The new rules will come into force on 1 April 2025. This new regulation is a great step forward in ensuring the safety of food consumed by millions of people in India.

The primary objective of this amendment is to deal with the unsafe and increasing concern of antibiotic residues in food, such as in animal products (milk, meat, poultry, eggs, and fish). According to a report, the use of antibiotics in animals has led to an increase in antimicrobial resistance (AMR), which has become one of the greatest global health threats. Hence, this regulation set is meant to enhance food safety standards in consideration of public health.

The preference of people towards a healthy lifestyle is increasing day by day. This is also one reason for the shift towards healthy products. According to a recent survey by GlobalData found that 73% of Indian consumers consider health and well-being when buying food and beverages.

In this article, we tend to explain the various changes that have been brought by FSSAI; provide clarity on what it means to both consumers and producers; and highlight challenges in monitoring and enforcement of the new roles. Thus, making it crucial for the country to sustain its position in the global market. The main focus of the amendment is to prohibit antibiotics in every step of its production calling it a complete ban on the use of antibiotics in the production of food and animals. By 2030, India has committed to reduce 30-50% of antimicrobials used in animal production.

Earlier, before the amendment, the prohibition was only for the processing stage of food production. It was allowed to use antibiotic antibiotics during the raising of livestock or the farming of seafood. However, now antibiotics won’t be allowed at any stage.

This includes the raising of livestock, dairy farming, poultry farming, and fish farming (aquaculture). It protects the antibiotic residues from entering the food we intake after being processed. The misuse of antibiotics has a high chance of developing antibiotic-resistant bacteria, which causes serious risks to human health.

Talk To Expert

FSSAI Bans Use of Antibiotics in Animal Food Products

(4.8)

  Call Now

          Chat With Us

Expanding the Scope of the Ban

The ban doesn’t only confine to animals. With the new amendment, milk, and dairy products are also now included under the ban. Antibiotics cannot be used during the production of milk or any milk-based products.

The inclusion of Milk and Dairy products in the ban is a very important step as Milk is the most consumed animal product worldwide including in India. Through the expansion, the FSSAI license ensures the entire industry follows uniform standards when it comes to antibiotic use.

Antibiotics Prohibited in Animal Farming

Certain antibiotics that have been identified as a threat to human health are specifically prohibited. This includes:

Colistin

Streptomycin

Sulphathiazole

Glycopeptides

Nitrofurans and Nitroimidazoles

Chloramphenicol

Revised Regulations for Aquaculture

The revised regulations significantly affect the aquaculture industry. Previously, in the aquaculture sector the use of some antibiotics was allowed to treat diseases in farmed fish. The new regulations now require stricter use of antibiotics for coastal and freshwater aquaculture.

This is important because the use of antibiotics in fish farming may accumulate in the aquatic environment, thus entering the food chain. The FSSAI banned several antibiotics used earlier in both coastal and freshwater aquaculture. Thus, continuous monitoring and further amendments in the policies are required to ensure that every growing aquaculture is following the standard of safety.

Tolerance Limits for Antibiotics in Food

Another determinant of the new rule is the changed permitted levels of antibiotics in food. Tolerance limits are the maximum load of antimicrobials that is deemed safe for consumption by humans.

Although most of the limits on antibiotic tolerance are still the same, there are some adjustments, including for milk. The new regulations permit slightly increased limits for the use of specific antibiotics in milk. This change has been met with mixed reactions. On the one side, it would guarantee that milk products are compliant with safety standards, even when small amounts of antibiotics can be detected in them. On the other hand, it might create doubts concerning whether, in turn, it will cause an elevation in antibiotic residues present in milk.

One such contradiction in the rules concerns honey production. Although antibiotics are banned during honey production, the new directive found the higher regulatory levels for specific antibiotics that may have been detected in honey. This seems to be counter to the general aim of decreasing the residues of antibiotics in food. This shift in rationale has not been adequately described, it raises doubts about whether setting these higher tolerance limits is effective.

Challenges in Enforcement and Monitoring

There are numerous challenges even today that stand in the way of enforcing these standards. For example, FSSAI has been criticized for not carrying out monitoring tests for antibiotic residues in food properly. Antibiotic residues in milk are found according to a 2018 survey, but that has not been followed up to ensure proper corrective action.

The Centre for Science and Environment (CSE), which is a premier body that advocates environmental and food safety concerns in India, has also been voicing issues regarding the dangers of antibiotic residues in food for ages. Many studies done by CSE over the years have detected antibiotics in several food products, such as honey and chicken. The center very well says that it is not sufficient to regulate but there needs to be robust systems that monitor antibiotic residues regularly and ensure transparency with it.

Small farmers and food producers traditionally lack the resources or skills to deal with the new rules. It’s also a challenge to ensure their adherence throughout the food supply chain, especially in rural areas. Most farmers have been using antibiotics for years to enhance growth or maintain the good health of the animals. Changing that will involve huge campaigns for the awareness, training, and provision of finances.

Some of the reasons that can lead to poor enforcement of FSSAI regulations are ineffective monitoring and testing systems. There should, however, be a system in place that includes regular testing and transparency so that consumers can trust that the food they consume is safe and free from harmful antibiotic residues.

Public Trust and Consumer Awareness

The regulations can only be effective when consumer trust is created. With the increase in public awareness regarding the risks tied to antibiotic residues in foods, people are voicing greater concerns about food safety. If consumers think that FSSAI does not enforce these new rules adequately, or that the food they buy can still harbour harmful antibiotic residues, it could lead to disillusionment among them in the food safety net itself.

Transparency in enforcement, regular testing, and public access to data on food safety will be key to ensuring that consumers have confidence in the food they eat. Furthermore, awareness programs will benefit the consumer by enabling them to understand the risks posed by antibiotics in food and why the new regulations are crucial in protecting their health.

To Wrap Up

New regulations of the FSSAI have brought a hopeful aspect of reducing the misuse of antibiotics in food animals. They address the global issue of antibiotic resistance and also ensure the consumers’ safety from harmful residues in food. Strong enforcement, regular monitoring, and transparency on regulations should be established to have the desired impact.

The government, the food industry, and consumers all need to work together to ensure the responsible use of antibiotics and that food safety takes priority over and above that. If properly implemented, these new regulations will make India not only food-safe but also a model for other countries to use in their fight against the increasing threat of antibiotic resistance.

To get expert assistance in FSSAI registration, visit https://corpbiz.io/.

Frequently Asked Questions

What is the new FSSAI rule about antibiotics in food?

The new rules imposed by the FSSAI state that antibiotics would be completely banned from animal food production-from raising livestock to processing dairy, poultry, and seafood.
