with over 40 measuring and weighing\ninstruments, including electronic, weighbridges, fuel pumps, water metres,\nsphygmomanometers, clinical thermometers, and other similar things.<\/p>\n\n\n\n<p>This\nAct aims to set and enforce standards for weights and measures, regulate trade\nregarding quality and commerce involving weight, measure, or several goods,\naddress related matters and incidents and help encourage customer satisfaction.<\/p>\n\n\n\n<p>Each\nstate government must do routine inspections on these weighing and measuring\ndevices using the Standard Weights and Measures and the process defined in the\nRules.<\/p>\n\n\n\n<ul><li>In India, it regulates pre-packaged commodities and mandates labelling requirements before the sale.<\/li><li>According to <strong>the Legal Metrology Act 2009<\/strong><sup><a class=\"text-primary\" href=\"https:\/\/www.indiacode.nic.in\/bitstream\/123456789\/2102\/1\/a201001.pdf\"><strong>[1]<\/strong><\/a><\/sup>, standards of weights and measures are established and enforced, trade in weights, measures, and other goods sold or distributed by weight, measure or number are regulated, and any related matters are dealt with.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Legal_Metrology_Act_and_Rules_in_Broad_Terms\"><\/span>Legal Metrology Act and Rules in Broad Terms<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nDepartment of consumer affairs comes under the ministry of consumer affairs,\nfood &amp; public distribution. They are the one who provides guidelines to\nprevent unfair trade practices in India and protects consumer rights. The Legal\nmetrology Department is part of the Department of consumer affairs, which\nregulates the application of rules, regulations and procedures on measurements\nand measuring instruments. These Legal metrology acts and rules may be called\nthe LMPC &#8211; Legal Metrology (packed commodities) Rules, 2011. Some main rules\nare <\/p>\n\n\n\n<ul><li>Every\npackage that is constructed in the manufacturer\u2019s premises should have the\ndisclosure of the retail sale price in the outer package.<\/li><li>The month\nand the year in which the commodity or goods is packed must be conveyed on the\npackaging material, either in words or by numerals.<\/li><li>Any name and\naddress of a company mentioned on the packaging label without qualifying words\n\u2018manufactured by\u2019 or \u2018packed by\u2019 should be surmised as the manufacturer.&nbsp;<\/li><\/ul>\n\n\n\n<p>Similar to\nthe rules and regulations of LMPC, there are also specific Legal metrology acts\nand rules that govern the metrology act, which should also be taken care of\nwhen talking about LMPC. They are<\/p>\n\n\n\n<ul><li>The Legal Metrology (Numeration)\nRules, 2011<\/li><li>Legal Metrology (Approval of\nModels) Rules, 2011<\/li><li>The Legal Metrology (National\nStandard) Rules, 2011<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Legal_Metrology_Numeration_Rules_2011_%E2%80%93_An_Overview\"><\/span>Legal Metrology (Numeration) Rules, 2011 \u2013 An\nOverview<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Legal\nMetrology (Numeration) Rules, 2011, have been made under section 52 of the\nLegal Metrology Act and Rules. Under this Act,&nbsp;<\/p>\n\n\n\n<ul><li>The numerals\nshould be named in decimal systems.<\/li><li>To represent\nany numbers in digits, an international form of Indian numerals, i.e.,\n0,1,2,3,4,5,6,7,8,9, should be used.<\/li><li>Every single\nnumeral should be represented in base ten.<\/li><li>If numbers\nexpressed in digits are more than 3, they should be written in words.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Legal_Metrology_Approval_of_Models_Rules_2011\"><\/span>Legal Metrology (Approval of Models) Rules, 2011<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Legal Metrology (Approval of\nModels) Rules, 2011 acts under the legal metrology act and rules. It means that\nall weights and measuring instruments will be tested and calibrated according\nto the standards in the Act. They are<\/p>\n\n\n\n<ul><li>The base\nunit of Length: \u201cMetre\u201d should be the base unit of Length.<\/li><li>The base\nunit of Mass: \u201ckilogram\u201d should be the base unit of Mass.<\/li><li>The base\nunit of time: \u201cSecond\u201d should be the base unit of time.&nbsp;<\/li><li>The base\nunit of electric current: &#8220;Ampere&#8221; should be the base unit of\nelectric current. Ampere is the unit of electric current equals the flow of one\nCoulomb per second. <\/li><li>The base\nunit of thermodynamic temperature: \u201cKelvin\u201d, should be the base unit of\nthermodynamic temperature.<\/li><li>The base\nunit of luminous intensity: \u201cCandela\u201d should be the base unit of luminous\nintensity.<\/li><li>The base\nunit of the amount of substance: &#8220;Mole&#8221;, should be the base unit of\nluminous intensity. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Procedure_Involved_In_Obtaining_the_Legal_Metrology_Packaged_Commodities_Registration_for_Importers\"><\/span><strong>Procedure <\/strong><strong>Involved\nIn Obtaining the <\/strong><strong>Legal Metrology Packaged Commodities <\/strong><strong>Registration\nfor <\/strong><strong>Importers<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nbusiness that imports pre-packaged goods for sale, distribution or export must\nsubmit an application for their name and address to be registered either under\nthe director of Legal Metrology in the Union Government or the controller of\nLegal Metrology in the state government in the specified website.<\/p>\n\n\n\n<p>Suppose\nthe application submitted under the state&#8217;s specific controlling authority is\napproved. In that case, the registration authority will register the importer&#8217;s\nname and address and issue them a Legal Metrology Packaged Commodities\nregistration. If the approving authority denies the application, the Legal\nMetrology Packaged Commodities registration will be revoked. A Legal Metrology\nPackaged Commodities registration ranges from 1 to 5 years, with the minimum\nbeing one year. Once the application for legal metrology product commodities is\nmade it may take around 10 to 20 days to get the LMPC license.<\/p>\n\n\n\n<p>If businesses want to market their pre-packaged goods, getting the <strong><a href=\"https:\/\/corpbiz.io\/lmpc-importer-license\">LMPC license<\/a><\/strong> is mandatory. To obtain the license, an applicant should apply to the pre-packaged products controller of the state where the business premises reside.
