According to the <strong>BIS Act 2016<\/strong><sup><a href=\"https:\/\/www.bis.gov.in\/index.php\/the-bureau\/bis-act-rules-and-regulations\/\"><strong>[1]<\/strong><\/a><\/sup>, the Bureau of Indian Standards (Conformity Assessment) Regulation 2018 governs the Compulsory Registration Scheme (Scheme II of Schedule II). The Scheme aims to accelerate the development of the rapidly expanding electronic and information technology industries.<\/p>\n\n\n\n<p>It has improved the\ndomestic manufacturers&#8217; ability to compete, given Indian consumers the right to\nhigh-quality products, and simultaneously protects them from fake and subpar\ngoods. This strategy has allowed the Indian government to bridge the safety,\ntechnology, and human capital gaps and stop dumping non-compliant goods.<\/p>\n\n\n\n<p>Obtaining a BIS\ncertification is optional. However, the Central Government has mandated that\nseveral products adhere to Indian Standards. The compliance was implemented to\nsafeguard the public interest, national security, the environment&#8217;s safety, and\nthe health of people, animals, and plants.<\/p>\n\n\n\n<p><strong>The duties carried out by BIS are listed below-<\/strong><\/p>\n\n\n\n<ul><li>Creating\nand Publication Indian Standards<\/li><li>Putting\nconformity assessment schemes into practice<\/li><li>Appreciating\nthe testing and research facilities<\/li><li>Using\nhallmarking techniques<\/li><li>Promoting\nconsumer emancipation<\/li><li>Offering\nconsumers quality assurance<\/li><li>Representing\nIndia at ISO and IEC<\/li><\/ul>\n\n\n\n<p>The central\ngovernment has mandated that holders of a BIS license or certification of\nconformity must apply for permission before using standard marks (CoC).<\/p>\n\n\n\n<p><strong>The following certifications must be obtained by the products that are subject to mandatory certification:<\/strong><\/p>\n\n\n\n<ul><li>ISI\nmark scheme in Scheme-I<\/li><li>CRS\nscheme in Scheme-II<\/li><li>Issuing\na certificate of conformity in Scheme IV<\/li><\/ul>\n\n\n\n<p>The Central\nGovernment listed seven new products to be included in the Schedule of the\n&#8220;Electronics and Information Technology Goods (Requirements for Compulsory\nRegistration) Order, 2012&#8221; under the order issued by BIS on October 1,\n2020, in S.O. 3429(E). The importers, traders, or retailers do not apply for the BIS Certificate. However, they can act as an Authorised Representative of a manufacturer in India if the manufacturer doesn&#8217;t have an operating office in India. However, the BIS license is granted in the manufacturer&#8217;s name only.<\/li><li><strong>Manufacturing Address:<\/strong> The duly filled application form &amp; required vital documents shall mention a proper manufacturing unit address.
