This has led to the world slowly\nand steadily coming to the realization of the evils of using plastic and its\nnon-biodegradable properties. This rapid increase in the plastic waste can be\nblamed for the rapid increase in urbanization, use of plastic in every aspect\nof life, including food and vegetable packaging, as well as an increase in the\nreach of retail chains.&nbsp;&nbsp;<\/p>\n\n\n\n<p>It is estimated\nby the Ministry of Petroleum and Natural gas that per capita consumption of\nPlastic in India will be 20 Kg by 2022. With the central pollution control\nboard report recording the 8% contribution of plastic in solid waste, Delhi is\nnumber one, followed by Kolkata and Ahmedabad in the matter of producing the\nmaximum quality of plastic waste. Along with this, during the latest reports as\nper Union Environment Minister, India generates around 3.5 million tonnes of\nthe plastic waste every year, with only 60% is being recycled. In contrast, the\nremaining 40 % is either dumped in the landfills or secluded areas or is\nburned, both of which cause both environmental as well as health hazards.<\/p>\n\n\n\n<p>Plastic, derived\nfrom the Greek term &#8220;Plastikos&#8221;, is defined as material which is fit\nfor moulding, indicating the various valuable properties of the plastic,\nincluding plasticity and malleability. There are many different categories of\nplastic, but the single-use plastic is known to cause maximum environmental\ndamage.<\/p>\n\n\n\n<p><strong>The single-use plastic includes:-<\/strong><\/p>\n\n\n\n<ol><li>Low-density\n     polyethene includes containers, bags, food packaging film or trays.<\/li><li>Polypropylene\n     microwave dishes, bottle caps, single-use face masks or potato chips bags.<\/li><li>Polystyrene\n     includes cutlery, plates and cups.<\/li><li>High-density\n     polyethene, which includes shampoo bottles, freezer bags, ice cream\n     containers and milk bottles<\/li><li>Polyethene\n     terephthalate (PET) includes Water Bottles, Biscuit trays, and dispensing\n     containers.<\/li><li>Protective\n     Packaging and hot drink cups are included in Expanded Polystyrene (EPS)<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"EPR_Responsibility_of_the_producers\"><\/span>EPR Responsibility of the producers&#8217;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Responsibility\nlevied on producers&#8217; regarding the management of products which are declared as\nwaste and are of no use to the consumers is defined as Extended Producer&#8217;s\nresponsibility. This definition makes producers responsible for the collection,\nsegregation and transportation to the authorized waste disposal facility of the\nplastic waste, whether by themselves or by delegating the duties to the third\nparty like the registered producers&#8217; responsibility organization.<\/p>\n\n\n\n<p>For applying for\nEPR Application, the producers have to fill the required form as per Forms I,\nII and III according to the business while attaching all the signed and\nauthorized documents with the application. Then this application is submitted\nto the concerned state pollution control board as per the individual guidelines\nof all the states. After the scrutiny of the application and the documents\nsubmitted, the certificate is granted.<\/p>\n\n\n\n<p><strong>The documents required for the EPR Application include:-<\/strong><\/p>\n\n\n\n<ol><li>Address\n     Proof<\/li><li>PAN Card<\/li><li>GST\n     Certificate<\/li><li>Certificate\n     of incorporation in case of the company<\/li><li>Factory\n     license<\/li><li>Layout\/unit\n     plan<\/li><li>MOA\n     (Memorandum Of Association)<\/li><li>AOA\n     (Articles of Association)<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Setting_up_Plastic_Scrap_Business\"><\/span>Setting up Plastic Scrap Business<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The process of\nsetting up a plastic scrap business include process such as: &#8211;<\/p>\n\n\n\n<ol><li>Collection\n     of Plastic scrap through local bodies, rag pickers, collection drives,\n     scrap dealers or Producers&#8217; responsibility organizations.<\/li><li>Sorting\n     different types of plastic scrap into different categories.<\/li><li>Washing of\n     plastic scraps<\/li><li>Shredding\n     and resizing<\/li><li>Identification\n     of shredded plastic and separation of the pieces<\/li><li>Compounding\n     that is melding plastic to convert it into pellets and granules<\/li><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Basic requirements for setting up plastic scrap business<\/h3>\n\n\n\n<p>For setting up a\nplastic scrap business, some basic requirements need to be fulfilled:-<\/p>\n\n\n\n<ul><li>Firstly the\n     producers have to arrange for the land of appropriate size as per the size\n     of the unit, equipment and utility.<\/li><li>After the\n     land is arranged, the producer also needs to arrange the small room or\n     enclosed space within that land.<\/li><li>Then the\n     plastic scrap business requires the proper machine to function and\n     operate.<\/li><li>And at last,\n     the workers and technicians with proper knowledge and work experience are\n     hired.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Process of setting up the plastic scrap business<\/h3>\n\n\n\n<p>For <a href=\"https:\/\/corpbiz.io\/plastic-waste-recycling-plant-pwm-setup\"><strong>setting up a plastic scrap business<\/strong><\/a>, one has to go through a lengthy process and have to submit a lot of documents so that it becomes easier for the authorities to verify and track the activities of the business owners.<\/p>\n\n\n\n<p>Therefore,\nfirstly in the starting, the business owner or the producers needs to register\nas per Plastic Waste (Management) Rules, 2016 under Rule 13 with the Concerned\nState Pollution Control Board. The process of registration includes: &#8211;&nbsp;<\/p>\n\n\n\n<ol><li>Firstly sign\n     up to the official site of the state pollution control board, which will\n     automatically generate the Industry Registration ID.<\/li><li>After the\n     Industry Registration ID is generated, the producer has to register the\n     manufacturing unit\/ plastic scrap business as per the categories of the\n     company established like LLP, Public Limited Company, One Person Company,\n     Private Limited Company, Partnership[ firm and sole partnership<\/li><li>After that,\n     the business owner has to fill out Form II once they have a login to the\n     official site.<\/li><\/ol>\n\n\n\n<p><strong>Form II requirements<\/strong><\/p>\n\n\n\n<ul><li>Recyclers&#8217;\n      Name and Address<\/li><li>The\n      authorized status of disposal units<\/li><li>Authorized\n      person information<\/li><li>Number\n      of workers in the facility<\/li><li>Details\n      of the Products and production capacity<\/li><li>Amount\n      of waste generated during the process<\/li><li>Starting\n      date of Manufacturing facility<\/li><li>Consent\n      certificate validity status&nbsp;&nbsp;<\/li><li>Flow\n      diagram of the production process<\/li><li>Waste\n      collection and transportation<\/li><li>Occupational\n      safety and health aspects etc.<\/li><\/ul>\n\n\n\n<p><strong>With Form II, the following documents are required to be submitted:-<\/strong><\/p>\n\n\n\n<ol><li>Proof of\n     sale in more than two states (GST\/Tax invoice)<\/li><li>Certificate\/Registration\n     authorized by state pollution control board\/Pollution Control Committee<\/li><li>Certificate\n     of Consent from Air and Water Act<\/li><li>Extended\n     Producers&#8217; Responsibility Action Plan.&nbsp;&nbsp;<\/li><li>Agreement of\n     Producers\u2019\/Importers\/Brand Owners&#8217; with Waste Management Act (If\n     Applicable)<\/li><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Consent certificate under Air and Water Act<\/h3>\n\n\n\n<p>The business owner must apply for a certificate of consent as a mandatory practice regulated under <strong>The Air and The Water Act<\/strong><sup><a href=\"https:\/\/cpcb.nic.in\/water-pollution\/\"><strong>[1]<\/strong><\/a><\/sup><strong> <\/strong>from State Pollution Control Board. The business owner of a plastic scrap business has to apply for two types of consent.&nbsp;<\/p>\n\n\n\n<ul><li>Consent to establish or No objection Certificate required by the manufacturer for establishing the industry.<\/li><li>Then consent to operate is required after the industry is established and is now ready to operate. It is acquired only after the certificate to establish is issued.&nbsp;<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>When calculated, it is found that proper management of plastic waste and recycling of plastic saves around 80% of the total energy which is spent on the production of new plastic, ultimately reserving the precious Natural resources which are non-perishable. However, India&#8217;s scrap business and recycling market is increasing at a steady pace of 6.06 million tonnes in the financial year 2021, which is estimated to grow to 12.43 Million Tonnes by the Financial Year 2030 with the rate of 6.98% by the financial year 2030. There is still a considerable quantity of plastic that is disposed of at the nearest water body, on secluded land or burned, creating more pollution.
