depending on capacity. What is the process for FMCS BIS ISI certification for Oil Immersed Distribution Transformers?

Following is the process for BIS ISI Certification (Foreign Manufacturer) for Oil Immersed Distribution Transformers:

  • Submit your application with all the vital documents.
  • BIS authorises will verify all the documents filled with your application.
  • In case, any document/test equipment or any other requirement is missing or incomplete, authorities will send a mail to the applicant. Application must provide all necessary documentation to satisfy the authorities.
  • An acknowledgement number will be issued for the future purpose.
  • BIS officer will visit your factory premises.
  • BIS Officer will examine the manufacturing process, testing infrastructure & also test the product in your in-house lab.
  • BIS Officer will collect the product sample, seal it & forward it for testing with an independent laboratory.
  • The sample collected will be sent to BIS approve laboratory.
  • (Note: All the charges for testing will be paid by the application firm.)
  • After receving the test reports, applicant will be asked to pay a licence fee, advance minimum marking fee and all the outstanding dues, if any.
  • Finally the letter for grant of licence will be issued.

Guidelines for AIR

Every foreign manufacturer/applicant must have a branch office in India that, on their behalf, would perform all responsibilities and obligations related to the BIS Act of 1986 and the rules and regulations created for the purpose of registration. For the purpose of presenting their case and complying with the legislation and registration requirements, foreign manufacturers and companies must appoint an authorised representative in India.

The applicant should watch out for the following things when appointing the AIR:

  1. AIR nominated by the foreign manufacturer or applicant should be an Indian resident.
  2. AIR shall give his consent that he or she is responsible for compliance to the provisions of the BIS Act, Rules & Regulations, and terms & conditions given in BIS Licence, agreement, undertaking/other documents executed on behalf of the foreign manufacturer or applicant  in connection with grant & operation of the licence.
  3. AIR can only represent one foreign manufacturer or applicant at one time.
  4. AIR(s) shall have zero conflict of interest in their role as Authorised Indian Representative with testing of a sample(s) in 3rd party laboratories.
  5. The minimum qualification for an Authorised Indian Representative is a bachelor’s degree & knowledge of the provisions of the BIS Act, 2016, as well as rules & regulations.
  6. The name of the AIR should appear in the licence documents.
