Before being produced, sold, or imported into the Indian market, all models and brands of webcams (finished products) must obtain a BIS certification for Webcam. The BIS registration is only given to webcam manufacturers in India; no other dealers, traders, or distributors are eligible.

What is BIS CRS?

By the BIS Act of 2016[1], the Bureau of Indian Standards (Conformity Assessment) Regulation, 2018 (Scheme II of Schedule II) governs the operation of the Compulsory Registration Scheme. The scheme aims to provide impetus to the Electronic & IT industries, which are expanding rapidly.

While simultaneously protecting Indian consumers from counterfeit and substandard goods, it has improved the competitiveness of domestic manufacturers and granted Indian consumers the right to enjoy world-class, quality-compliant products. This strategy implemented by the Indian government has helped prevent the dumping of non-compliant goods and has helped to bridge the gap between People, Technology, and Safety.

The process of BIS Certification for Webcam is entirely optional. However, the Central Government has mandated that several products adhere to Indian Standards. The compliance was implemented to uphold the public interest, safeguard national security, safeguard the environment’s safety, and safeguard the health of people, animals, and plants.

The following are the duties carried out by BIS:

  • Working for consumer empowerment
  • Implementing hallmarking schemes
  • Implementing conformity assessment schemes
  • Developing and publishing Indian Standards
  • Recognising laboratories for conducting tests and trials

The Central Government has mandated that holders of a BIS Licence or Certificate of conformity must apply for permission before using standard marks (CoC).

  • Scheme-I – The ISI mark scheme
  • Scheme-II- The CRS scheme
  • Scheme IV- Issuing a conformity certificate

By the BIS order dated 1 October 2020 in SO 3429(E), the Central Government listed seven new products to be added to the Schedule of the “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012. BIS certification for Webcam falls under scheme II of the government’s mandatory certification programme.

Regulations on BIS Certification for Webcam

On 1st October 2020, the IPHW division of the ministry of electronics and information technology released a notification listing the products that had been added to the schedule of the “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012.

According to the notification, seven new products have been added to the list of required registration certificates. The following items are on the product list:

1. Wireless microphone

2. Digital Camera

3. Video Camera

4. Webcam (finished product)

5. Webcam (with and without display)

6. Dimmers for LED products

7. Bluetooth speakers

Tests to determine the quality standards of the Webcam

Recognised Laboratories shall use the following uniform test report formats to issue test reports under the Compulsory Registration Scheme.

Webcam test report for IS 616:2017/IEC 60065:2014 Audio, Video, and Similar Electronic Apparatus – Safety requirements (Fifth Revision) which are required to conduct testing relating to-

  • Marking requirements
  • Radiation requirements
  • Heating requirements
  • Electrical safety
  • Mechanical properties
  • Component testing
  • Wiring testing
  • Physical properties testing
  • Protection against splashing water
  • Communication connection,
  • Insulation properties

Basic Requisites for BIS Certification

To get BIS Certification in India, the applicant must fulfil the following requirements:

  • Manufacturing Address: Proper manufacturing address shall be mentioned in the documents. In case the manufacturer has more than one factory location for one product, then a separate BIS License is needed for each location.
  • Trademark or Brand: Each Trademark or Brand requires its own BIS Certification.
  • Manufacturer: The first vital thing is that BIS Certification or License is issued to the manufacturer only, not to sellers or importers. The importer may act as an Authorised Indian Representative (AIR) of a Foreign Manufacturer and can submit the application to BIS. However, the final BIS License is only granted to the manufacturer.
  • Product: Each product requires its own BIS License, but if the same product category covers multiple models, then one License or Registration no will cover all models of the similar product category or we can say, one product with different models requires a single BIS License.

Documents Needed to Get a BIS Certification for Webcam

Following are the vital documents required for BIS Certification for Webcam:

  • Completed CDF/CCL form;
  • Business License of the manufacturing unit;
  • Scope of the Business License;
  • Manufacturer’s ISO certificate;
  • Marking Label/Details of Marking on the Product;
  • Authorisation letter (If the signatory person is different from the Head of Manufacturing);
  • Test Report;
  • Trade Mark Certificate;
  • Trademark Authorization Letter (If TM is owned by other than the manufacturer)
  • Photo ID of the Authorized Indian Representative or Authorized Signatory
  • Technical Specification Sheet of the Product/User Manual
  • Product Manual
  • Authorised Indian Representative Company registration proof in INDIA (in the case of the foreign manufacturer)

Steps to get a BIS certification for Webcam

The manufacturer must apply for the BIS certificate in order to receive BIS certification for Webcam. For Domestic (Indian) Manufacturers, the BIS Registration procedure is different from that for a Foreign Manufacturers.

The process that a Foreign Manufacturer must follow is as follows:

  1. The manufacturer must designate an AIR to carry out all of his duties.
  2. All required documentation must be submitted with the application.
  3. A BIS-approved laboratory must receive a product sample from the applicant for testing.
  4. The test reports must be obtained by the manufacturer from the BIS-approved laboratory and submitted to the BIS office. If the reports are being submitted offline, a hard copy of the offline application form or a copy of the online application form must be submitted with the information.
  5. The BIS office verifies and looks over the reports.
  6. The BIS office issues BIS certification for Webcam to the manufacturer or authorised agent representative after verifying the information (AIR).

An Indian Manufacturer must follow these steps:

  1. The application must be submitted along with all the relevant documents
  2. A BIS-approved laboratory must receive a product sample from the applicant for testing.
  3. The test results must be obtained by the manufacturer from the BIS-approved laboratory and submitted to the BIS office. If the reports are being submitted offline, a hard copy of the offline application form or a copy of the online application form must be submitted with the reports.
  4. The BIS office verifies and looks over the reports.
  5. The BIS office issues BIS Certification for Webcam to the manufacturer after verifying the information.
