Under section 12 subsection (1) of the Agricultural and Processed Food Products Export Development Authority Act 1985, one can apply for online APEDA registration.

Every person exporting any one or more of the Scheduled products must, before the expiration of 1 month from the date on which he undertakes such export, or before the expiration of 3 months from the date of coming into force section, whichever is later. The person can apply to Authority to be registered as an exporter of the Scheduled product or Scheduled products. The section further provides that the Authority may, for sufficient reason, extend the time-limit for registration by such period as it thinks fit.

Step 1 Sign-up by the APEDA Website. (Click on “Register as Member” link on the Home Page).

Step 2 The Exporter requires first entering the basic detail, IE CODE, Email ID & Mobile number, and submitting.

Step 3 The OTP (One Time Password) for confirming the details must be sent on Email and Mobile number. The Exporter must enter the OTP of mobile and Email on the verification screen to verify both and click on the Submit to proceed for application.

Step 4 After verification and confirmation, Exporter must require to fill online application and upload the required documents. The documents should be in the JPEG, PDF, or PNG formats only. The Exporter must enter all required information carefully and ensure correct information is submitted in the online application form.

Step 5 Online application must be completed in one or more sessions by revisiting to website using the assigned OTP (One Time Password) of Email and Mobile. After filling the fields, the Exporter can save an information in between by using the Save button. The Exporter can also edit the filled data until online payment is not made.

Step 6 The Exporter can submit registration fees of Rs. 5000/- excluding taxes Rs. 5900/- (with GST) made through any of the following modes:

Online

  • Credit Card(MasterCard and Visa) or Debit Card (MasterCard and Visa)

Offline

  • Demand draft in favor of “APEDA” payable at respective cities of APEDA offices

Step 7 After completion of the payment process, an application number will be generated. Please note down the application number for the future reference.

Step 8 On the issuance of RCMC, Login detail is sent to the registered email of an Exporter. The Exporter can log in to their account through the “Exporter Login” link given at the APEDA website[1].

Step 9 The Exporter may view the status of the RCMC application by clicking the “Track Application” link to view the status of the application by submitting the Import Export Code and Application number until it is issued.

Step 10 In case of any shortcoming is observed in the application. The Exporter must require to resubmit the document online. Hence, Exporter is required to monitor the status of the RCMC application.

What is Registration Cum Membership Certificate (RCMC)?

This certificate authenticates that an exporter dealing with certain products is registered with a certain agency/organization authorized by the Government of India.  An exporter desiring to obtain a -cum- Membership Certificate (RCMC) shall declare his main line of business in the application, which shall be made to the Export Promotion Council, Commodity Board relating to that line of business.

Once the application duly filled and paid by the applicant, the Authority will issue Registration -Cum- Membership- Certificate (RCMC). This registration is a one-time registration, and all the registered members are governed by the rules & regulations under APEDA Act.

Documents required for Online APEDA registration

  1. Self-certified copy of the Import-Export code issued by D.G.F.T.
  2. Bank Certificate duly signed by the authorities
  3. Duly signed an application form
  4. Bank A/c. statement of the bank account of the firm (for latest two months)
  5. Canceled cheque

Administrative set-up

  • Chairman – Appointed by the Central Government
  • Director – Appointed by APEDA
  • Secretary – Appointed by the Central Government
  • Other Officers and Staff – Appointed by the Authority

Section 7 (3) of the APEDA Act provides for the appointment of such officers and employees by the Authority as may be necessary for the efficient performance of its functions. The total sanctioned staff strength is 124 in different categories of A, B, C & D.

At present, APEDA has 30 female employees in Group A, B, and C categories. The welfare of female employees is also well looked after. APEDA has provided a separate ladies’ room within the office premises.

As per Govt. norms, the reservation for physically handicapped persons is 3% of the total strength in all grades. APEDA has a total sanctioned staff strength of 124, out of which two are physically handicapped employees. The requirement of 3% will be completed in subsequent recruitments.

Conclusion

For registering under APEDA, the applicant should submit the application form within one month from the date of undertaking the business. If the Exporter of scheduled products fails to register within that time limit due to sufficient cause, such date can be extended only by the Authority.
