Eligibility Criteria for Issuing a Pesticide License

In accordance with the provisions enforced by the government of India, anyone who wants to issue a Pesticide License for selling, exporting, and importing of pesticides must have completed and secured a degree in either of the following subjects - Agriculture, Biochemistry, Biotechnology, Chemistry, Botany, or Zoology.

Another essential criterion for being eligible for starting a business of is that the applicant needs to be of a minimum of eighteen years of age and should have mandatorily completed successful training in any of the following training programs, which are a fifteen–day fumigation and prophylaxis programme -

  • National Institute of Plant Health Management which is also known as NIPHM, located in Hyderabad
  • Central Food Technological Research Institute which is also known as CFTRI, located in Mysore
  • National Plant Protection Training Institute which is also known as NPPTI, located in Faridabad

Documents Required for issuing a Pesticide License

The following Documents are required for the application procedure for the issuance of the Pesticide License -

  • Identification Proof, such as PAN Card, etc., of the applicant
  • Copies of Passport Size Photographs of the applicant
  • A Copy of the Registration Certification of Company and the name of the trade business along with the addresses of the company and the trade business location
  • The list of all the products that will carry or utilise the pesticide chemicals
  • The Principal Certificate that is issued by the dealer
  • A copy of the Aadhaar Card of the applicant
  • The applicable Degree of either of the Agriculture, Biochemistry, Biotechnology, Chemistry, Botany, or Zoology field of study
  • Certificate of training programs from either NIPHM, CFTRI, or NPPTI.

The Procedure for issuing the Pesticide License

The following mentioned steps are the registration procedure for the issuance of the Pesticide License -

  • The applicant seeking the issuance for the Registration of the Pesticide License needs to firstly submit the duly filled application form to the Registration Committee.
  • Upon the submission of the application with the required Documents, the importer will be required to pay the Registration Fee, which will be inquired for verification by the Registration Committee. After the inquiry and successful evaluation of all paper works, the applicant will be allotted with a Registration Number along with the issuance of the Certificate of Registration within twelve months from the date of submission of the application.

Rejection of the Pesticide License

The following mentioned are the terms of rejection of the Pesticide License -

  • The application submitted will be rejected by the Registration Committee in case of suspicion that the applicant may utilise the Pesticide License for activities that may cause severe harm to humans or animals.
  • If the applicant has arguable evidence against the decision of rejection being unjustified, the applicant has the right to submit an appeal in writing to be submitted to the Department of Agriculture, which falls under the authorisation of the Central Government.
  • The appeal then proceeds with the submission of a Challan. Along with the applicant is required to provide evidence of the payment of the relevant fee and a copy of the decision issued by the Registration Committee against which the appeal is filed.
