Details have\nto be updated on the <strong>DGFT portal<\/strong><sup><a class=\"text-primary\" href=\"https:\/\/www.dgft.gov.in\/CP\/\"><strong>[1]<\/strong><\/a><\/sup> by the assessee. The importer of the\nsteel product must secure SIMS registration whenever the consignment is ready\nto make its way to India. The applicant does not require to furnish any\nphysical documents with authority for registration purposes. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Applicability_of_SIMS_Registration\"><\/span><strong>Applicability of SIMS Registration<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>With effect from\n01.11.2019, securing a SIMS registration is mandatory for all the importers of\nthe 284 steel products as notified by the concerned authority. To determine\nwhether the product shipped by the importer falls under the SIMS registration\nor not, go through the list of HSCs facilitated by the GOI and pinpoint the\nHarmonised System Code (HSC) concerning the product shipped to India. The\navailability of the HSC will affirm that the concerned product falls under the\nSIMS license. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Procedure_to_Apply_for_the_SIMS_registration\"><\/span><strong>Procedure to Apply for the SIMS registration<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li><strong>Step-1: <\/strong>Head to the DGFT portal and type the <strong><a class=\"text-primary\" href=\"https:\/\/corpbiz.io\/iec-registration\">Import-Export Code<\/a> <\/strong>in the required field, followed by the CAPTCHA. <\/li><li><strong>Step 2: <\/strong>Click \u201cGenerate One Time Password\u201d<\/li><li><strong>Step 3:<\/strong> Wait till the OTP reaches your registered contact number and email address.\u00a0 Enter that same OTP in the apt field and tap on the option- Login. <\/li><li><strong>Step 4:<\/strong> Before applying for a SIMS registration, the applicant must secure the import export code. A separate license is compulsory for each shipment. A single license encompasses any number of steel-related items. The applicant should apply for the SIMS registration 15-60 days before the date on which the consignment is proposed to reach India. The lack of SIMS registration will incur severe penalties for the importers. <\/li><li><strong>Step 5: <\/strong>Tap on the option \u201cNew Registration\u201d and enter the details concerning the proposed consignment. <\/li><li><strong>Step 6:<\/strong> Furnish the SIMS license fee, which will vary as per the overall valuation of the shipment. The minimum fee payable has been capped at Rs 500, and the maximum is set to Rs 1 lakh.\u00a0 <\/li><li><strong>Step 7: <\/strong>Click on the tab \u201cFinal Submit.\u201d Note that no further modification in the e-form is possible once you click this tab. If the applicant is unaware of the detail that should be filed in any field, the portal can be closed, and the e-form shall be saved as a draft. After securing the required secured, the e-application can be resumed. <\/li><li><strong>Step 8:<\/strong> The successful submission of the e-form will result in the generation of the Unique Registration Number, which will stay valid for 75 days. The importer must share the URN with the concerned customs authorities during the shipment inspection at the port. The URN and its expiration date should be explicitly mentioned on the Bill of Entry as it is mandatory to avail clearance from the custom. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Key_points_to_ponder_concerning_SIMS_registration\"><\/span><strong>Key points to ponder concerning SIMS\nregistration <\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>The mandatory certification under SIMS shall not apply\nto goods shipped via air transportation. The reason is that air cargo cannot\ncarry a high volume of goods.&nbsp; <\/li><li>SIMS registration imposes no limitation on the number\nof shipments imported into the country. <\/li><li>Import via DFIA and Advance Authorisation also fall\nunder SIMS registration. Also, entities importing in SEZs need to secure this\nregistration, <\/li><li>SIMS shall not cover products like returnable steel\nracks imported on Free of Charge (FOC) and temporary basis. <\/li><li>While it is compulsory to include the SIMS registration\nnumber and other shipping details in the Bill of Entry, the customs officer\ncannot compel the importer to furnish any additional documents during the\nconsignment\u2019s vetting. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span><strong>Conclusion <\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>It\u2019s important to note that the SIMS registration only encompasses steel-related goods falling under chapters 72, 73, and 86 of ITC (HS), 2017, Schedule-I.\u00a0 Since this is a compulsory registration, non-registered importers won\u2019t be able to ship their consignment in India.
