Plastic, because of its complex structure, has\nmany different types, including:-<\/p>\n\n\n\n<p>1.\nHigh-density polyethene, which includes shampoo bottles, freezer bags, ice\ncream containers and milk bottles<\/p>\n\n\n\n<p>2.\nPolyethene terephthalate (PET) includes Water Bottles, Biscuit trays, and\ndispensing containers.<\/p>\n\n\n\n<p>3.\nLow-density polyethene includes containers, bags, food packaging film or trays.<\/p>\n\n\n\n<p>4.\nPolypropylene microwave dishes, bottle caps, single-use face masks or potato\nchips bags.<\/p>\n\n\n\n<p>5.\nPolystyrene includes cutlery, plates and cups.<\/p>\n\n\n\n<p>6.\nProtective Packaging and hot drink cups are included in Expanded Polystyrene\n(EPS)<\/p>\n\n\n\n<p>With\nthese many types, plastic is considered one most used materials, which is also\nmost responsible for increasing pollution and waste in India. As per the CPCB\n(central pollution control board) report recording the 8% contribution of\nplastic in solid waste, Delhi is number one, followed by Kolkata and Ahmedabad\nin the matter of producing the maximum quality of plastic waste. Along with\nthis, during the latest reports as per Union Environment Minister, India\ngenerates around 3.5 mn. Tonnes of plastic waste per annum, with only 60% being\nrecycled.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"PET_Bottle_scrap\"><\/span>PET Bottle scrap <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Poly\nEthylene Terephthalate, or PET, is one of the more widely used plastic-type in\nIndia, with over 0.9 million tonnes of production. With this much production,\nPET also contributes to an increasing pile of plastic waste, with PET bottles\ngenerating 7.27% of plastic waste all around the world. It is estimated that\naround 480 billion plastic bottles were sold in 2016 across the globe, coming a\nlong way from 300 billion just a decade ago.<\/p>\n\n\n\n<p>This\namount of plastic bottles contributes most to the plastic waste creating the\nurgent need for more recycling businesses and plants as well as import units to\nbe established across the world. This is so that plastic waste can be sent from\nhigh consumption countries to low consumption countries, benefitting both\nstates firstly by decreasing the amount of plastic waste in one state and\nincreasing the raw material required for recycling in another state to increase\nits overall market and development.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Need_for_Import_of_Plastic_in_India\"><\/span>Need for Import of Plastic in India<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Although\nthe plastic consumption and generation rate in India is going through the roof,\nthe amount of plastic that actually goes for recycling in recycling units is\nstill very low, resulting in less raw material for the recycling units. Due to\nthis, recently government lifted the ban on plastic waste import that was\nimposed in 2019 because of the hike in the import rates from 12,000 tonnes in\nFY16-17, which increased at the rate of 290% in Financial Year 2017-2018 up to\n48,000 tonnes. But then, in 2021, around seven companies filed an application\nfor the Import of 93,000 tonnes of plastic waste from countries like Germany,\nCanada and America. After this application and concern from many other\nindustries, the Import of plastic having 50% recycling capacity was allowed to\nbe imported up to 90,000 tonnes.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Process_for_acquiring_PET_bottle_scrap_import_licence\"><\/span>Process for acquiring PET bottle scrap import licence<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Although\nthe ban is lifted in India regarding plastic scraps, the government to regulate\nthe influx of PET Bottle scrap made it mandatory for the importers to acquire\nPET bottle scrap import licence, which has been decided through the consultation\nwith Department of Chemicals &amp; Petrochemicals and Ministry of Environment,\nForest and Climate Change.<\/p>\n\n\n\n<ul><li>To obtain a PET bottle scrap import licence, one has to apply with the Director-General of Foreign Trade the consultation with the Department of Chemicals &amp; Petrochemicals and the Ministry of Environment, Forest and Climate Change.<\/li><li>Only permitted to the users who have recycling facility and are registered with the concerned state\/Centre Pollution Control Board.<\/li><li>The importer is also required to have a pollution clearance certificate from the state pollution control board where the unit is established, along with a capacity assessment certificate.<\/li><li>After this, a certificate from the exporting factory is also required.<\/li><li>Then the declaration from Custom Authorities is also required on the matter that imported product does not have any toxic\/non-toxic contamination.<\/li><li>Then after this, the samples are also sent for analysis and scrutiny.<\/li><li>After the sample reports come back, the import license or authorization is granted by the Director-General of Foreign Trade with the consultation with the Department of Chemicals &amp; Petrochemicals and the Ministry of Environment, Forest and Climate Change.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Documents required for an application.<\/h3>\n\n\n\n<p>The\nlist of documents required while filing for application with the\nDirector-General of Foreign Trade<\/p>\n\n\n\n<ol><li>Import- Export Code (IEC) issued by the <strong>DGFT<\/strong><sup><a class=\"text-primary\" href=\"https:\/\/www.dgft.gov.in\/CP\/\"><strong>[1]<\/strong><\/a><\/sup>.<\/li><li>GST certificate<\/li><li>Pollution Clearance certificate<\/li><li>Certificate of clearance from the exported factory<\/li><li>ID proof of Proprietor &amp; all Partners\/ all Directors.
