It’s a legal requirement without which an individual cannot sell any of the products covered by the regulations. Overview of CRS Mark on Products

A broad range of Indian electrical standards guarantees exceptionally high quality and safety for industry and the public. The Ministry of Electronics and Information Technology’s, CRS mark on products represent these standards and require mandatory certification of many electronic products that foreign firms import.

Compulsory Registration Scheme (CRS) – Meaning

In 2012, the Department of Electronics and Information Technology announced the compulsory Registration Scheme (CRS) in collaboration with the BIS (Bureau of Indian Standards).

03 October 2012, the Ministry of Electronics & Information Technology (erstwhile DeitY) issued a notice entitled “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012” for fifteen categories of electronic items.

Other product categories were added during the subsequent years, which include fifteen types of products in 2014(by MeitY), Indian Standard for Indian phone’s Language and Support’ in October 2016, thirteen items in 2017, and five more added by the Ministry of New and Renewable Energy (MNRE).

Products that are notified to be placed under the Compulsory Registration Orders by the Government of India are required to be registered under the CRS and get the CRS mark on products. It is based on the Self Declaration of Conformity. Manufacturers of these products must apply for BIS CRS registration after having their product tested by any BIS-approved laboratories in India. 

According to the Orders, no one is permitted to make or store items for sale or distribute goods that do not satisfy the Indian standard as specified in the Order and do not carry the Standard Mark with the unique registration number obtained by the BIS.

Who is eligible to apply for CRS Mark on Products?

  • Manufacturing of any product that falls within the scope of the Compulsory Register Order (CRO) notified by the Ministry of Electronics and Information Technology or Ministry of New and Renewable Energy (MNRE[1]).
  • The manufacturer of one or more of the 30 products mentioned in the Order of compulsory registration located in India or outside India can make an application for registration through mandatory registration.
  • Manufacturers need to request a separate registration number for their products produced in different locations.
  • Manufacturers must request a different identification number per brand manufactured at the same time.

Who grants a license for CRS Mark on Products?

The Bureau of Indian Standards (BIS) permits manufacturers to use the Standard Mark with a unique R-number through registration based on self-declaration of conformity for the products and articles according to Indian Standards.

The granting of licenses and its execution under the Compulsory Registration Scheme is executed following the conformity assessment scheme in Scheme – II of Schedule – II of Schedule – II of BIS (Conformity Assessment) Regulations, 2018

Procedure for obtaining a registration for CRS mark on products

Below mentioned steps are required for obtaining a registration for CRS mark on products-

  • The profile of the manufacturer will be created on BIS’s portal.
  • The Test Report Format will be created for the BIS accredited laboratory.
  • After the TRF is generated, the lab will then submit the report to the client’s profile on the BIS portal.
  • According to Form A or B, foreign applicants must nominate an authorized Indian representative (AIR) and submit an affidavit confirming the undertaking. In addition, Indian applicants must submit an affidavit of undertaking as per format C.
  • Additionally, the online form must be filled with the requisite documents and fees.
  • The CRS certificate will be granted based on testing, not a factory visit. Therefore, CRS certification will be given if the product follows CRS requirements. 

Validity of CRS Mark on Product

Once BIS registration is granted, CRS Standard Mark is to be marked on the products and packaging. It remains valid for two years and can be renewed if there is no change in the product and the standard.

Conclusion

Obtaining a license for CIS marks on products is not as seamless as it seems, considering that it includes proper knowledge of the certification process.
