Most animals that\nare Genetically Modified Organisms are produced for use in laboratory research.\nSuch animals are used as models to study all the functions of specific genes\n&amp; generally, how the genes relate to health &amp; diseases. Some\nGenetically Modified Organisms or GMO animals, however, are produced for human\nconsumption. <\/p>\n\n\n\n<p>Genetically\nModified Organisms are perhaps most visible in the produce section, and the 1<sup>st<\/sup>\nGenetically Engineered Plants or GEPs to be produced for human consumption were\nfirst introduced in the mid-1990s. Today, approximately 90% of the soybeans,\ncorn &amp; sugar beets on the market are Genetically Modified Organisms.<\/p>\n\n\n\n<p>In\nthe future, Genetically Modified Organisms are likely to continue playing a\nvital role in biomedical research. Genetically Modified Organism foods may\nprovide better nutrition &amp; perhaps even be engineered to contain medical\ncompounds to increase human health. If GMOs or Genetically Modified Organisms\ncan be shown to be both healthful &amp; safe, customer resistance to these\nproducts or items will most likely diminish.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"A_Brief_on_FSSAI_Regulations_for_Genetically_Modified_Food\"><\/span>A Brief on\nFSSAI Regulations for Genetically Modified Food<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>The proposed FSSAI Regulations\nfor Genetically Modified Food will apply to Genetically Modified Organisms or\nGMOs intended for food use as per FSSAI. <\/li><li>The Regulations for Genetically\nModified Food, once implemented, will also be applicable to only food\ningredients produced from Genetically Modified Organisms that include modified\nDNA and for food ingredients produced from Genetically Modified Organisms that\ndo not contain modified DNA but comprises additives or processing or ingredients\naids derived from GMOs.<\/li><li>The draft regulations for Genetically\nModified Food said, \u201cNo person or individual shall pack, sell, store,\nmanufacture, market or otherwise distribute or import any food\/food ingredient\nproduced from Genetically Modified Organisms, except with the prior approval of\nthe Food Authority\u201d.<\/li><li>All food products or items\n(Genetically Modified Organisms intended for food use &amp; food ingredients\nproduced from Genetically Modified Organisms that contain modified DNA should\nbe labelled with the words contains GMOs. This is subject to the condition that\nthe food product contains 1% or more of the Genetically Modified ingredient\nconsidered individually.<\/li><li>All the labelling requirements\nwill not be applicable to Genetically Modified food items in which the modified\nDNA is not detectable.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Procedure_for_Grant_of_Prior_Approval_%E2%80%93_Regulations_for_Genetically_Modified_Food\"><\/span>Procedure for\nGrant of Prior Approval \u2013 Regulations for Genetically Modified Food<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Following\nis the procedure for grant of Prior Approval:<\/p>\n\n\n\n<ol><li>The FBO (Manufacturer or\nImporter) of a Genetically Modified Food shall submit an application as per the\nprescribed format by the FSSAI, along with vital documents &amp; fees.<\/li><li>If the application is for a\nGenetically Modified Organism referred to as in Clause (a) of sub-regulation\n(2) of Regulation (1), clearance from <strong><em>GEAC or Genetic Engineering Appraisal\nCommittee<\/em><\/strong>, the National Competent Authority for the Environment risk\nassessment shall be submitted to the FSSAI.<\/li><li>If a Genetically Modified\nOrganism referred to <strong><em>as in-clause (a) of sub-regulation (2) of\nRegulation 1<\/em><\/strong> is to be used as seeds\/other plant-propagating material\n(cultivation), FBO shall submit an application to the GEAC, the Ministry of\nEnvironment Forest &amp; Climate Change for compliance to Rules 1989 for the\nuse, import, storage, export, and manufacture of hazardous micro-organisms, GEOs\nor genetically engineered organisms\/cells rules, 1989. The application for the\nsame may be submitted in the relevant Form-IIB, Application for <strong><em>Environmental\nApproval of Trans generic Plants (GMP or Genetically Modified Plants) of GEAC<\/em><\/strong>.<\/li><li>So, to prepare its opinion, the\nFSSAI shall verify that the particulars &amp; documents submitted by the\napplication are as per the information sought &amp; examine whether the food is\nsafe for consumption.<\/li><li>The FSSAI&nbsp; may direct the applicant to submit extra\nsupporting documents, information or clarifications, if required, within a\nspecific time period.<\/li><li>Also, the Food Authority may either\ngrant approval\/reject the application as per the prescribed format by the FSSAI\non the basis of the safety assessment of the food.<\/li><li>The FBO shall, after the grant of\napproval, obtain a License in accordance with the procedure specified in the <strong><em>FSS\n(Licensing &amp; Registration of Food Businesses) Regulations 2011<\/em><\/strong>.<\/li><li>Once the approval has been\nissued, the Authorised Holder &amp; the parties concerned shall comply with any\nrestrictions\/conditions which have been imposed in the approval &amp; shall, in\nparticular, ensure that products not covered by the approval aren&#8217;t placed on\nthe market as food.<\/li><li>The FBO may file an appeal before\nthe Chairperson of the FSSAI or the Food Authority within 30 days of receiving\nthe rejection letter.<\/li><li>The\nFSSAI may, for reasons to be recorded in writing, suspend\/cancel any approval\ngranted to any FBO.<\/li><li>In case an FBO has reason to\nbelieve that the Genetically Modified Food for which the approval was granted\nposes any risk to health, he or she shall immediately suspend the import, sale,\nmanufacture, or distribution of such an article of food &amp; take steps to\nrecall the same under intimation to Food Authority as per the provisions of the\n<strong><em>Food\nSafety &amp; Standards (Food Recall Procedure) Regulations, 2017<\/em><\/strong>.<\/li><li>A\nGMO or Genetically Modified Organism with a Unique Identifier 9-digit Code of\nthe <strong><em>Organisation\nfor Economic Cooperation &amp; Development<\/em><\/strong> that is approved for food\nuse by the Food Authority will require no further approvals. However, if the\nGMO is to be used as seed\/other plant-propagating material, approval is needed\nfrom GEAC.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The publication of the draft regulations for Genetically Modified Food and the possibility of officially permitting the use of GMO food products in India has raised many debates among the public.
