On 10th January 2023, the Department of Telecommunications, under the Ministry of Communications, issued an Office Memorandum with the subject bearing “Nodal LSA and Schedule for Inspection of ILD/NLD Licensees – Reg”. This particular official memorandum was issued in reference to Letter No. 10- 54/2010-CS-III (Vol. II), issued on 14th September 2022, that was endorsed by the email issued on 14th September 2022.
Few LSAs have asked for information in regard to Nodal LSA and the inspection cycle to be followed. The following is henceforth clarified –
- The NLD/ILD Licensee inspection is to be carried out annually.
- The LSA in which the registered address of the Licensee is located is to be the nodal LSA for the inspection.
- The LSA in which a network element of the Licensee is located is to conduct the inspection of that element and submit its report to the nodal LSA. Other LSAs to which the network element is catering to is to join the inspection physically or through video conferencing. Nodal LSA may seek inputs or reports from any other LSA if required for the inspection of the Licensee. Nodal LSA is to compile the inputs from the LSAs and prepare the final inspection report.
