It also informed that the order should not be\napplied to the goods or articles listed in the order which are meant for the\npurpose of export which conforms to the specifications issued by the foreign\nbuyer and to the articles for which an exemption letter has been issued by the\nCentral Government. <\/p>\n\n\n\n<p>The new order\nshall run concurrently with the Electronics and Information Technology Goods\n(Requirement of Compulsory Registration) Order, 2012. <\/p>\n\n\n\n<p>The new order\nshall not be applied to the goods and articles which are already registered\nunder the old order. However, new registrations and renewals can be made under\nthe new order. <strong><a class=\"text-primary\" href=\"https:\/\/corpbiz.io\/bis-crs-registration\">BIS CRS Certification<\/a><\/strong> for LED Luminaires for&nbsp;Road and Street\nlighting is also included in the Electronics and Information technology goods\n(Requirement of compulsory Registration) Order 2021, according to Indian\nStandards IS 10322: Part 5: Sec 3:2012.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"BIS_Compulsory_Registration_Scheme_BIS-CRS\"><\/span><strong>BIS\nCompulsory Registration Scheme (BIS-CRS)?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Bureau of\nIndian Standards, also known as the National Regulatory Authority of India, is\nin charge of carrying out a number of duties, including publishing Indian\nStandards, implementing Conformity Assessment Schemes, promoting consumer\nempowerment, approving laboratories for BIS Tests and Assessments, managing\ncapacity-building initiatives to guarantee the quality and standards of goods,\nand representing India in ISO and IEC. Some products must first obtain a\nBIS-approved licence in order to be marketed in India. Manufacturers can choose\nwhether to obtain a BIS licence, but some products are required to be\nregistered under BIS. The public interest, protection of human health,\nelimination of risks to people, animals, or plants, prevention of unfair trade\npractices, and protection of national security are the basis for the\nrequirement that those products be registered. Through the issuance of Quality\nControl Orders, the Central Government has directed using Standard marks\nregistered under a License or Certificate of Conformity (CoC) by BIS for those\nproducts (QSOs).<\/p>\n\n\n\n<p>There are\nthree different types of programmes that allow BIS to approved products:<\/p>\n\n\n\n<ul><li>Scheme-I (ISI mark scheme) <\/li><li>Scheme-II (Compulsory Registration Scheme) <\/li><li>System IV (Grant of Certificate of Conformity)<\/li><\/ul>\n\n\n\n<p>BIS&#8217;s\nCompulsory Registration Scheme, or Scheme II, includes BIS CRS Certification\nfor LED Luminaires for&nbsp;Road and Street lighting according to Indian\nStandards IS 10322: Part 5: Sec 3:2012<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Documents_needed_for_BIS_CRS_Certification_for_LED_Luminaires_for_Road_and_Street_lighting\"><\/span><strong>Documents\nneeded for BIS CRS Certification for LED Luminaires for&nbsp;Road and Street\nlighting<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nManufacturer must submit the following general and technical documents in order\nto apply for a BIS CRS Certification for LED Luminaires for&nbsp;Road and\nStreet lighting:<\/p>\n\n\n\n<ul><li>CDF\/CCL form<\/li><li>Application form BIS (Filled up)<\/li><li>Application of Business License<\/li><li>Business licence for a manufacturing facility<\/li><li>Labelling Information or Product Marking Specifications<\/li><li>Letter of authorization (If the signatory person is other than the\nhead of the manufacturing)<\/li><li>Test Report<\/li><li>ISO certification<sup><a class=\"text-primary\" href=\"https:\/\/en.wikipedia.org\/wiki\/International_Organization_for_Standardization\"><strong>[1]<\/strong><\/a><\/sup> &#8211; Manufacturer<\/li><li>Certificate for a Trademark<\/li><li>Authorization letter for a trademark (If TM is owned by other than\nthe Manufacturer)<\/li><li>Proof of Authorized Indian Representative&#8217;s Company&#8217;s registration\nin India (in case of the foreign Manufacturer)<\/li><li>Authorized Indian Representative\/photo Signatory&#8217;s identification<\/li><li>Product&#8217;s Technical Specification Sheet or User Guide<\/li><li>Product Guide<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_to_get_BIS_CRS_Certification_for_LED_Luminaires_for_Road_and_Street_lighting\"><\/span><strong>How to\nget&nbsp;BIS CRS Certification for LED Luminaires for&nbsp;Road and Street\nlighting<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The BIS has\nspecified specific procedures for the manufacturers to follow in order to\nobtain a BIS CRS Certification for LED Luminaires for&nbsp;Road and Street\nlighting&nbsp;in accordance with Indian Standard IS 10322: Part 5: Sec 3:2012.<\/p>\n\n\n\n<p>A foreign\nmanufacturer must follow a different procedure than an Indian manufacturer. Because,\nin the case of a foreign manufacturer, an authorized Indian representative is\nchosen to act on the Manufacturer&#8217;s behalf and carry out his obligations. The\nprocess to obtain BIS CRS Certification for LED Luminaires for&nbsp;Road and\nStreet lighting for both foreign and Indian manufacturers is as follows:<\/p>\n\n\n\n<p><strong>The\nprocess that a foreign manufacturer must follow is as follows:<\/strong><\/p>\n\n\n\n<ul><li>To handle every responsibility on the Manufacturer&#8217;s behalf, an\nAIR is appointed.<\/li><li>The application must be submitted by the AIR along with all\nnecessary supporting documentation.<\/li><li>The product sample must then be submitted by the AIR for\nexamination in a lab that has been authorized by BIS.<\/li><li>The test results are gathered from the laboratory that has\nreceived BIS approval and submitted to the BIS office for review. Along with\nthe test results, a softcopy of the online application form or a hardcopy application\nform for offline submission must be submitted.<\/li><li>The BIS office verifies and looks over the test reports before\napproving them.<\/li><li>Once all of the information has been verified, the BIS office\nissues a BIS CRS Certification for LED Luminaires for&nbsp;Road and Street\nlighting to the Manufacturer or an authorized agent representative (AIR).<\/li><\/ul>\n\n\n\n<p><strong>The\nsteps that an Indian manufacturer must take are as follows:<\/strong><\/p>\n\n\n\n<ul><li>The Manufacturer must submit an application and all necessary\npaperwork.<\/li><li>The Manufacturer is required to send a sample of the product to a\nlab that has been approved by BIS for testing.<\/li><li>The test results are gathered from the laboratory that has\nreceived BIS approval and submitted to the BIS office for review. Along with\nthe test results, a softcopy of the online application form or a hardcopy\napplication form for offline submission must be submitted.<\/li><li>The BIS office verifies and looks over the test reports before\napproving them.<\/li><li>The BIS division provides BIS CRS Certification for LED Luminaires\nfor&nbsp;Road and Street lighting to the Manufacturer following the\nverification of all the details.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span><strong>Conclusion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Under the terms of Schedule II Scheme II- Compulsory Registration Scheme (CRS), which is prescribed by the Bureau of Indian Standards, BIS CRS Certification for LED Luminaires for\u00a0Road and Street lighting can be obtained. The Bureau of Indian Standards has the LED Luminaires for\u00a0Road and Street lighting listed under Indian Standards IS 10322: Part 5: Sec 3:2012.
