According to global\nmarket research on toys, the market is expected to grow beyond 135 billion\ndollars due to increasing demand for innovative toys with advanced technology.\nIndian Toys Industry is estimated to be $1.5 bn making up 0.5% of the global\nmarket share. A necessary sample of imported Plastic Toys is drawn as\nper the procedures and rules of importing country and submitted to the\nauthorised laboratory and obtained as an Environmental analysis report.\nGenerally, three sets of product samples of importing Plastic and plastic\narticles are drawn and forwarded to the laboratory notified by the environment\nand forest department. Test report retains for a minimum of two years to\nconfirm obligation fulfilment by the importer on importation of Plastic and\nplastic articles. Such certificate is submitted with the customs location of\nimporting country to process the importation of Plastic and plastic articles.\nIf non-fulfilment of obligation by the importation of Plastic and plastic\nproduct, the importer of plastic toys should&nbsp;\nexport back the hazardous waste within 90 days from the date of arrival\ninto importing country according to hazardous waste management, handling and\ntrans boundary rules.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Process_of_Import_of_Plastic_Toys\"><\/span>Process of Import of Plastic Toys <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>According to the mutual contract between\nbuyer and seller, the import shipment is taken place. Pricing, quality\nspecifications, terms of payment, terms of delivery, mode of transport and\nother terms and conditions are agreed upon and mentioned in the purchase order,\nand import shipment of Toys, Games, Sports Equipment, Parts and Accessories is\nimpacted accordingly.<\/p>\n\n\n\n<p>As per the general knowledge, for Import of\nPlastic Toys, required import certification\/documentation and customs clearance\nprocess at importing country have to be completed by either importer&#8217;s customs\nbroker or the importer directly as per the foreign trade policy of the\nrespective importing country. For Import of Plastic Toys, Games and Sports\nEquip, Parts and Accessories also, import entry certificate\/documents with the\nrequired carrier&#8217;s authorisations like Bill of Lading or Airway bill,\ncommercial invoice, certificate of origin, list and any other required\/mandated\ndocuments are filed, and required import procedures are done to take delivery\nof imported goods under Toys, Games and Sports Equip, Parts and Accessories.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Environmental_Compliances_for_Import_of_Plastic_Toys\"><\/span>Environmental Compliances for Import of Plastic Toys <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Along with acquiring the general licenses\nand authorisation, Plastic toy manufacturers also have to file for Environmental\ncompliances that are governed by the Ministry of Environment, Forest and\nClimate Change.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">EPR Authorisation needed for Import\nof Plastic Toys <\/h3>\n\n\n\n<p>EPR Authorisation for Import of Plastic Toys is governed under <strong>Plastic Waste Management Rules, 2016<\/strong><sup><a href=\"https:\/\/tnpcb.gov.in\/plastic-waste-rules.php\"><strong>[1]<\/strong><\/a><\/sup>. Importers have to file the Authorisation under Form I from the official online portal of the Pollution Control Committee or The State Pollution Control Board, which is once again submitted with the stipulated documents. after the authorisation application is submitted, it is inspected and scrutinised by authorities, following which the Manufacturer is provided with the authorisation. <\/p>\n\n\n\n<p><strong>Documents required for acquiring EPR\nAuthorisation <\/strong><\/p>\n\n\n\n<ul><li>EPR\nplan;<\/li><li>Economic\nplan for EPR;<\/li><li>Self-declaration\nunder RoHS;<\/li><li>Copy\nof authorisation issued by Pollution Control Committee of the Union\nTerritory\/State Pollution Control Board before in case of those importers who\nare working in the country before 01-10-2016;<\/li><li>Information\non future awareness programmes and associated initiatives;<\/li><li>Copy\nof the approval from the applicable state authority for marketing various\nproducts or for doing the business as given below:<\/li><li>TIN\ndetails;<\/li><li>PAN\ndetails;<\/li><li>Incorporation\ncertificate;<\/li><li>Copy\nIEC;<\/li><li>Copies\nof agreement document with major Stakeholders like collection centres, dealers,\nManufacturers, dismantlers, storage, treatment and disposal facilities (TSDFs)\netc. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Consent Certificates <\/h3>\n\n\n\n<ol><li><strong>Consent\nto Establish (CTE)<\/strong>\nacquired before the establishment of Industry under the Air and Water\n(Prevention and Control of Pollution) Act<\/li><li><strong>Consent\nto Operate (CTO)<\/strong> acquired\nafter the establishment of Industry under the Air and Water (Prevention and\nControl of Pollution) Act<\/li><\/ol>\n\n\n\n<p>The procedure of both the consent\ncertificate is mandated under the Air and Water Act, which follows the similar\nsteps of applying through the online portal of the Pollution Control\nCommittee\/The State Pollution Control Board with documents required by the\nCentral Pollution Control Board, which are followed by a review of an\napplication by an authority. After that, an inspection takes place by the\nauthorised personnel who make the report according to the inspection, and at\nlast, the certificate is granted.<\/p>\n\n\n\n<p><strong>Documents required for consent certificate <\/strong><\/p>\n\n\n\n<ul><li>SSI\nCertificate;<\/li><li>Industry\nDepartment Certificate;<\/li><li>The\nlayout plan\/Site plan;<\/li><li>Details\non channelisation;<\/li><li>Total\nopen land<\/li><li>Total\nconstructed area<\/li><li>The\nproject report<\/li><li>Water\nusage breakdown<\/li><li>DG\nSpecifications<\/li><li>Raw\nmaterial list with daily MTD\/monthly quantity<\/li><li>Effluent\n\/ Sewage Treatment Plant Flow Diagram<\/li><li>Boiler\ntype, fuel used, and quantity<\/li><li>Specifics\non air pollution controls<\/li><li>Product\/by-product\nlist with daily MTD\/monthly quantity<\/li><li>Permission\nfrom the state&#8217;s groundwater authority.<\/li><li>Factory\/Trade\nLicense<\/li><li>Authorisation\nLetter<\/li><li>Pan\nCard<\/li><li>The\nAadhar Card<\/li><li>Municipality\nor Industry license<\/li><li>Registration\nProof of unit<\/li><li>Site\nPlan<\/li><li>Water\nBill<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"General_Business_Setup_Licenses\"><\/span>General Business Setup Licenses <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Before acquiring and obtaining\nenvironmental authorisation, the Importer of the Plastic Toy industry has to\nprocure general business licenses and authorisation from the concerned\nState\/Central authorities. As\nper the BIS (Bureau of Indian Standards), the manufacturer\/Importer has to\ncomplete the application\/authorisation form along with the authorised documents\nand send the test reports of the samples that are verified at the BIS (Bureau\nof Indian Standards) documented lab, the report of which will be examined and\nreviewed by the government authorised personnel.
