It involves breaking end-of-use equipment into its constituents,\nwhich are then segregated so that the recycling process can be initiated in an\neasier way. The process of dismantling E-Waste involves: &#8211;<\/p>\n\n\n\n<ol><li>First of all the E-Waste dismantling process\nincludes the process of manual dismantling that separates the WEEE (Waste\nElectric and Electronic Equipment)<\/li><li>Next process involves the removal of Hazardous\nand High-Value Components such as PCB after which the remaining element is\nmechanically separated. &nbsp;<\/li><li>Manual dismantling is done to the point where it\nis not possible to further dismantle the components which are then transported\nfor processing <\/li><li>At last the pure metals are mechanically\nshredded.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Basic_E-Waste_Dismantling_Equipment_required_for_the_Dismantling_process\"><\/span>Basic E-Waste Dismantling Equipment required for the Dismantling process <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The dismantling process used by the dismantler differs for\ndifferent equipment. Some of the common E-Waste Dismantling Equipment to be\nused in the dismantling process are: &#8211; <\/p>\n\n\n\n<ol><li>Weigh Bridge<\/li><li>Screwdrivers <\/li><li>Wrenches <\/li><li>Pliers<\/li><li>Wire Cutter<\/li><li>Tongs<\/li><li>Hammer <\/li><li>Special Dismantling Table which has a space\nde-dusting system in order to keep air quality in the work zone as per the\nenacted law. The de-Dusting system should contain suction hoods on the\ndismantling table connected with a cyclone, bag filter, and venting through a\nchimney three meters height above the roof level.<\/li><li>Collection Box should also be there near the\ndismantling table to collect dismantled components.<\/li><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Authorised Personal Protection Equipments <\/h3>\n\n\n\n<p>Along with tools and E-Waste Dismantling Equipments, workers\nshould also be provided with some safety equipment including: &#8211;<\/p>\n\n\n\n<ol><li>Safety Glasses <\/li><li>Safety Gloves <\/li><li>Gumboots <\/li><li>Face Protection <\/li><li>Shin Guards <\/li><li>Face masks <\/li><\/ol>\n\n\n\n<p>These authorised E-Waste Dismantling Equipments are required\nby the Dismantler to acquire the Authorisation from the competent authority\n(State Pollution Control Board\/Pollution Control Committee)<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Space_authorised_by_Central_Pollution_Control_Board_for_Dismantling_Process\"><\/span>Space authorised by Central Pollution Control Board for Dismantling Process<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>As per the guidelines provided by Central Pollution Control\nBoard for the Environmentally Sound E-Waste Dismantling process, the dismantler\nrequires a place for storing WEEE (Waste Electric and Electronic Equipment)\ntill the stipulated time period of One hundred and eighty days. Further, it is\nprojected for dismantling process including storage of raw material and\nsegregated components as well as dismantling operation with a capacity of\n1T\/day of at least 300 square meters of area.&nbsp;&nbsp;\n<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Responsibilities_of_Dismantler_under_E-Waste_Management_Rules\"><\/span>Responsibilities of Dismantler under E-Waste Management Rules<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>As per the guidelines provided by Central Pollution Control\nBoard for Environmentally Sound E-Waste Dismantling the dismantler has some\nresponsibilities including:-<\/p>\n\n\n\n<ul><li>Dismantler must acquire Consent to establish\nmandated by The Water and Air Act before establishing the Dismantling\noperation. <\/li><li>Dismantler must also acquire Consent to operate\nmandated by The Water and Air Act before initiating the Dismantling operation. <\/li><li>Along with CTE and CTO the dismantler also\nobtains authorisation from State Pollution Control Board\/Pollution Control\nCommittee under E-Waste (Management)Act <\/li><li>Dismantlers are not authorised to dismantle\nfluorescent and other mercury-containing lamps, CRT\/LCD\/Plasma TV. <\/li><li>Dismantler is also responsible to ensure that\nthere is no damage caused by the process of storing and transporting E-Waste. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_process_of_acquiring_an_Extended_Producers_Responsibility_Certificate\"><\/span>The process of acquiring an Extended Producers\u2019 Responsibility Certificate <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>E-Waste Management Act, 2016 regulates the procedure for\nobtaining an E-Waste Dismantler Authorisation from State Pollution Control\nBoard. <\/p>\n\n\n\n<ul><li>For obtaining E-Waste Dismantler Authorisation application is made to State Pollution Control Board or Pollution Control Committee in accordance with the E-Waste Management Act, 2016. <\/li><li>After the application is  submitted, it is inspected and scrutinised by the SPCB to check its compliance with the guidelines. In case of default with the application or documents submitted, it is sent back to the dismantler for amendment. <\/li><li>If there are no errors in the Application submitted and all the documents are found to be verified, the authorisation is granted. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Documents_to_be_submitted_by_producers_for_the_dismantling_of_e-waste\"><\/span>Documents to be submitted by producers\u2019 for the dismantling of e-waste<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The documents required by the dismantler to be submitted\nalong with Form 1 to the Centre Pollution Control Board are: &#8211;<\/p>\n\n\n\n<ol><li>Documents related to Extended Producers\u2019 Responsibility action plan <ol type=\"a\"><li>Quantity of E-Waste generated <\/li><li>Scheme for collection <\/li><li>Assessed budget for implementing Extended Producers\u2019 Responsibility <\/li><li>Framework of the scheme in order to generate awareness <\/li><li>ROHS (Restriction of Hazardous Substances) compliance declaration <\/li><\/ol><\/li><li>Financial and budgetary plan set aside for Extended Producers\u2019 responsibility <\/li><li>Self-declaration for compliance with ROHS (Restriction of Hazardous Substances) as per the format given by the Central Pollution Control Board <\/li><li>Agreement copies made with dealers, Collection Centres, recyclers, treatment, dismantlers, and disposal facilities (TSDFs), storage, etc. <\/li><li>Copy of license\/permissions from the competent department\/ministry for the dismantling of E-Waste:-<ol type=\"a\"><li>TIN (Tax Information Network) Details of the dismantler <\/li><li>PAN (Permanent Account Number) Details of the dismantler <\/li><li>CIN (Company incorporation certificate)<\/li><li>Copy of Import Export Certificate (in case of importers) <\/li><\/ol><\/li><li>The official documents (supplier declaration- description of the product, document for materials, parts, and sub-assemblies, and analytical test result) as a piece of evidence that the decrease of hazardous substance (RoHS) provisions are accumulated by the product based on standard EN 50581 of EU<\/li><li>Attested copy of Authorisation granted by state pollution control board\/pollution control committee under E-Waste (Management and handling) Rules, 2011 in case dismantlers are working outside the country before 01-10-2016 <\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Obligations_of_dismantler_while_dismantling_e-waste\"><\/span>Obligations of dismantler while dismantling e-waste <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The dismantlers in accordance with E-Waste (Management) rules are obligated to adhere to the guidelines provided by <strong>Central Pollution Control Board<\/strong><sup><a href=\"https:\/\/cpcb.nic.in\/\"><strong>[1]<\/strong><\/a><\/sup> for Proper implementation of E-Waste (Management) Rules concerning acquiring of authorization from the State Pollution Control Board\/Pollution Control Committee pursuant to the procedure prescribed under sub-rule (3) of Rule 13.
