By employing iron and steel waste\nrather than virgin resources, carbon emissions are decreased by 58 per cent,\nISRI reports.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Documents_Required_For_Metal_Scrap_Import_Procedure\"><\/span>Documents Required For Metal Scrap Import Procedure <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>In India, the approvals and\nlicenses required for importing metal scrap include:<\/p>\n\n\n\n<ol>\n<li><strong>Importer Exporter Code (IEC): <\/strong>All importers in India must obtain an IEC from the <strong>Director General of Foreign Trade<\/strong><sup><a class=\"text-primary\" href=\"https:\/\/en.wikipedia.org\/wiki\/Directorate_General_of_Foreign_Trade\"><strong>[1]<\/strong><\/a><\/sup> (DGFT).<\/li>\n\n\n\n<li><strong>Registration<\/strong> with the Scrap Inspection Agency (SIA): Importers of metal scrap in India are required to register with the SIA, which is responsible for inspecting and certifying the quality and quantity of metal scrap being imported.<\/li>\n\n\n\n<li><strong>Pre-Shipment Inspection Certificate:<\/strong> Before shipment, the metal scrap must be inspected by an agency approved by the Indian government to ensure compliance with Indian regulations.<\/li>\n\n\n\n<li><strong>Environmental clearance:<\/strong> Importers of metal scrap in India must obtain an environmental clearance certificate from the Ministry of Environment and Forests to ensure that the recycling does not harm the environment.<\/li>\n\n\n\n<li><strong>Customs Clearance: <\/strong>All imports in India require customs clearance, which involves submitting various documents and paying customs duties and fees.<\/li>\n\n\n\n<li><strong>IEC (Import-Export license):<\/strong> An <strong><a class=\"text-primary\" href=\"https:\/\/corpbiz.io\/iec-registration\">IEC license<\/a><\/strong> may be required in certain cases depending on the nature of the metal scrap being imported.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Requirement_for_Metal_Scrap_Import\"><\/span>Requirement for Metal Scrap Import<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Metal\nscrap is classified into two categories: <\/p>\n\n\n\n<ol>\n<li><strong>Shredded Metal Scrap<\/strong>: Shredded\nmetal scrap refers to metal scrap that has been mechanically processed into\nsmall pieces or shreds. Shredded metal scrap is often used as a raw material in\nsteel production.<\/li>\n\n\n\n<li><strong>Non-Shredded Metal Scrap<\/strong>: non-shredded\nmetal scrap refers to metal scrap that has not been processed into small pieces\nor shreds. Non-shredded metal scrap includes railway tracks, pipes, and plates.<\/li>\n<\/ol>\n\n\n\n<p>Classifying\nmetal scrap into shredded and non-shredded categories is essential in India\nbecause different regulations and import duties apply to each category. <\/p>\n\n\n\n<p>The\nexporter must provide the following documentation to import metal scrap from a\ncountry involved in any war or rebellion activity:<\/p>\n\n\n\n<ol>\n<li>Pre-shipment inspection certificate from a\nreputable inspection or certification agency, as specified in the Handbook of\nProcedure Volume-1.<\/li>\n\n\n\n<li>There are no weapons, ammunition, or radioactive\nwaste in the shipment.<\/li>\n\n\n\n<li>According to internationally specified\nrequirements, imported items must be metallic waste or scrap.<\/li>\n\n\n\n<li>Undertaking that the imported waste does not contain\nany armaments, ammunition, mines, shells, cartridges, radioactive waste, or\nother explosive material in any form. <\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Process_of_Metal_Scrap_Import\"><\/span>Process of Metal Scrap Import <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Metal\nScrap Import Procedure is as follows:<\/p>\n\n\n\n<ul>\n<li>Metal scrap would be approved following a thorough\nphysical check. Depending on the congestion at the Port\/ICD, the availability\nof human resources, and the importer&#8217;s antecedents, the concerned Commissioner\nof Customs or Commissioner of Central Excise may permit the importer to remove\nthe sealed container to his factory premises at his own risk and expense under\nthe re-warehousing procedure. The Central Excise officer in charge of the\nmanufacturer-importer would guarantee a thorough physical assessment of the\nshipment. The re-warehousing certificate will then be returned to the port\/ICD\nof clearance for reconciliation. The local Central Excise Officer may request\nthe assistance of the local police for advice\/guidance or physical\ninvestigation of the junk.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>A similar method will be followed for inspecting\nmetal scrap consignments at ports\/ICDs\/CFSs\/LCSs when it has been decided to\nexamine the port\/ICD\/CFS\/LCS rather than at the manufacturer-premises. Importers.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>As per category-2, Regarding Category-2, or future\nmetal scrap imports, the following method will be followed:<\/li>\n<\/ul>\n\n\n\n<p>Metal\nscrap in the shredded form shall be allowed to be imported through all\nports\/ICDs\/CFSs\/LCSs without a pre-shipment inspection certificate.<\/p>\n\n\n\n<p>Metal\nscrap in the unshredded, compressed, and loose form is prohibited from import\nin the country through ports designated in Annexure-II to Appendix-V of the\nHandbook of Processes, Volume-1, 2004-09, as specified in Public Notice\nNo.53\/2004-09, dated 19.09.2005, issued by the DGFT. Imports from such ports\nshould be viewed as a breach of the terms of the Foreign Trade Policy, with\nsevere penalties imposed. Ferrous scrap is mainly used as a raw material in steel production.<\/p>\n\n\n\n<p>In the fiscal year 2020-21 (April 2020 to March\n2021), India imported around 5.5 million tonnes of ferrous scrap, valued at\napproximately $1.5 billion. The top sources of ferrous scrap imports to India\nin that period were the United Arab Emirates, the United States, the United\nKingdom, and the Netherlands.<\/p>\n\n\n\n<p>Other metal scraps that are traded in India include\ncopper scrap, aluminium scrap, and zinc scrap. However, the volume of imports\nfor these types of metal scrap is much lower than that of ferrous scrap.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The worldwide metal scrap recycling business is valued at more than USD 500 billion, with India accounting for USD 11 billion, or 2.2 per cent of the sector.
