BIS CRS Certification for USB-driven Barcode Readers

The Ministry of Information and Technology passed an order on 16th March 2021 titled “Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021.”  The order made it mandatory for the products specified in the schedule to carry a “Standard” mark under the Scheme II of Schedule II of the Bureau of Indian Standards (Conformity Assessments) Regulations, 2018. The order will run concurrently with the “Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2012”. The new order shall not apply to the goods or articles already registered in the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2012. However, the Registration can be renewed under the provision of the new order passed. According to the order, The BIS CRS Certification for USB-driven Barcode Readers are certified under Indian Standards IS 13252 (Part 1): 2010 Under the Information Technology Equipment – Safety General Requirements.

What is BIS Compulsory Registration Scheme (BIS-CRS)?

The National Regulatory Authority of India, also known as the Bureau of Indian Standards, is in charge of carrying out a number of duties, including publishing Indian Standards, implementing Conformity Assessment Schemes, promoting consumer empowerment, approving laboratories for BIS Tests and Assessments, managing capacity-building initiatives to guarantee the quality and standards of goods, and representing India in ISO and IEC. Some products must first obtain a BIS-approved licence in order to be marketed in India. Manufacturers can choose whether to obtain a BIS licence, but some products are required to be registered under BIS. The public interest, protection of human health, elimination of risks to people, animals, or plants, prevention of unfair trade practices, and protection of national security are the basis for the requirement that those products be registered. Through the issuance of Quality Control Orders, the Central Government has directed using Standard marks registered under a License or Certificate of Conformity (CoC) by BIS for those products (QSOs).

There are three different types of programmes that allow BIS to approved products:

  • Scheme-I (ISI mark scheme)
  • Scheme-II (Compulsory Registration Scheme)
  • System IV (Grant of Certificate of Conformity)

BIS’s Compulsory Registration Scheme, or Scheme II, includes BIS CRS Certification for USB-driven Barcode Readers[1].

Documents required for BIS CRS Certification for USB-driven Barcode Readers

The Manufacturer must submit the following general and technical documents to apply for a BIS CRS Certification for USB-driven Barcode Readers:-

  • BIS application form (Filled up)
  • CDF/CCL form (Filled up)
  • Manufacturing unit’s business license
  • Scope of Business License
  • Authorization letter (If the signatory person is other than the head of the manufacturing)
  • Marking Label or Details of Marking on the product
  • ISO certificate- Manufacturer
  • Test Report
  • Trade Mark Certificate
  • Authorized Indian Representative Company registration proof in INDIA (in case of the foreign Manufacturer)
  • Photo ID of Authorized Indian Representative/ Authorized Signatory
  • Trademark Authorization Letter (If TM is owned by other than the Manufacturer)
  • Product Manual
  • Technical Specification Sheet of Product/user manual

Procedure to Obtain BIS CRS Certification for USB-driven Barcode Readers

The BIS has specified specific procedures for the manufacturers to follow in order to obtain a BIS CRS Certification for USB-driven barcode readers in accordance with Indian Standard IS 13252 (PART 1): 2010. A foreign manufacturer must follow a different procedure than an Indian manufacturer, though. The same is true because, in the case of a foreign manufacturer, an authorized Indian representative is chosen to act on the Manufacturer’s behalf and carry out his obligations. The process is as follows for both foreign and Indian manufacturers to obtain BIS CRS Certification for USB-driven barcode readers. –

The process that a foreign manufacture must follow is:

  1. To handle every responsibility on the Manufacturer’s behalf an AIR is appointed.
  2. The application must be submitted by the AIR along with all necessary supporting documentation.
  3. The product sample must then be submitted by the AIR for examination in a lab that has been authorized by BIS.
  4. The test results are gathered from the laboratory that has received BIS approval and submitted to the BIS office for review. Along with the test results, a softcopy of the online application form or a hardcopy application form for offline submission must be submitted.
  5. The BIS office verifies and looks over the test reports before approving them.
  6. Once all of the information has been verified, the BIS office issues a BIS CRS Certification to the Manufacturer or an authorized agent representative (AIR).

The steps that an Indian manufacturer must take are as follows:

  1. The Manufacturer must submit an application and all necessary paperwork.
  2. The Manufacturer is required to send a sample of the product to a lab that has been approved by BIS for testing.
  3. The test results are gathered from the laboratory that has received BIS approval and submitted to the BIS office for review. Along with the test results, a softcopy of the online application form or a hardcopy application form for offline submission must be submitted.
  4. The BIS office verifies and looks over the test reports before approving them.
  5. Following the verification of all the details, the BIS office issues BIS CRS Certification to the Manufacturer.

Conclusion

Under the terms of Schedule II, Scheme II- Compulsory Registration Scheme (CRS), which is prescribed by the Bureau of Indian Standards, can obtain BIS CRS Certification for USB-driven Barcode Readers. The Bureau of Indian Standards has the USB-driven Barcode Readers listed under Indian Standards IS 13252 (Part 1): 2010. (BIS). The minimum term for which the License is granted is two years, and the maximum term for which the Registration may be renewed is five years.
