The steps included in the application process are\nfiling the application, review of the submitted application and at last granting\nof the license. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Documents Required for Consent to Establish<\/h3>\n\n\n\n<p>According to Air and Water Act for acquiring Pollution\nControl License for Scrap one have to submit the following documents: &#8211;<\/p>\n\n\n\n<ol>\n<li>Land documents, including registration\/lease or sale deed<\/li>\n\n\n\n<li>Detailed Project Report that contains financial breakup relation\nPollution Control Measures Break up of land used, Manufacturing process\ndetails, Procedure Flow chart, Control Equipment for Air Pollution, Details for\nETP and Solid Waste Management, Generation of Waste Water.&nbsp; <\/li>\n\n\n\n<li>Layout Plan\/Site Plan <\/li>\n\n\n\n<li>GST Certificate <\/li>\n\n\n\n<li>Aadhar Card <\/li>\n\n\n\n<li>Copy of Self Declaration form with signatures <\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Documents Required Under Consent to Operate<\/h3>\n\n\n\n<p>According to Air and Water Act for acquiring Pollution\nControl License for Scrap one have to submit the following documents:-<\/p>\n\n\n\n<ol>\n<li>Electricity Bill or water bill <\/li>\n\n\n\n<li>Proof of ownership, including rent agreement or lease agreement <\/li>\n\n\n\n<li>Pan Card <\/li>\n\n\n\n<li>Aadhar Card <\/li>\n\n\n\n<li>Municipality or Industry license for trading business <\/li>\n\n\n\n<li>Health Trade License <\/li>\n\n\n\n<li>Site Plan\/layout <\/li>\n\n\n\n<li>CA Letter on the financial breakup of the scrap trading business <\/li>\n\n\n\n<li>GST certificate <\/li>\n\n\n\n<li>Form-V under Rule 14 of the Environmental (Protection) Act <\/li>\n\n\n\n<li>Authorization Letter<\/li>\n\n\n\n<li>Factory\/Trade License<\/li>\n\n\n\n<li>Proof of Registration of unit under Companies Act or LLP Act <\/li>\n\n\n\n<li>Consent to establish a certificate <\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Process for Acquiring Consent Certificates<\/h3>\n\n\n\n<ul>\n<li>After registering the business, the scrap dealer needs to obtain the consent certificate which is part of the Pollution Control License for Scrap, that is granted as per the establishment of the business in different stages; under the mandated law, it is attained in two stages      first is\n<ul>\n<li>Consent to establish prescribed under the Air and Water Act is required by the scrap dealer before establishing the industry or manufacturing process. <\/li>\n\n\n\n<li>After Consent to Establish, Consent to operate is granted by the State Pollution Control Board\/Pollution Control Committee after the Industry is established and the manufacturing process is ready to Operate.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>In case the Scrap dealer does not have a GST certificate. They must apply for a GST number from GSTIN through their official government site.\u00a0The documents required for GST Certificate are: &#8211;\n<ul>\n<li>PAN Card of either individual or a company <\/li>\n\n\n\n<li>Memorandum Of Association <\/li>\n\n\n\n<li>Article of Association <\/li>\n\n\n\n<li>PAN of the signatory <\/li>\n\n\n\n<li>Address proof (Aadhar card)<\/li>\n\n\n\n<li>Bank details <\/li>\n\n\n\n<li>LLP proof of registration (If applicable) <\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul>\n<li>The Scrap dealer also needed to get authorisation for a Digital signature certificate that would let any means of transport, primarily trucks, transport scrap without unnecessary restrictions.&nbsp;<\/li>\n\n\n\n<li>The Scrap dealer must also register a scrap business as an enterprise for<a href=\"https:\/\/corpbiz.io\/msme-registration\"><strong> medium-small and micro-enterprises (MSME)<\/strong><\/a>.&nbsp;<\/li>\n\n\n\n<li>In the end, authorisation from the government department is also required for a hassle-free scrap trade business.&nbsp;&nbsp; <\/li>\n\n\n\n<li>The trader, on top of this, also requires licences from the Local municipal area to complete the metal scrap trade license procedure.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p> Pollution Control licenses for scrap have proven to be very beneficial for authorities to monitor and regulate the activities of scrap dealers properly as well as provide many incentives for scrap dealers, including hassle free permission for trade.
