What is an Automatic Teller Cash Dispenser Machine?

More commonly known as an ‘ATM’, an Automatic Teller (cash dispenser) Machine is an electronic telecommunications device designed to allow customers of financial institutions, i.e., banks, to perform financial transactions such as withdrawing or depositing money, checking account details, transferring funds from one account to another, etc. ATMs[1] help perform these transactions from anywhere and at any time, without the need for help from bank employees and eliminate any human interaction throughout the process. What is the BIS CRS?

BIS CRS refers to the Compulsory Registration Scheme set up by the BIS or the Bureau of Indian Standards to operate under Scheme II of the BIS (Conformity Assessment) Regulations, established in 2018. The Bureau of Indian Standards is the body responsible for granting manufacturers licence to use or apply the Standard Mark with a unique R-number, if they are found to be in conformity with the specified Indian standards.

Who can apply for BIS CRS Certification for Automatic Teller Cash Dispenser Machine?

All manufacturers who are involved in manufacturing the Automatic Teller Cash Dispenser Machine that has previously been notified Compulsory Registration Order can apply for a BIS CRS Certification for Automatic Teller Cash Dispenser Machine. This rule applies to both Indian manufacturers as well as foreign manufacturers manufacturing products for import into and sale in India. Manufacturers with more than one manufacturing facility would need to apply for CRS certification for each facility separately. In a similar vein, separate products require manufacturers to apply for separate licences.

Only the Manufacturer can apply for a BIS CRS Certification for Automatic Teller Cash Dispenser Machine. Importers cannot apply for certification but they may act as the Authorised Indian Representatives (AIR) for the foreign Manufacturer and submit the application on the foreign Manufacturer’s behalf.

Documents Required for BIS CRS Certification for Automatic Teller Cash Dispenser Machine

Following are the vital documents required for BIS CRS Certification for Automatic Teller Cash Dispenser Machine:

  • Copy of acknowledgement received from portal or screenshot of the online file submission
  • Address Proof
  • Business Licence 
  • Other Documents issued by Govt.
  • Brand Name:
    • For registered brands: registration certificate; if owned by others, authorisation letter/agreement from the brand owner.
    • For Un-registered brands: copy of TM application, if applied for; if owned by others, authorisation letter/agreement from the proprietor of the brand
  • Undertaking
  • For Authorised Indian Representative & Affidavit (Foreign Manufacturer)- Nomination Form sealed and signed
  • For Authorised Indian Representative & Affidavit (Indian Manufacturer)- Affidavit as per Format C; If Affidavit signed by Authorised signatory, authorisation letter from the CEO (Authorised signatory to be an employee of the company); Copy of ID Proof of the person signing the Affidavit
  • Test Report

Procedure for BIS CRS Certification for Automatic Teller Cash Dispenser Machine

Manufacturers must start their application process for a BIS CRS Certification for Automatic Teller Cash Dispenser Machines online. The process is slightly different for foreign vs domestic manufacturers. 

Procedure for domestic manufacturers-

  • Applicants must first submit their online applications
  • Samples of the product being registered need to be tested at a lab that is recognised by the BIS under the Compulsory Registration Scheme
  • Applicants must submit an undertaking/affidavit as per Format C
  • Due fees are to be paid
  • Hard copies of the application must be submitted along with copies of the testing report within 15 days

Procedure for Foreign Manufacturers-

  • Foreign Manufacturers must first appoint an Authorized Indian Representative (AIR)
  • The AIR starts the online application process 
  • Samples of the product being registered need to be tested at a lab that is recognised by the BIS under the Compulsory Registration Scheme.
  • AIR needs to submit an undertaking/affidavit as per Format A/Format B, per the guidelines.
  • Due fees are to be paid
  • Hard copies of the application must be submitted along with copies of the testing report within 15 days

The Bureau of Indian Standards will scrutinise the application and allow applicants to have any queries clarified during this time. Once any queries are clarified and the undertaking/affidavit has been submitted, the BIS will grant the licence to applicants found to be in full compliance with the specified Indian standard. Once granted, the applicants can find the grant of Registration letter on the online portal. 

Registration is initially granted for a period of two years, following which the licence must be renewed every two years. Manufacturers who are already registered can request for new models of a registered product to be included under the same registration number. 

Applications are processed on a ‘first come, first serve’ basis and it generally takes around 20 working days for Registration to be granted. 

Conclusion
