Its\nprimary function is to read and authenticate the passport; perform its work in\nthe blink of an eye much faster. The pictures scanned under varied lighting\nconditions are subjected to extensive software analysis to detect\ninconsistencies compared to reference photographs of authentic identification\npapers. The method compares visual and digital data, such as reaching a printed\nphoto, to a digital image stored on an RFID chip. It is compulsory for Passport\nreaders to register with BIS under a Mandatory Registration Scheme.\nManufacturers of such products cannot manufacture, sell, distribute, import,\nexport or store without the BIS Registration.<\/p>\n\n\n\n<p>The <strong>Optical Character Recognition (OCR)<\/strong><sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Optical_character_recognition\"><strong>[1]<\/strong><\/a><\/sup> software analysis the scanned images during the passport reading process. First, it identifies the document type and then digitalises the characters. It outputs segmented personal and document data, such as name, date of birth, nationality, document number, expiry date, and more.<\/p>\n\n\n\n<p>This process\nhappens within seconds in the fast-scanning setting of conventional USB models,\nwhere the processing is done on the connected PC. The images scanned under\ndifferent illuminations go through deep software analysis to find discrepancies\ncompared to reference images of genuine identity documents. The system\ncross-checks visual and digital data, for example, comparing the printed and\ndigital photos stored in the RFID chip.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Overview_of_BIS_Certification_scheme\"><\/span><strong>Overview of BIS Certification scheme<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Compulsory\nRegistration Scheme (CRS) was jointly launched by Ministry of Electronics and\nIT and the Bureau of Indian Standards in 2012. Ministry of Electronics &amp;\nInformation Technology (MeitY) has officially notified &#8220;Electronics &amp;\nInformation Technology Goods (Requirement for Compulsory Registration) Order,\n2012&#8221; on 3rd October 2012 for 15 categories of electronics items. MeitY\nadded another 15 product categories under this order on 13th November 2014.\nMeitY added another 13 product categories under this order on 23rd August 2017.<\/p>\n\n\n\n<p>The Ministry of Communications &amp; Information Technology under the Department of Electronics and Information Technology issued a notification on 7th November 2014, which stated the list of products to be included in the Electronics &amp; Information technology Goods (Requirement for compulsory registration) order, 2012. BIS Certification for Passport Reader is included in the mandatory registration with Indian Standards 13252 (part-1) 2010.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Products under Compulsory Certification<\/strong><\/h3>\n\n\n\n<p>The BIS\ncertification scheme is voluntary. But the Central Government has made it\ncompulsory for specific products to comply with Indian Standards. The\ncompliance is set up to maintain public interest, protect human, animal and\nplant health, protect the environment&#8217;s safety, prevent unfair trade practices,\nand ensure national security.<\/p>\n\n\n\n<p>The central\ngovernment has made it necessary to obtain approval to use standard marks under\na BIS license or Certificate of Conformity (CoC). <\/p>\n\n\n\n<p><strong>The products that fall under compulsory certification are required to obtain the following certificates-<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;Scheme-I \u2013 ISI Mark Scheme<\/strong><\/p>\n\n\n\n<p><strong>Scheme-II- CRS Scheme <\/strong><\/p>\n\n\n\n<p><strong>Scheme IV- Grant of Certificate of\nConformity<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Basic_Requisite_for_BIS_Certification_for_Passport_Reader\"><\/span><strong>Basic Requisite for BIS Certification for Passport Reader<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Following are\nthe 4 main pillars on which BIS Certification depends; without any of these, no\napplicant can apply for BIS Certification. To get BIS Certification, the\napplicant must fulfil the following requirements: <\/p>\n\n\n\n<ul><li><strong>Manufacturer:\n<\/strong>The Indian BIS License is granted to the manufacturer only, not to\nimporters or sellers. An importer may act as AIR or Foreign Manufacturer and\ncan submit the application to BIS, but the final BIS License is only granted to\nthe manufacturer.<\/li><li><strong>Product: <\/strong>Each\nproduct requires its own License. However, if the same product category covers\nmultiple models, then one License will cover all the models of the same product\ncategory. In other words, one product with different models requires a single\nBIS License or Certification.<\/li><li><strong>Trademark\nor Brand:<\/strong> Each Trademark requires its own BIS License.<\/li><li><strong>Manufacturing\nAddress:<\/strong>&nbsp; Proper manufacturing\naddress shall be mentioned in the documents. If a manufacturer has more than\none factory location for a single product, then separate BIS Certification is required\nfor each location.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Guidelines_for_the_Appointment_of_Authorised_Indian_Agent_AIR\"><\/span><strong>Guidelines for the Appointment of Authorised Indian Agent (AIR)<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>According to the\nstandards set by the Bureau of Indian Standards (BIS), The BIS Certification\nfor Passport Reader is certified under Indian Standards IS 13252 (part 1) 2010.\nThe certification procedure depends upon the manufacturing unit&#8217;s geographic\nlocation. The process of obtaining BIS Certification for Passport Reader for an\nIndian manufacturer differs from that of a foreign manufacturer, as the foreign\nmanufacturer is not allowed to perform duties and responsibilities in India as\nper Indian standards. For this, a foreign manufacturer must appoint an\nAuthorised Indian representative who acts as an Indian agent\/ representative.\nAn AIR is responsible for applying and performing all the duties on behalf of\nthe foreign manufacturer. BIS has notified specific guidelines to be followed\nby a foreign manufacturer to appoint an Authorised Indian representative (AIR),\nwhich are as follows-<\/p>\n\n\n\n<ul><li>If the foreign manufacturer has a branch office\nor liaison office in India, they will become the AIR.<\/li><li>If the foreign manufacturer does not have a\nbranch office or liaison office in India, but the proprietor or the registered\nuser of the brand or trademark that appears on the trademark is located in\nIndia. In that case, the brand or trademark owner will become an AIR.<\/li><li>Suppose the foreign manufacturer does not have a\nbranch office or liaison office in India, and there is no registered user or\nproprietor of the brand or trademark that appears on the trademark located in\nIndia. In that case, a third party will become an AIR.<\/li><li>In the case of an Indian manufacturer, they can\ndirectly apply to the BIS without appointing an AIR. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Documents_necessary_for_BIS_Certification_for_Passport_Reader\"><\/span><strong>Documents necessary for BIS Certification for Passport Reader<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Following is the\nlist of essential documents required for BIS Certification for Passport Reader:<\/p>\n\n\n\n<ul><li>Filled up CDF\/CCL form<\/li><li>Filled up BIS application form<\/li><li>Business License of the manufacturing unit<\/li><li>The scope of the Business License <\/li><li>ISO certificate of manufacturer<\/li><li>Marking of Label on the product<\/li><li>Authorisation letter in case where the signatory person is other than the head of the manufacturing<\/li><li>Certificate of Trade Mark <\/li><li> Trademark Authorization Letter in case where it is owned by other than the manufacturer<\/li><li>Registration proof of Authorized Indian Representative Company in India, in case of the foreign manufacturer<\/li><li>Photo ID proof of Authorised Indian Representative or the Authorized Signatory<\/li><li>Technical Specification Sheet of Product or user manual<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Procedure_for_obtaining_BIS_Certification_for_Passport_Reader\"><\/span><strong>Procedure for obtaining BIS Certification for Passport Reader<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>To obtain BIS\nCertification for Passport Reader, the manufacturer must apply for the BIS\ncertificate. The procedure of BIS Registration for domestic (Indian)\nmanufacturers differs from that of a foreign manufacturer. <\/p>\n\n\n\n<p><strong>The procedure followed by a foreign manufacturer is as follows-<\/strong><\/p>\n\n\n\n<ul><li>The manufacturer is required to appoint an AIR\nto perform all the duties on his behalf. <\/li><li>The application must be submitted with all the\nnecessary documents<\/li><li>The applicant must submit the product sample for\ntesting to a BIS-approved laboratory.<\/li><li>The manufacturer must collect the test reports\nfrom the BIS-approved laboratory and submit the reports to the BIS office.
