Dismantling is usually a manual\noperation as the separation of various components of e-waste has to be done\ncarefully so that the component is not destroyed in the process. Functional\ncomponents can be straightaway sent to be used as spares while other parts are sent\nto authorised recyclers depending upon the nature of the part. Components which\nmay contain hazardous constituents must be sent to authorised recyclers and mining\nof metals should not be performed if the dismantler does not have the\nauthorisation and required expertise to do so.<\/p>\n\n\n\n<p><strong>Dismantling of e-waste involves the following operations<\/strong><\/p>\n\n\n\n<ul><li>De-dusting<\/li><li>Manual\nDismantling of e-waste using\nappropriate tools into different components and parts.<\/li><li>Volume\/Size\nreduction can also be carried out after the dismantling of e-waste parts made of steel, aluminium or plastic\nfor equipment like refrigerators, washing machines, CRT monitors etc., for ease\nof transportation. <\/li><\/ul>\n\n\n\n<p>Having facilities as per the Central Pollution Control Board guidelines and authorisation and consent from the concerned <a href=\"https:\/\/corpbiz.io\/state-pollution-control-board-spcb-noc\"><strong>State Pollution Control Board (SPCB)<\/strong><\/a> is necessary for any dismantling unit to operate in the country. The following documents are needed in\nthis step<\/p>\n\n\n\n<ul><li>Duly filled application<\/li><li>CTE granted by the SPCB<\/li><li>Certificate\n     of registration issued by District Industries Centre<\/li><li>Proof\n     of installed capacity of plant and machinery issued by the District\n     Industries Centre<\/li><li>Process\n     flow chart for dismantling E-waste.<\/li><li>Details\n     of Air Pollution Control Devices installed<\/li><li>Details\n     of Effluent treatment Plant installed.<\/li><li>Membership\n     and registration with authorised TSDF operator<\/li><li>Power\n     of Attorney\/Authority letter <\/li><li>Details\n     of facilities and arrangements installed for dismantling e-waste and\n     managing hazardous waste.<\/li><li>Copy\n     of Allotment Letter.<\/li><\/ul>\n\n\n\n<p><strong>Consent to Operate<\/strong><\/p>\n\n\n\n<p>&nbsp;SPCB issues Consent to operate after CTE has\nbeen given to the unit for Dismantling of e-waste and all necessary parameters\nof pollution control mechanisms have been installed. A site inspection is\ncarried out before issuing CTO after scrutiny. This can be a lengthy process as\nit involves many formalities and documents like<\/p>\n\n\n\n<ul><li>Land-related documents (rent agreement, porcha,\n     lease document, rent receipt etc.) <\/li><li>Gross Capital Investment Certificate<\/li><li>&nbsp;site\n     plan with road map\/route map<\/li><li>A detailed report of the project along with\n     details of emission, effluent, solid waste management plan, raw materials,\n     finished products, and manufacturing process, including a list of\n     machines.<\/li><li>Copy of Consent to Establish (NOC) Certificate <\/li><li>Test Reports for emission\/effluent (done within\n     the last year)<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Premise_specific_requirements_for_dismantling\"><\/span>Premise specific\nrequirements for dismantling<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Fulfilling all legal requirements by E-waste dismantling unit can\nbe a challenging task and proper guidance by experts in this field can make\nthis process easier. Below are some measures that must be implemented to ensure\na safe and proper dismantling of e-waste so that all the above licences and authorisations\nare issued without any hassle at the time of site inspection by the SPCB.<\/p>\n\n\n\n<ul><li>Waterproofing the roof and porous surfaces along with appropriate spillage collection facilities.<\/li><li>Maintain appropriate Space for dismantling and storage for dissembled spare parts.<\/li><li>Appropriate containers for storage of batteries, capacitors containing PCBs (Polychlorinated biphenyls) or <strong>PCTs (Polychlorinated terphenyls<\/strong><sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Polychlorinated_terphenyl\"><strong>[1]<\/strong><\/a><\/sup><strong>).<\/strong><\/li><li>Adequate measures to handle hazardous waste like brominated flame retardants, lead, cadmium, mercury, plastic waste and hexavalent chromium compounds if dismantling parts contain these hazardous chemicals.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Post_licencing_Compliances_to_be_followed_by_a_dismantler\"><\/span>Post licencing Compliances to be followed by a dismantler<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The SPCB will issue the CTO and the unit\ncan start its operation of the dismantling\nof e-waste. However certain compliances need to be met by the dismantler\nmentioned in the NOC during the course of its operation. These compliances can\nbe along the lines of the following safety measures like<\/p>\n\n\n\n<ul><li>During\nthe size reduction of dismantled items made of steel\/aluminium\/plastic parts,\nthe dismantlers should have dust and noise controls. Dismantling of e-waste should be under enclosure for noise\nreduction to permissible limits. <\/li><li>Directly\nusable components are sent to an authorised refurbisher while other parts to\nrecyclers with a valid CTO.<\/li><li>Dismantlers\nmust not carry out shredding\/ crushing\/ fine grinding\/wet grinding\/ enrichment\noperations or separation of printed circuit board or the components attached\nwith the circuit board through gravity\/ magnetic\/density\/eddy current.<\/li><li>While\ndismantling of e-waste, chemical\nleaching, heating or melting of the material is not permitted. <\/li><li>Dismantler\nshould have adequate facilities to dispose of bag filter residue securely.<\/li><li>Dismantlers\nshould not break CRTs. It should be sent to authorised e-waste recyclers. In\ncase of refrigerators and air conditioners before dismantling the compressors, adequate\nmeasures should be implemented to recover coolant\/refrigerant gases and\ncompressor oils.<\/li><li>Dismantler\nmust not store dismantled circuit boards, CRTs, capacitors, batteries,\ncapacitors containing PCBs (Polychlorinated biphenyls) or PCTs (Polychlorinated\nterphenyls) etc. in the open.<\/li><li>The\ndismantled parts must be sent to authorised e-waste recyclers or recyclers\nhaving a valid consent to operate (CTO). <\/li><li>The\nworkers should use personal protective equipment such as goggles, masks,\ngloves, helmets, gumboots etc.<\/li><li>&nbsp;Batteries, printed circuit boards (PCBs) of\nEEE, toner cartridges, plastic parts and external electrical Cables components\nmust be removed from the end of life products and stored safely for\ntransportation to recyclers.<\/li><li>Dismantled\nand segregated plastic from e-waste is only given to registered plastic recyclers.<\/li><li>Dismantler\nmust maintain a record of dismantled e-waste and send it to an authorised\nrecycler and produce this record for scrutiny by CPCB or SPCB when demanded.\nDismantler must maintain record of each delivery received.<\/li><li>Dismantler\nmust not process any e-waste for recovery or refining of metals unless the unit\nhas been authorised by the concerned SPCB as a recycler for refining and\nrecovery of materials.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Licensing is one of the most crucial aspects to be handled before starting any business. Proper authorisation ensures smooth functioning of units especially when it comes to the recycling sector. Recent initiatives by many states under the ease of doing business have tried to streamline this process but in e-waste recycling is a complex issue with many environmental agencies guarding the whole sector like hawks, the process can become tedious and time-consuming.
