RNI has five regional offices Based in Mumbai, Bhopal, Kolkata, Chennai, and Guwahati, governed by the <strong><em>Press &amp; Registration of Books Act<\/em><\/strong><sup><a href=\"https:\/\/www.indiacode.nic.in\/handle\/123456789\/2272?sam_handle=123456789\/1362#:~:text=India%20Code%3A%20Press%20and%20Registration%20of%20Books%20Act%2C%201867&amp;text=Long%20Title%3A,of%20such%20books%20and%20newspapers.\"><strong>[1]<\/strong><\/a><\/sup>, which states that no newspaper should carry a heading similar to any other journal or newspaper already published either in the same or different languages unless the similar individual or organisation governs this, RNI has to perform a particular set of duty &amp; functions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Functions_of_the_Registrar_of_Newspapers_for_India\"><\/span>Functions of the Registrar of\nNewspapers for India<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong>The statutory Functions of the RNI are as\nfollows:-<\/strong><\/p>\n\n\n\n<ul><li>Issuing of Registration Certificate to the\nnewspapers published by valid declaration;<\/li><li>To ensure that which newspapers are published\naccording to the guidelines of PRB Act, 1867;<\/li><li>Providing details to the district magistrates\nrelated to the availability of titles to the intending publishers;<\/li><li>To maintain &amp; compile a Register of\nNewspapers containing particulars about each newspaper published;<\/li><li>Verification of circulation claims produced\nthrough the publishers as part of their yearly claim;<\/li><li>To scrutinise and analyse information or annual\nstatements shared by all the publishers regarding details on circulation,\nownership, etc., this is done according to PRB Act.<\/li><li>Compilation &amp; submission of the report with\nrelevant details and statistics about the press in India to the Government\non\/before 31<sup>st<\/sup> December each year.<\/li><\/ul>\n\n\n\n<p><strong>Non-Statutory Functions of the RNI:-<\/strong><\/p>\n\n\n\n<ul><li>To assess &amp; certify the vital requirements\nof the newspaper establishments to import composing &amp; printing machinery\nand allied materials.<\/li><li>Formulation of newsprint allocation policy-\nissue &amp; guidelines of eligibility certificate to import newsprint and\nprocure indigenous newsprint;<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Publishers_who_need_RNI_Registration_Certificate\"><\/span>Publishers who need RNI\nRegistration Certificate<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Indian or\nForeign entity entering a Publishing sector in India would need an RNI\nRegistration Certificate. In addition, any editorials and magazine publication\nwould need RNI Registration Certificate. Following are the Publisher&#8217;s needs\nRNI Registration Certificate:-<\/p>\n\n\n\n<ul><li><strong>Indian\nNewspaper<\/strong>: Any entity or company entering a newspaper&#8217;s business in India\nmust have an RNI Registration Certificate.
