BIS Certification for Sulphate Resisting Portland cement

The sulphate resisting cement falls under the Portland cement category that contains a lower percentage of Tricalcium Aluminate, Tetracalcium almuinoferrite, and a high percentage of Tricalcium silicate. Owing to this composition, sulphate-resisting cement easily withstands sulphate attacks on the concrete. Also, this composition leads to the formation of calcium illuminate.

The sulphate-resisting cement comes with several benefits such as maximum resistance to chloride ions, rusting prevention of reinforced steel, improved structural integrity, and increased workability.

Due to these pros, this cement is widely used in the construction of foundations, Effluent treatment plants, cooling towers, sea walls, chemical sumps, and so on. The testing and sample norms of this cement are governed by the Indian Standard called IS 12330.  The Bureau of Indian Standards (BIS) also takes these norms into account to evaluate the application of BIS certification. Read on to discover how to apply for BIS certification for sulphate resisting portland cement.

Underlining the Role of Indian Standard 12330

The IS12330 refers to an Indian standard that governs the production, chemical, testing, and physical requirements concerning sulphate-resisting Portland cement.

As per this standard, sulphate-resistant Portland cement should be produced by grinding and homogeneous mixing of the following:

  • Calcareous
  • Argillaceous
  • Other silica,
  • Alumina,
  • Iron oxide-bearing materials

The end mixture should be exposed to the clinking temperature in a furnace to meet the desired specification. Post this, the manufacturer is allowed to add gypsum, water, or both to the mixture to the permissible amount. The amount of air-entraining agents to be added to the mixture should not be more than one percent. While testing against the standard tests, Sulphate-resistant Portland cement should meet the physical and chemical norms cited in the standard.

Mandatory Tests under BIS Certification for Sulphate Resisting Portland cement

To qualify for the BIS ISI scheme, the Sulphate resisting Portland cement must pass the following test without fail. These tests should be performed even after securing the BIS registration.

  • Insoluble Residue
  • Fineness
  • Loss of ignition
  • Soundness
  • Setting time
  • Transverse Strength Test
  • Compressive Strength

The standard also advises manufacturers to equip their testing lab with apt resources and staff to carry out these tests effectively. The methods for conducting these tests are cited under the standard.

An Overview of Packaging and Marking Norms

IS12330 also contains the Packing and Marking norms which all manufacturers must abide by. The said standard provides for the ISI marking on each bag or drum containing Sulphate resisting Portland cement. The product that fails to qualify for the mandatory tests cannot bear the ISI marking.

The usage of ISI marking is not possible without BIS registration. One must register their product under BIS’s Compulsory Registration Scheme (CRS) to become eligible for using the ISI marking on the eligible product(s). The application for BIS registration shall undergo rigorous vetting procedures, which also involve the on-site inspection of the production facility.

Documents for BIS Certification for Sulphate Resisting Portland cement

Let’s take a closer look at the mandatory paperwork that will serve as an annexure to the application of BIS certification for sulphate resisting portland cement.

  • Factory license
  • Fire NOC if applicable
  • Pollution NOC from SPCB
  • Trademark registration if available
  • Business registration highlighting the legal status of the entity
  • List of machinery used for cement production
  • Production flowchart showing how the cement is being processed
  • Details about the testing lab, including the list of equipment present
  • Authorization letter for appointing an agent for application filing
  • Details of standard(s) being followed in the production facility

Process for Securing BIS Certification for Sulphate Resisting Portland cement

Follow the given steps to obtain BIS certification for sulphate resisting Portland cement.

Step 1:  Go To the BIS Portal and File E-Application

Your first step would be filing an e-application for BIS registration. To do so, simply visit the BIS web portal and get access to the e-form relating to the Compulsory Registration Scheme. Once opened, the e-form shall prompt you to fill in the various details such as:

  • Business and application details
  • Product Description
  • List of licenses available
  • Production facility details
  • Testing capabilities
  • Sample testing

Wrap up the filing procedure by uploading the mandatory paperwork and submitting the prescribed application fee.

Step 2: Paperwork and Premises Inspection

This step involves the paperwork and premise inspection which will be conducted by the BIS officials in a subsequent manner. After examing the documents, the officials will inspect the production facility against the underlying standards.

While doing so, the inspectors shall pay attention to the following parameters:

  • Production process
  • Standards being followed
  • Quality control
  • Testing capabilities

This will be followed by the sample collection process in which some specimens will be collected by the inspectors for lab testing.

Step 3: Sample Testing and Report Preparation

The certified lab will be responsible for conducting the following tests on the specimens provided by the BIS officials[1].

  • Insoluble Residue
  • Fineness
  • Loss of ignition
  • Soundness
  • Setting time
  • Transverse Strength Test
  • Compressive Strength

Post this, the lab will generate the performance assessment report and share the same with the applicant.

Step 4: Review the Lab Report and Grant Certification

You have arrived at the final step of the BIS registration in which the BIS reviews the lab report for any non-compliance. If the authority finds the report satisfactory, the applicant shall be awarded the certification.

Conclusion

BIS certification for Sulphate Resisting Portland cement is a must-have license for using the ISI marking. Those who opt to carry out their operation without this license may face stringent penalties. So, its timely obtainment is an absolute necessity for the manufacturers.
