These categories are set according to\nthe pollution index caused by the operation of those industries by the Ministry\nof Environment, Forest and Climate Change and Central Pollution Control Board.<\/p>\n\n\n\n<p><strong>The different categories of Industries are: &#8211;<\/strong><\/p>\n\n\n\n<p><strong>White Category-<\/strong> Manufacturing process of the Industry which causes a minuscule amount of Pollution with the Pollution Index less or equal to 20.<\/p>\n\n\n\n<p><strong>Green Category- <\/strong>Manufacturing Process of the Industry which do cause Pollution but in low amount with a pollution index of between 21 to 40.<\/p>\n\n\n\n<p><strong>Orange Category-<\/strong> Industries have high pollution Index of 41 to 59.<\/p>\n\n\n\n<p><strong>Red Category-<\/strong> Industrial process which causes the highest amount of Pollution with a pollution index of 60 and above.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Environmental_Impact_of_Cotton_Textile_Industry_in_India\"><\/span>Environmental Impact of Cotton Textile Industry in India<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Cotton in India\nis not only considered necessary for the sake of culture but also for the sake\nof the economy, with approximately 250 million of the population dependent on\nthe Cotton textile industry for their livelihood. It is estimated that India,\none of the largest producers of Cotton, contributes around 22% of the global\ncotton production.<\/p>\n\n\n\n<p>With this much\nproduction, it becomes evident that India is also bearing the most prominent\nenvironmental impact that occurs due to Cotton Production. These adverse\nenvironmental impacts include an increase in Global warming caused due to\nrealise of nitrous oxide, which is 310 times more potent in causing the\ngreenhouse effect. Then it also causes Water Pollution by firstly consuming a\nlarge amount of water. Then the wastewater is disposed of in the waterbody\ncontaining all sorts of chemical and toxic dyes. On top of this, it also causes\nSoil degradation and erosion because of extensive land that is occupied for\ncotton production and the constant infiltration of chemicals used for cotton\nproduction into the soil.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Certificate_to_Consent\"><\/span>Certificate to Consent<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Once the adverse effect of the Cotton Textile industry, including the Spinning and weaving process on the environment, was realised by the authorities, including the <strong>Ministry of Environment, Forest and Climate Change<\/strong><sup><a href=\"https:\/\/moef.gov.in\/en\/\"><strong>[1]<\/strong><\/a><\/sup><strong>,<\/strong> they were put under the scrutiny of the Central and State Pollution Control Board. Along with this, it was also made mandatory for them to acquire a Certificate of Consent.<\/p>\n\n\n\n<p>Certificate of\nConsent is acquired as per the Water (Prevention and Control of Pollution) Act,\n1974 and The Air (Prevention and Control of Pollution) Act, 1981 in order to\ncontrol and manage the Air and water pollution caused due to manufacturing\nprocess of the Industry. These certificates are issued by the concerned State\nPollution Control Board as per their functions listed under the sections 3 and\n4 of the Water (Prevention and Control of Pollution) Act, 1974.&nbsp;<\/p>\n\n\n\n<p>Under Section 25\nand Section 21 of the Water (Prevention and Control of Pollution) Act, 1974 and\nThe Air (Prevention and Control of Pollution) Act, 1981, respectively, establish\nthe procedure for grant of Certificate of Consent before the Industry is\nestablished and operate.&nbsp;<\/p>\n\n\n\n<p><strong>There are two types of Certificate of Consent that are provided by the State pollution control board:<\/strong><\/p>\n\n\n\n<p><strong>Consent to Establish PCB: &#8211;<\/strong> Under the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981, manufacturers are required to acquire the Consent to Establish before the establishment of the Industry. It is also called the <a href=\"https:\/\/corpbiz.io\/noc-pollution-control-board\"><strong>State Pollution Control Board NOC<\/strong><\/a>.\u00a0<\/p>\n\n\n\n<p>The Manufacturer\nis required to register for the certificate through the online portal first by\nregistering to it and then submitting the application with all the required\ninformation along with the documents required to be attached by SPCB\/CPCB along\nwith the application. After the application is successfully submitted, the\npremises are inspected by the officer of the Pollution Control Board.&nbsp;<\/p>\n\n\n\n<p>Consent to\nOperate PCB: &#8211; Consent to operate is issued by the State Pollution Control\nBoard once the Industry is established and is ready to operate after acquiring\nConsent to establish. This certificate is also stipulated under the Water\n(Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and\nControl of Pollution) Act, 1981, which is given as per the different categories\nof the Industries.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Acquiring_Consent_to_Operate_PCB_for_Cotton_Spinning_and_Weaving_Business\"><\/span>Acquiring Consent to Operate PCB for Cotton Spinning and\nWeaving Business<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Consent to\noperate PCB for Cotton spinning and weaving business is a provided by the concerned\nstate pollution Control board to the manufacturers after they have established\nthe Industry and acquired Consent to establish and the unit is now ready to\noperate. Industries falling under the White category are exempted from\nobtaining Consent to Operate PCB.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Procedure<\/h3>\n\n\n\n<p>The procedure to\nacquire Consent to operate involves various steps:-<\/p>\n\n\n\n<ol><li>The required\n     application form available on the official site of the concerned state\n     pollution authorities must be filled out and uploaded within stipulated guidelines.<\/li><li>Then the\n     documents requested, along with the fees, are to be uploaded on the site.<\/li><li>Once the\n     document and fees are submitted, the application is sent to the authorised\n     personnel for revision which is then followed by personal Inspection and\n     preparation of a detailed analysis report which is submitted to the\n     sub-regional officer.<\/li><li>At last,\n     after this, the application is either approved or rejected.<\/li><li>For textile\n     industries, including the Cotton spinning and Weaving industry, the\n     Consent to operate that is issued or about to be issued shall be linked\n     with the compliance notification for automatic withdrawal of Industry in\n     case they don\u2019t comply with the standards.<\/li><\/ol>\n\n\n\n<p>Once the Consent\nto operate PCB is given, the certificate remains valid for a period of 5 years\nfor the red category, ten years for the orange category and 15 years for the\ngreen category. For Consent to operate, renewal is to apply through Online\nConsent Management &amp; Monitoring System before the expiration of previous\nDPCC Consent to operate.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Documents required for Consent to operate PCB<\/h3>\n\n\n\n<ol><li>Electricity\n     Bill<\/li><li>Proof of\n     ownership<\/li><li>Water Bill<\/li><li>Pan Card and\n     the Aadhar Card<\/li><li>Municipality\n     or Industry license<\/li><li>Health Trade\n     License<\/li><li>Site Plan<\/li><li>CA Letter on\n     the total cost of the project<\/li><li>FSSAI\n     Certificate (for food-related business)<\/li><li>GST\n     certificate<\/li><li>Environmental\n     Statement (form-V)<\/li><li>Authorisation\n     Letter<\/li><li>Factory\/Trade\n     License<\/li><li>Proof of\n     Registration of unit<\/li><\/ol>\n\n\n\n<p>Apart from these\ndocuments, the Manufacturer also has to show Consent to establish,\nManufacturing process Layout plan and solid waste effluent, hazardous waste and\nfuel gases latest analysis report.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p> Although Sustainable Cotton textile production has been reported to have a lot of prospective in the market due to a lack of proper awareness among the producers and manufacturers, it faces a serious setback.
