However, the Government of India has made certification of\ncertain goods and products mandatory for the goods to be manufactured, sold,\nexported or imported into the Indian market.<\/p>\n\n\n\n<p><strong><em>Out of the plethora of benefits which BIS Certifications\noffer, a few are mentioned below:<\/em><\/strong><\/p>\n\n\n\n<ul><li>It certifies\noptimum quality and safety standards as products that are certified by BIS require\nto adhere to a set of standards.<\/li><li>Since\nBIS does not permit the use of materials that cause pollution, products that\nare certified by BIS cause very minimal damage to the environment.<\/li><li>The\ncertification provided by BIS is recognized nationally, which products with\nsuch certification are reliable and credible.<\/li><li>Since\nthe BIS certificate makes sure that the products meet high quality and safety\nstandards, it also is a brilliant marketing tool as it helps in bringing\ncustomer loyalty and trust in the brand and thus helps promote the brand name\nand goodwill of the company.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_is_the_Compulsory_Registration_Scheme\"><\/span>What is the Compulsory Registration Scheme?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Ministry\nof Electronics and Information Technology brought forth the Compulsory Registration Scheme in\n2012 for various IT products and other electronic goods, which are specifically\nmentioned under the CRS, which must mandatorily obtain a certificate from BIS\nto be freely dealt with in the markets in India. About seventy-seven products\nare mentioned under the list in the CRS, like, inter alia, smartphone\ncharges, cell phones, smart watches, UPS, IT appliances, televisions, LED lights,\nspeakers with Bluetooth, video, and audio gadgets, along with other similar equipment.\nThe products mentioned in the CRS must compulsorily obtain a BIS certificate to\nfreely operate within India. All\nbusinesses that store, sell, export or import, manufacture or distribute such\nproducts mentioned in the CRS list are barred from doing so without receiving a\nvalid certificate from BIS. These products require to be tested in a lab\nrecognized by BIS before they can obtain a BIS license. Without a BIS\ncertificate ensuring conformity to the applicable standards and the subsequent\naffixing of the mark, these products cannot enter the Indian market.<\/p>\n\n\n\n<p>Video Cameras\nare one of the 77 products mentioned in the list of products under the CRS. Foreign\nand Indian manufacturers must mandatorily get their products accordingly\nregistered and obtain the license from <strong><em>BIS under the IS-616:2017 standard<\/em><\/strong>. One\ncannot store, sell, manufacture, export or import a video camera into the\nmarket in India without a valid certificate from BIS. Any violation of the\nabove mandate will cause penalties to be imposed as per the BIS Act. Goods from\nthe product list under the CRS must mandatorily adhere to the particular Indian\nStandard applicable to them and must have the unique BIS-generated CRS number affixed\nto them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Documents_Required_for_Obtaining_a_BIS_CRS_Certification_for_Video_Camera\"><\/span>Documents Required for Obtaining a BIS CRS\nCertification for Video Camera<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Following are the documents required to be attached\nwith the application to obtain a BIS CRS Certification for Video\nCamera:<\/p>\n\n\n\n<ul><li>Business\nlicense and scope of business license of the manufacturing unit<\/li><li>A\nnomination letter of AIR<\/li><li>ISO\nCertificate of the manufacturer<\/li><li>Application\nform<\/li><li>If\nthe signatory is any person other than the head of the manufacturing entity,\nthen an authorization letter in this regard.<\/li><li>Testing\ndocuments such as CDF and CCL<\/li><li>Test\nReport<\/li><li>Product\nmanual of the device<\/li><li>Trademark\ncertificate and trademark authorization letter if the brand is not owned by the\nmanufacturer<\/li><li>Import\nand Export Code number if planning to import or export the product<\/li><li>undertaking<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Process_of_Obtaining_BIS_CRS_Certification_for_Video_Camera\"><\/span>Process of Obtaining BIS CRS Certification for Video\nCamera<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>It is imperative for a manufacturer of a video camera\nto get BIS CRS Certification for Video Camera to manufacture, store, sell, export,\nand import the same in the Indian market. The following is the process laid\ndown to register and obtain a BIS CRS Certification for Video Camera.<\/p>\n\n\n\n<ul><li><strong>\u00a0All-India Representative Nomination<\/strong><\/li><\/ul>\n\n\n\n<p>For applicants who are Indian residents, the\nmanufacturer herself shall be the All-India Representative (AIR). If the\nmanufacturer is a foreigner and does not have a liaising office situated in\nIndia, such a manufacturer can choose an importer or local trader to be the AIR.\nThe applicant is to file Form-IV to appoint an AIR.<\/p>\n\n\n\n<ul><li><strong>BIS\nPortal- Registration<\/strong><\/li><\/ul>\n\n\n\n<p>The applicant needs to register and create an\naccount on the official <strong>BIS Portal<\/strong><sup><a class=\"text-primary\" href=\"https:\/\/www.bis.gov.in\/\"><strong>[1]<\/strong><\/a><\/sup>.\nThe applicant shall submit the application, documents, and test reports on the\nportal. <\/p>\n\n\n\n<ul><li><strong>Product\ntesting from BIS CRS recognized lab<\/strong><\/li><\/ul>\n\n\n\n<p>The applicant shall apply to a BIS-recognized lab\nand place a request to conduct tests on the product. The lab shall carry out\nvarious tests and check the conformity of the product with the applicable BIS\nstandard. A list of BIS-approved labs is available on the official website of\nBIS. <\/p>\n\n\n\n<ul><li><strong>Application\nsubmission with test reports and requisite documents<\/strong><\/li><\/ul>\n\n\n\n<p>To obtain a fresh license, the applicant must file\nForm-1 along with the documents and test report. For a BIS CRS certification\nfor video camera, the Indian Standard applicable to video cameras, IS 616:2017,\nshall be opted for.<\/p>\n\n\n\n<p>The applicant also needs to submit a BIS CRS\nRegistration fee along with the application. <\/p>\n\n\n\n<ul><li><strong>Assessment\nof the Application by BIS<\/strong><\/li><\/ul>\n\n\n\n<p>After the submission of the application, it will\nbe assessed by a BIS officer, who shall scrutinize the test report and the\ndocuments. The applicant shall be made privy to any mistakes in the application\nand shall be permitted to correct these mistakes.<\/p>\n\n\n\n<ul><li><strong>Receipt\nof BIS Certificate<\/strong><\/li><\/ul>\n\n\n\n<p>After the BIS officer has assessed the\napplication, test reports and the requisite documents and is satisfied as to\nthe sufficiency of the same, the application shall be accepted, and BIS shall grant\nthe BIS CRS Certification for Video Camera to the applicant. A BIS CRS number shall\nalso be generated, which shall be unique to the product. The applicant can\ndownload the BIS CRS Certification for Video Camera from the official BIS website.<\/p>\n\n\n\n<p>The complete process of testing, BIS assessment of the\napplication, documents, test reports and the final grant of BIS\nCRS Certification for Video Camera\ncan take up to four to five weeks.<\/p>\n\n\n\n<p>The BIS CRS certification for video cameras has <strong><em>validity\nfor 2 years<\/em><\/strong> and requires to be renewed after such period by filing\nForm-VI, which is the renewal form for a BIS CRS Certificate. The renewal\napplication must be filed before the validity period of the certificate expires\nand a late fee must be submitted along with renewal applications filed after\nthe expiry of such period.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>As per The Electronics and Information Technology Goods Order, 2012 brought forth by the Ministry of Electronics and Information Technology; video cameras require compulsory BIS CRS registration to operate in the Indian market. The Compulsory Registration Scheme was introduced by the MeitY in 2012 for products like video camera, which require compulsory BIS registration to be traded freely in the Indian market. It is imperative that manufacturers of video cameras obtain the requisite BIS CRS registration to freely store, sell, manufacture, export, or import their products or have them dealt in the same manner by other intermediaries. Any violation of directions under the order can lead to penalties.
