With landholdings of less than 2 hectares, most farmers, which\nconstitute \u2014 85% of the country&#8217;s 12.5 crore farmer households\u2014are small and\nmarginal farmers. Farmland fragmentation causes disorder, making it impractical\nfor Indian farmers to employ cutting-edge technology. In this blog, we will\ndiscuss NABARD Schemes.<\/p>\n\n\n\n<p>The\nfoundation of the Indian economy is the agricultural sector. They provide over\n60% of India&#8217;s workers and grow the country&#8217;s food, however, the\nfarmer-producer businesses do not reap the rewards of their labour. These\nbusinesses are unable to locate reliable sources of funding. <\/p>\n\n\n\n<p>Therefore,\nthe NABARD Schemes helps farmers by providing financial support to a\nfarmer-producer company engaged in the agriculture industry.<\/p>\n\n\n\n<p>These\nschemes help the farmers to take advantage of the economies of scale to buy\ninputs at a cheaper rate, adopt new technologies, gain access to financing,\nestablish connections with the market, create post-harvest processing\nfacilities, and increase their selling power. In order to increase\nproducers&#8217; net income, one of the most efficient ways to connect small farmers\nwith the agricultural value chain has been through producer organisations.<\/p>\n\n\n\n<p>Due to the introduction of the idea of a <strong><a class=\"text-primary\" href=\"https:\/\/corpbiz.io\/producer-company-registration\">Producer Company<\/a><\/strong>, Farmers cooperatives can now operate as a\ncorporate entity under the Ministry of Corporate Affairs. A producer company is\na legally established business with one or more of the following objectives: <\/p>\n\n\n\n<p>exporting the principal products of the\nMembers, importing commodities or services for their benefit, production,\nharvesting, procurement, grading, pooling, handling, marketing, and selling.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_is_the_eligibility_of_a_Producer_Organisation\"><\/span>What is the eligibility of a Producer Organisation?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>A company will be referred to as a producer\norganisation or producer company if it meets the following criteria:<\/p>\n\n\n\n<ul><li>It must be a legal entity\nand a registered body;<\/li><li>Producers are shareholders\nin the organisation;<\/li><li>It deals with business\nactivities related to the primary produce\/product; <\/li><li>It should work to the\nbenefit the member producers; <\/li><li>Parts of the profit are\nshared among the producers and the balance goes to the share capital or\nreserves. <\/li><li>It deals with business\nactivities related to the primary produce\/product.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_are_the_Schemes_for_Farmer_Producer_Companies_%E2%80%93_NABARD_Schemes\"><\/span>What are the Schemes for Farmer Producer Companies? \u2013 NABARD Schemes<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>NABARD Schemes offers\nthe following programmes to FPOs as financial and development support:<\/p>\n\n\n\n<p><strong>i.<\/strong> <strong>Producers Organisation Development Fund (PODF)<\/strong><\/p>\n\n\n\n<p>In order to promote producer groups and take\na flexible approach to meeting the requirements of producers, <strong>NABARD<\/strong><sup><a class=\"text-primary\" href=\"https:\/\/en.wikipedia.org\/wiki\/National_Bank_for_Agriculture_and_Rural_Development\"><strong>[1]<\/strong><\/a><\/sup> established the Producer Organization\nDevelopment Fund (PODF) in 2011 for Rs. 50 crores. As per PODF any registered\nProducer Organization (PO), Producer Company, Producers Cooperatives,\nRegistered Farmer Federations, MACS (Mutually aided Cooperative Society),\nIndustrial Cooperative Societies, and other registered federations established\nby producers are given financial support under this scheme in the form of\ngrants and\/or loans.<\/p>\n\n\n\n<p>In order to\nsupport these organisations on three levers\u2014<\/p>\n\n\n\n<ul><li>credit facilitation, <\/li><li>capacity training, and <\/li><li>market linkage support\u2014<\/li><\/ul>\n\n\n\n<p>NABARD established\nthis fund in recognition of the power of POs.<\/p>\n\n\n\n<p>Assistance is additionally\ngranted&nbsp;for company incubation services, talent development, the recording\nof successful models, Information and Communication Technology (ICT)\napplication in business management, etc.<\/p>\n\n\n\n<p>As the corpus has\nbeen increased through the appropriation of interest differential out of RIDF,\nNABARD has also launched a new programme for the promotion and benefit of 3,000\nFPOs called Producers&#8217; Organization Development Fund &#8211; Interest Differential\n(PODF-ID).<\/p>\n\n\n\n<p><strong>ii. Producers\nOrganization Development and Upliftment Corpus (PRODUCE) Fund<\/strong><\/p>\n\n\n\n<p>The Government of\nIndia established the PRODUCE Fund in NABARD in 2014 \u201315 with a budget of Rs\n200 crores in order to establish 2,000 Farmer Producer Organizations (FPOs)\naround the nation. The PRODUCE Fund&#8217;s mission is to support new FPOs and help\nthem with their early financial needs in order to establish them as\ncreditworthy, financially viable, and long-term farming businesses.<\/p>\n\n\n\n<p><strong>iii. Central\nSector Scheme for Promotion and Nurturing of Farmers Producers Organisations\n(FPOs)<\/strong><\/p>\n\n\n\n<p>NABARD is one of the Implementing Agencies\nfor the Central Sector Scheme on Formation and Promotion of 10,000 FPO, which\nwas launched by the GoI. The program&#8217;s goal is to promote new FPOs and assist\nthem with their initial financial needs so they can become creditworthy,\neconomically lively, and a viable source of income for farmers. BIRD, Lucknow\nwill serve as the program&#8217;s Nodal Training Institute. Under NABSANRAKSHAN, a\ndivision of NABARD, a Credit Guarantee Fund of Rs 1,000 crore with equal\ncontributions from GoI and NABARD has been established.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Procedure_to_Obtain_the_GrantLoan\"><\/span>Procedure to Obtain the Grant\/Loan<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Application<\/p>\n\n\n\n<ul><li>The qualified organisations must submit a\nconcept note describing the entity details&nbsp;and the proposal.<\/li><li>Regional Offices will receive the Concept\nnote.<\/li><\/ul>\n\n\n\n<p>Appraisal<\/p>\n\n\n\n<ul><li>RO\/HO shall carry out due diligence of the\nentity to analyse the technical, economic, and financial details <\/li><li>On completion of due diligence, working\ncapital and term loan assessment shall be done along with risk assessment <\/li><li>After approval, the organisations must\nsubmit a Detailed Project report <\/li><li>RO shall scrutinise it, and a joint field\nvisit will be undertaken if the proposal is found to be suitable<\/li><\/ul>\n\n\n\n<p>Sanction\nand Disbursement<\/p>\n\n\n\n<ul><li>Following receipt of the reports, the RO\nshall draught a sanction memorandum and send it to the HO.<\/li><li>Following HO approval, the cash will be\ndisbursed in accordance with their policies.<\/li><\/ul>\n\n\n\n<p>Monitoring\nthe end use of funds<\/p>\n\n\n\n<ul><li>Throughout the loan&#8217;s term, NABARD will\nclosely watch the entity&#8217;s operations. Additionally, the entities must provide NABARD,\nRO, and HO with half-yearly progress reports in the format required.<\/li><li>Eligible entities must certify that they\nwill use NABARD funding received for the designated purpose in an appropriate\nmanner.<\/li><li>NABARD must recall the cash, plus interest\nand penalties, if the entities misuse or divert the funds.<\/li><li>NABARD is granted access to the entity&#8217;s\nbooks of accounts.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Terms_and_Conditions_%E2%80%93_NABARD_Schemes\"><\/span>Terms and Conditions \u2013 NABARD Schemes<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Following are some important terms and conditions under\nNABARD Schemes:<\/p>\n\n\n\n<ul><li>The Farmer Producer Organization must be\nregistered, it must serve the interests of the producer members, and its\noperations may only be related to agriculture, allied industries, and the\noff-farm industry.<\/li><li>The cultivation, harvesting, packing,\nmarketing, storage, and selling of product are among the tasks for which\nfunding is provided. Performance will be evaluated based on the most recent\naudited financials.<\/li><li>Projects having a duration of about 7 years\nare often taken into consideration.<\/li><li>The amount of assistance from NABARD is capped\nat 90% of the project&#8217;s cost. However, it may change based on the project and\nthe level of risk involved.<\/li><li>ALCO sets the rate of interest.<\/li><li>The financial support must be secured through\nthe hypothecation or mortgage of assets obtained from the fund, the mortgage of\nother mobile or immovable property, a personal or corporate guarantee, etc. <\/li><li>With a moratorium of one to two years, the\nrepayment period will be roughly 7 to 10 years long.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>India&#8217;s economy is mostly built on agriculture, but because farmers are not organised, it is challenging for them to adopt new technology and buy large quantities of inputs because they lack the necessary funds. They also endure great hardship because they cannot sell their produce for a fair price when done so in bulk.
