The waste generated from these activities is often\ndischarged into nearby bodies of water, resulting in pollution. There have been\nseveral incidents where inadequate handling and cleaning of these items has led\nto fires or explosions, causing damage to life and property. Moreover, De-Contamination\nFacility for containers handling wastes\/ chemicals carried\nout by unregulated sectors cannot guarantee complete decontamination. If these\nitems are used for other purposes, such as storing food or water, they could\npose a danger to end-users.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Aim of SOP for De-Contamination Facility Handling Chemicals<\/h2>\n\n\n\n<p>The\npurpose of this SOP is to create a set of standardized procedures for managing\nbarrels, containers, and liners that have been contaminated with hazardous\nchemicals or waste. These procedures include labelling, handling, and\ndecontamination, and they are designed to prevent potential hazards associated\nwith handling such items in informal, unregulated sectors. In addition to\napplicable regulatory requirements and industry standards, this SOP provides\nspecific procedures and standards to be followed.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Roles and Responsibilities of Stakeholders<\/h3>\n\n\n\n<p><strong>Generators: <\/strong>The roles\nand responsibilities of the generators of the contaminated containers\/ barrels\/\nliners\/ are as follows:<\/p>\n\n\n\n<ul><li>Labelling requirements for contaminated      drums\/barrels\/containers\/liners<\/li><li>The labelling must include the following information:<ul><li>Generator&#8217;s information (name, address, contact number)<\/li><\/ul><ul><li>Date when the drums\/barrels\/containers\/liners were generated<\/li><\/ul><ul><li>Description and characteristics of the waste material previously contained<\/li><\/ul><ul><li>If the final characterization of the waste material is unknown, a notification label must be placed on the drum<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul><li>If the waste material characterization is unknown, a compatibility test must be carried out by the drum decontamination facility before decontamination, and a record must be maintained.<\/li><li>The label material should be weatherproof and long-lasting<\/li><li>Labels should be placed in the middle on the outside of the container to avoid weathering.<\/li><li>Each contaminated barrel\/container\/liner must be recorded in the field notebook used by the person responsible for labelling the waste.<\/li><li>If multiple containers are accumulated together, labels on the top of the containers are allowed.<\/li><\/ul>\n\n\n\n<p><strong>Drum Decontamination Facility<\/strong><\/p>\n\n\n\n<p>Location:\nA common decontamination facility must be present in each chemical cluster or\nthe vicinity of such a cluster, and it cannot be in a remote or scattered\nlocation. The common decontamination facility must be established along with a\ncommon TSDF\/CHWIF. The general siting criteria should be followed for the\ncommon decontamination facility.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Legal Requirements for De-Contamination Facility Handling Chemicals<\/h3>\n\n\n\n<p><strong>Pollution NOC:<\/strong> The\nCTE\/CCA shall be granted only for a drum decontamination facility, and no other\nproduction activities shall be allowed on the site.<\/p>\n\n\n\n<p><strong>HWM Authorisation<\/strong>: The\nunit must obtain authorization and a passbook in accordance with the Hazardous\nand Other Waste (M&amp;TM) Rules 2016.<\/p>\n\n\n\n<p><strong>Preliminary Hazard Analysis<\/strong>: such\nanalysis must be conducted for each decontamination facility, and the operator\nmust conduct an internal safety audit every year. An external safety audit must\nbe carried out by a reputable expert agency once every two years, and the\nresults must be submitted to the Board.<\/p>\n\n\n\n<p><strong>Self-Declaration:<\/strong> The\noccupier of the decontamination facility must submit a notarized undertaking\nstating that the unit will comply with all provisions of the<strong> CPCB<\/strong><sup><a href=\"https:\/\/cpcb.nic.in\/\"><strong>[1]<\/strong><\/a><\/sup> guideline on &#8220;Implementing Liabilities for\nEnvironmental Damages due to Handling &amp; Disposal of HW and Penalty.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Documents and Certificates Required For De-Contamination Facility <\/h2>\n\n\n\n<p>The certification required De-Contamination Facility for containers handling wastes\/ chemicals. To obtain authorization or certification for <strong><a href=\"https:\/\/corpbiz.io\/hazardous-waste-management-authorization\">hazardous waste management<\/a><\/strong>, the following documents need to be submitted:<\/p>\n\n\n\n<p><strong>Consent to Establish<\/strong>, obtained from the <strong><a href=\"https:\/\/corpbiz.io\/state-pollution-control-board-spcb-noc\">State Pollution Control Board<\/a><\/strong> (SPCB) under the Air Act, 1981 and the Water Act, 1974.<\/p>\n\n\n\n<p><strong>Proof of Certificate of registration<\/strong> granted\nby the District Industries Centre (DIC) or any other government agency\nauthorized for this purpose.<\/p>\n\n\n\n<p><strong>Proof of installed capacity<\/strong> of\nplants and machinery granted by the District Industries Centre or any other\ngovernment agency authorized in this regard.<\/p>\n\n\n\n<p><strong>Certificate of compliance: <\/strong>for\neffluent, disposal of waste, and emission standards and treatment obtained from\nthe SPCB or the respective Zonal Office of CPCB.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Additional Documents Required By De-Contamination Facility Handling\nChemicals<\/h3>\n\n\n\n<p>In\naddition to the above documents, there are others required for hazardous waste\nmanagement authorization by De-Contamination Facility handling chemicals:<\/p>\n\n\n\n<ul><li><strong>For Private Limited And Public Limited Companies:<\/strong><ul><li>Identity and address proof of directors, such as PAN and Aadhaar.<\/li><li>Proof of ownership or lease or rental agreement of the premises.<\/li><li>NOC (No-Objection) certificate from the site owner.<\/li><li>Telephone Bill\/ Electricity Bill \/Water Bill.<\/li><li>MCD License.<\/li><li>Waste Collection Agreement.<\/li><li>Memorandum of Association of the company.<\/li><li>Certificate of Incorporation (CIN).<\/li><li>PAN card of the company.Board Declaration for Authorized Signatory.<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul><li><strong>For Proprietorship Or Partnership Firms:<\/strong><ul><li>PAN Card and Aadhaar card of the proprietor\/partners.<\/li><li>Rent\/Lease\/Ownership of the office location.<\/li><li>Electricity Bill\/ Water Bill \/Telephone Bill.<\/li><li>Waste Collection Agreement.<\/li><li>MCD License<\/li><\/ul><\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion <\/h2>\n\n\n\n<p>De-Contamination Facility handling chemicals and hazardous waste are essential for handling hazardous waste and chemicals in an environmentally safe and responsible manner. These facilities provide a specialized service for cleaning and decontaminating drums, containers, and other vessels used for storing hazardous waste or chemicals.
