BIS Compulsory Registration Scheme (CRS)

The Bureau of Indian Standards, also known as BIS, is the National Standard Body of India. The Compulsory Registration Scheme is governed by the Bureau of Indian Standards (Conformity Assessment) Regulation, 2018 by the BIS Act 2016[1]. (Scheme II of Schedule II). The Scheme’s main objective is to aid the growth of India’s quickly developing electronic and information technology industry.

The Central Government has mandated that holders of a BIS License or Certification of conformity must apply for permission before using standard marks (CoC). Products subject to mandatory certification are required to get the following certifications.

  • ISI Mark Scheme in Scheme-I
  • CRS Scheme in Scheme-II
  • Issuing a Certificate of Conformity in Scheme IV

Testing Parameters of Copying Machines / Duplicators

The Copying Machines / Duplicators can be tested on the following parameters-

  • Protection from hazards which includes:
  1. Protection from electric shock and energy hazards,
  2. SELV circuits,
  3. TNV circuits,
  4. Limited current circuits,
  5. Limited power sources,
  6. Provisions for earthling and bonding,
  7. Overcurrent & earth fault protection in primary circuits,
  8. Safety interlocks, Electrical insulation and
  9. Clearances, creep-age distances, and distances through insulation
  • Physical requirements which includes:
  1. Stability
  2. Mechanical strength
  3. Design and construction
  4. Protection against hazardous moving parts
  5. Thermal requirements
  6. Openings in enclosures
  7. Resistance to fire
  • Electrical requirements and simulated abnormal conditions:
  1. Touch current and protective conductor current
  2. Electric strength
  3. Abnormal operating and fault conditions
  • Connection to telecommunication networks:
  1. Protection of telecommunication network service persons, and users of other equipment connected to the network, from hazards in the equipment
  2. Protection of equipment users from overvoltage on telecommunication network
  3. Protection of the telecommunication wiring system from overheating
  • Connection to cable distribution systems:
  1. Protection of cable distribution system service persons, and users of other equipment connected to the system, from hazardous voltages in the equipment
  2. Protection of equipment users from overvoltage on the cable distribution system
  3. Insulation between primary circuits and cable distribution systems

Documents Required to obtain BIS certification for Copying Machines / Duplicators

Following are the crucial documents required to obtain BIS Certification for Copying Machines / Duplicators:

  • CDF/CCL form
  • BIS application form
  • Business license of manufacturing facility
  • Scope of Business License
  • Manufacturer’s ISO certificate 
  • Marking the label of the product
  • Letter of authorisation (If the signatory person is not the head of the manufacturing)
  • Test Reports
  • Trademark certificate of the product
  • Trademark authorisation letter (f Trademark is not owned by the manufacturer)
  • Registration proof of authorised Indian representative (in the case of the foreign manufacturer)
  • Photo identification of the Indian representative
  • Technical Specification Sheet or User Guide of product

Procedure to obtain BIS certification for Copying Machines / Duplicators

The manufacturer is required to apply for BIS Certification for Copying Machines / Duplicators. For domestic (Indian) manufacturers, the BIS Registration procedure is different from that for a foreign manufacturer.

The process that a foreign manufacturer must follow is:

  • The manufacturer must designate an AIR to carry out all of his obligations on his behalf.
  • The applicant is required to submit all required documents with the application.
  • A BIS-approved laboratory must receive a product sample from the applicant for testing.
  • The test results must be obtained by the manufacturer from the BIS-approved laboratory and submitted to the BIS office. If the reports are being submitted offline, the applicant must submit a hard copy of the offline application form or a copy of the online application form with the reports.
  • The BIS office verifies and looks over the reports.
  • The BIS office issues BIS Certification for Copying Machines / Duplicators to the manufacturer or authorised agent representative after verifying the information (AIR).

The process that an Indian manufacturer must follow is:

  • The applicant must apply with all required supporting documentation.
  • A BIS-approved laboratory must receive a product sample from the applicant for testing.
  • The test results must be obtained by the manufacturer from the BIS-approved laboratory and submitted to the BIS office. If the reports are being submitted offline, the applicant must present a hard copy of the offline application form or a copy of the online application form with the reports.
  • The BIS office verifies and looks over the reports.
  • The BIS office issues BIS Certification for Copying Machines / Duplicators to the manufacturer after verifying the information.
