A subsequent amendment was made on <strong>30<sup>th<\/sup> November 2015<\/strong>. The BIS CRS Certification for Sealed\nSecondary&nbsp;Cells\/Batteries was included in the Schedule of\n&#8220;Electronics &amp; Information Technology Goods-(Requirements for\nCompulsory Registration) Order, 2012.\u201d<\/p>\n\n\n\n<p>This was\nsubsequently superseded by the order passed by the Ministry of Information and\nTechnology on <strong>18<sup>th<\/sup> March 2021<\/strong>,\nwhich was titled &#8220;<strong>Electronics and\nInformation Technology Goods (Requirements for Compulsory Registration) Order,\n2021<\/strong>.\u201d The order notified that the goods specified in the order, including\nthe BIS CRS Certification for Sealed Secondary&nbsp;Cells\/Batteries, shall\ncorrespond to the Indian Standards and bear the &#8216;Standard&#8217; mark under Scheme-II\nof Schedule-II of Bureau of Indian Standards-(Conformity Assessment)\nRegulations, 2018. <\/p>\n\n\n\n<p>The \u201cElectronics\n&amp; Information Technology Goods-(Requirements for Compulsory Registration)\nOrder, 2021\u201d mentioned the BIS CRS certification for Sealed Secondary\nCells\/Batteries under two Indian Standards-<\/p>\n\n\n\n<p><strong>IS 16046: Part 1: 2018-&nbsp; <\/strong>Secondary Cells\nand Batteries containing Alkaline or other Non-Acid Electrolytes \u2013Safety\nrequirements for portable sealed secondary cells &amp; batteries made from them\nfor use in portable applications part 1- Nickel Systems<\/p>\n\n\n\n<p><strong>IS 16046: Part 2: 2018-&nbsp; <\/strong>Secondary Cells\nand Batteries containing Alkaline or other Non-Acid Electrolytes \u2013Safety\nrequirements for portable sealed secondary cells &amp; batteries made from them\nfor use in portable applications part 2- Lithium Systems<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_is_BIS_Compulsory_Registration_Scheme\"><\/span><strong>What is BIS\nCompulsory Registration Scheme?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Bureau\nof Indian Standards, also known as National Regulatory Authority of India, is\nin charge of performing several duties, such as implementing Conformity\nAssessment Schemes, Publishing Indian Standards, approving laboratories for BIS\nTests and Assessments, promoting consumer empowerment, representing India in\nISO and IEC and managing capacity-building programmes to guarantee the quality\nand standards of goods. Some products need to obtain a BIS certificate to be\nmarketed in India. The Manufacturers can choose whether to get a BIS licence,\nbut for some products, it is a mandatory requirement to be registered under\nBIS. The reasons for the products to be registered are the protection of human\nhealth, public interest, elimination of risks to people, plants or animals,\nprevention of unfair trade practices, &amp; protection of national security.\nThe Central Government has directed using of Standard marks, which are\nregistered under a Certificate of Conformity (CoC) by BIS for those products,\nthrough the issuance of Quality Control Orders.<\/p>\n\n\n\n<p>There are\nthree different types of schemes implemented by BIS to approved products:<\/p>\n\n\n\n<ul><li>Scheme-I\n(ISI) <\/li><li>Scheme-II\n(CRS) <\/li><li>System\nIV (CoC)<\/li><\/ul>\n\n\n\n<p>BIS Compulsory\nRegistration Scheme includes BIS CRS Certification for Sealed\nSecondary&nbsp;Cells\/Batteries according to Indian Standards IS 16046.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Checklist_for_BIS_CRS_Certification_for_Sealed_Secondary_CellsBatteries\"><\/span><strong>Checklist for\nBIS CRS Certification for Sealed Secondary&nbsp;Cells\/Batteries<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nManufacturer must submit the below-mentioned documents to get a BIS CRS Certification\nfor Sealed Secondary&nbsp;Cells\/Batteries:<\/p>\n\n\n\n<ul><li>CDF\/CCL\nform<\/li><li>BIS\nApplication form<\/li><li>Scope\nof Business License <\/li><li>Labelling\nInformation or Product Marking Specifications<\/li><li>Business\nlicence for a manufacturing facility<\/li><li>Test\nReport<\/li><li>ISO\ncertificate of Manufacturer<\/li><li>Trademark\ncertificate <\/li><li><strong>Trademark<\/strong><sup><a class=\"text-primary\" href=\"https:\/\/en.wikipedia.org\/wiki\/Trademark\"><strong>[1]<\/strong><\/a><\/sup>\nAuthorization letter (If the Manufacturer does not own TM)<\/li><li>Authorisation\nletter (If the signatory person is not the head of the manufacturing)<\/li><li>Proof\nof Authorised Indian Representative&#8217;s Company&#8217;s registration in India (in case\nof foreign Manufacturer)<\/li><li>Authorised\nIndian Representative\/photo Signatory&#8217;s identification<\/li><li>Product&#8217;s\nTechnical Specification Sheet or User Guide<\/li><li>Product\nGuide<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_to_get_BIS_CRS_Certification_for_Sealed_Secondary_CellsBatteries\"><\/span><strong>How to get\u00a0BIS CRS Certification for Sealed Secondary\u00a0Cells\/Batteries<\/strong>?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nmanufacturers must follow some specified procedure by BIS to get a BIS CRS\nCertification for Sealed Secondary&nbsp;Cells\/Batteries under Indian Standard IS\n16046.<\/p>\n\n\n\n<p>An Indian manufacturer must follow a different procedure than a foreign manufacturer. Foreign manufacturers cannot directly participate in the official duties of an Indian manufacturer, so an AIR or Authorised Indian Representative is appointed on behalf of the Manufacturer and carry out his duties. The procedure to obtain BIS CRS Certification for Sealed Secondary&nbsp;Cells\/Batteries for Indian &amp; Foreign manufacturers is mentioned below:<\/p>\n\n\n\n<p><strong>The process that a foreign manufacturer is required to follow is\nas follows-<\/strong><\/p>\n\n\n\n<ul><li>An\nAIR is appointed to perform duties on the Manufacturer&#8217;s behalf<\/li><li>The\nAIR submits all the required documents and application forms to the BIS office.<\/li><li>After\nsubmitting the application form and other documents, the AIR must present the\nproduct sample to a BIS-approved laboratory for product testing.<\/li><li>After\nthe products are tested, the test results are collected from the BIS-approved\nlab and submitted to the BIS office for further inspection and verification. <\/li><li>While\nsubmitting the test results, a copy of the online or offline application form\nmust also be submitted to the BIS office. <\/li><li>The\nBIS officers then verify the submitted documents and reports before approval.<\/li><li>After\nthe verification, the BIS office issues a BIS CRS Certification for Sealed\nSecondary&nbsp;Cells\/Batteries to the Manufacturer or an Authorised Indian\nRepresentative.<\/li><\/ul>\n\n\n\n<p><strong>The steps that an Indian manufacturer must follow are as follows:<\/strong><\/p>\n\n\n\n<ul><li>The Manufacturer submits all the required documents and application forms to the BIS office.<\/li><li>After submitting the application form along with the other documents, the Manufacturer must submit the product sample to a BIS-approved laboratory for product testing. <\/li><li>After the products are tested, the test results are collected from the BIS-approved lab and submitted to the BIS office for further inspection and verification. <\/li><li>While submitting the test results, a copy of the online or offline application form must also be submitted to the BIS office. <\/li><\/ul>\n\n\n\n<ul><li>The\nBIS officers then verify the submitted documents and reports before approval. <\/li><li>After\nthe verification, the BIS office issues a BIS CRS\nCertification for Sealed Secondary&nbsp;Cells\/Batteries to the Manufacturer. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span><strong>Conclusion <\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>BIS CRS Certification for Sealed Secondary Cells\/Batteries can be obtained under the Compulsory Registration Scheme (CRS) Schedule II Scheme II, prescribed by the Bureau of Indian Standards. The Bureau of Indian Standards has LED Luminaires for Road &amp; Street lighting listed under Indian Standards IS 16046. The maximum term for renewal of registration is five years, and the minimum time for grant of license is two years. The BIS CRS Certification procedure might be complex and technical.
