BIS CRS Certification for LED Luminaires for Road and Street Lighting

The BIS CRS Certification for LED Luminaires for Road and Street lighting is certified under the (Compulsory Registration Scheme) Scheme II under Schedule II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. The certification process requires certain documents and procedures to be followed.

BIS Regulation on Electronics and Information technology goods (Requirement of compulsory Registration) Order 2021

The Ministry of Electronics and Information Technology passed an Order on 18th March 2021, titled “Electronics and Information technology goods (Requirement of compulsory registration) Order 2021.” According to the order, the products that are mentioned in the schedule of the order shall carry the “standard” mark according to the Indian Standards set up under Scheme-II, Schedule-II by the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. It also informed that the order should not be applied to the goods or articles listed in the order which are meant for the purpose of export which conforms to the specifications issued by the foreign buyer and to the articles for which an exemption letter has been issued by the Central Government.

The new order shall run concurrently with the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2012.

The new order shall not be applied to the goods and articles which are already registered under the old order. However, new registrations and renewals can be made under the new order. BIS CRS Certification for LED Luminaires for Road and Street lighting is also included in the Electronics and Information technology goods (Requirement of compulsory Registration) Order 2021, according to Indian Standards IS 10322: Part 5: Sec 3:2012.

BIS Compulsory Registration Scheme (BIS-CRS)?

The Bureau of Indian Standards, also known as the National Regulatory Authority of India, is in charge of carrying out a number of duties, including publishing Indian Standards, implementing Conformity Assessment Schemes, promoting consumer empowerment, approving laboratories for BIS Tests and Assessments, managing capacity-building initiatives to guarantee the quality and standards of goods, and representing India in ISO and IEC. There are three different types of programmes that allow BIS to approved products:

  • Scheme-I (ISI mark scheme)
  • Scheme-II (Compulsory Registration Scheme)
  • System IV (Grant of Certificate of Conformity)

BIS’s Compulsory Registration Scheme, or Scheme II, includes BIS CRS Certification for LED Luminaires for Road and Street lighting according to Indian Standards IS 10322: Part 5: Sec 3:2012

Documents needed for BIS CRS Certification for LED Luminaires for Road and Street lighting

The Manufacturer must submit the following general and technical documents in order to apply for a BIS CRS Certification for LED Luminaires for Road and Street lighting:

  • CDF/CCL form
  • Application form BIS (Filled up)
  • Application of Business License
  • Business licence for a manufacturing facility
  • Labelling Information or Product Marking Specifications
  • Letter of authorization (If the signatory person is other than the head of the manufacturing)
  • Test Report
  • ISO certification[1] – Manufacturer
  • Certificate for a Trademark
  • Authorization letter for a trademark (If TM is owned by other than the Manufacturer)
  • Proof of Authorized Indian Representative’s Company’s registration in India (in case of the foreign Manufacturer)

How to get BIS CRS Certification for LED Luminaires for Road and Street lighting

The BIS has specified specific procedures for the manufacturers to follow in order to obtain a BIS CRS Certification for LED Luminaires for Road and Street lighting in accordance with Indian Standard IS 10322: Part 5: Sec 3:2012.

A foreign manufacturer must follow a different procedure than an Indian manufacturer.   • The BIS office verifies and looks over the test reports before approving them.

The steps that an Indian manufacturer must take are as follows:

  • The Manufacturer must submit an application and all necessary paperwork.
  • The Manufacturer is required to send a sample of the product to a lab that has been approved by BIS for testing.
  • The test results are gathered from the laboratory that has received BIS approval and submitted to the BIS office for review. Along with the test results, a softcopy of the online application form or a hardcopy application form for offline submission must be submitted.
  • The BIS office verifies and looks over the test reports before approving them.
  • The BIS division provides BIS CRS Certification for LED Luminaires for Road and Street lighting to the Manufacturer following the verification of all the details.
