BIS continues to resolve the issues triggered by\ntechnological advancements and changes, environment and energy conservation,\nclimate change, facilitation of trade, and health and safety conditions. Each\nof the councils has number of sectional committees functional under it. The\nnorms cover key segments of the economy and aid the industries in improving the\nquality of services and products.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Cross-border_activities_conducted_by_BIS\"><\/span>Cross-border activities\nconducted by BIS<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong><em>International\nOrganization for Standardization (ISO)-<\/em><\/strong><\/p>\n\n\n\n<p>ISO is an autonomous, non-governmental enrolment institution and the world&#8217;s prominent developer of the voluntary global norm. BIS is one of the founding members of ISO and is proactively engaged in the development of global standards by serving as a Participating member or Observer member on various working groups, Technical Committees, Sub-Committees, etc.<\/p>\n\n\n\n<p><strong><em>International\nElectro-technical Commission (IEC)-<\/em><\/strong><\/p>\n\n\n\n<p>IEC came to\neffect in 1906, and it is a leading global institution for the formulation and\nenactment of global standards relating to electrical, electronic, and other\nsuch technologies.<\/p>\n\n\n\n<p><strong><em>Regional\nand Bilateral Cooperation-<\/em><\/strong><\/p>\n\n\n\n<p>BIS has been\nproactively engaged in the Regional and Bi-lateral Cooperation Programmes\nrelating to testing, standardization, training, certification etc. Till now,\nthis apex institute has entered into various MoUs with national standards\nbodies of many nations.<\/p>\n\n\n\n<p>BIS also plays a\npivotal role in the preparation and enactment of regional standards and\nconformity assessment schemes for the SAARC nations under the SARSO, i.e. South\nAsian Regional Standards Organization<\/p>\n\n\n\n<p><strong><em>World\nTrade Organization<\/em><\/strong><\/p>\n\n\n\n<p>For matters\nrelating to Technical Barriers to Trade (WTO-TBT), BIS serves as the National\nEnquiry Point for WTO -TBT.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Product_Certification_Scheme_under_BIS\"><\/span>Product Certification\nScheme under BIS <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>BIS has a scheme for ensuring compliance with Indian standards, which is known as a Product Certification Scheme. BIS standard mark affixed on the products implies conformity to the required Indian standard. Before issuing the <a href=\"https:\/\/corpbiz.io\/bis-registration\"><strong>BIS Certificate<\/strong><\/a> to any OEM or manufacturer, BIS makes some compliance checks relating to fundamental infrastructure and capability. It&#8217;s worth noting that the BIS certification scheme is not mandatory for all types of products. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Foreign_Manufacturers_Certification_Scheme_FMCS\"><\/span>Foreign Manufacturers\nCertification Scheme (FMCS)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>BIS has been functioning as an autonomous scheme for overseas manufacturers to certify goods manufactured abroad. Under this scheme, manufacturers from abroad can seek <strong><a href=\"https:\/\/corpbiz.io\/fmcs-bis-certification\">BIS FMCS certification<\/a><\/strong> to mark or certify their product(s) with <strong>BIS standards<\/strong><sup><a href=\"https:\/\/www.bis.gov.in\/\"><strong>[1]<\/strong><\/a><\/sup> after ensuring conformity with the provided Indian standard(s).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Declaration_of_Conformity\"><\/span>Declaration of Conformity<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>This registration\nscheme is a simplified process of conformity assessment. Under this scheme,\nmanufacturers can make a declaration that their product(s) affirms the Indian\nstandard.<\/p>\n\n\n\n<p>The Ministry of\nElectronics and Information Technology (MeitY) notified &#8220;Electronics and\nInformation Technology Goods (Requirements for Compulsory Registration) Order,\n2012&#8221; on 3 October 2012, mandating Compulsory Registration from BIS for\nElectronics and Information Technology (IT) products. BIS had also notified a\nseparate &#8216;Standard Mark&#8217; for the Registration Scheme.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Hallmarking_Scheme_for_Jewellers\"><\/span>Hallmarking Scheme for\nJewellers <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Issuing Hallmark Certificates for Jewellery and artefacts is another crucial role of BIS in India. BIS introduced the said scheme in April 2000 to facilitate third-party assurance to end-users on the purity and fineness of the gold Jewellery. BIS also came up with another Hallmarking scheme for Silver Jewellery\/artefacts five years later.<\/p>\n\n\n\n<p>Under the said scheme, the jewellers need to apply for <strong><a href=\"https:\/\/corpbiz.io\/hallmark-registration\">BIS Hallmark registration<\/a><\/strong> to sell hallmarked Jewellery. The assurance of the purity and fineness of Jewellery under the scheme depends on the testing conducted by the <strong><a href=\"https:\/\/corpbiz.io\/assaying-and-hallmarking-centre\">Assaying &amp; Hallmarking (A&amp;H) centres<\/a><\/strong>. These centres are BIS recognized and operate in line with hallmarking standards.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"BIS_Certified_Testing_Labs\"><\/span>BIS Certified Testing Labs\n<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>To facilitate\nwidespread testing coverage for certification, BIS has constituted eight labs\npan India, namely;<\/p>\n\n\n\n<ul>\n<li>Central\nLaboratory (CL), Sahibabad;<\/li>\n\n\n\n<li>Western\nRegional Office Laboratory (WROL), Mumbai;<\/li>\n\n\n\n<li>Northern\nRegional Office Laboratory (NROL), Mohali;<\/li>\n\n\n\n<li>Eastern\nRegional Office Laboratory (EROL), Kolkata;<\/li>\n\n\n\n<li>Southern\nRegional Office Laboratory (SROL), Chennai;<\/li>\n\n\n\n<li>Bangalore\nBranch Office Laboratory (BNBOL), Bangalore;<\/li>\n\n\n\n<li>Patna\nBranch Office Laboratory (PBOL), Patna;<\/li>\n\n\n\n<li>Guwahati\nBranch Office Laboratory (GBOL), Guwahati.<\/li>\n<\/ul>\n\n\n\n<p>Additionally, BIS\nhas established various NABL accredited labs to conduct relevant testing\nactivities for conformity assessment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Role_of_BIS_on_account_of_Training_facilitation\"><\/span>Role of BIS on account of\nTraining facilitation<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>BIS imparts\ntraining via NITS (National Institute of Training for Training Standardization)\nto the management and technical officials from different sectors and nations.\nThe institute also conducts Training Programmes for under-developed nations\nunder various cooperation schemes of GOI.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Role_of_BIS_on_account_of_End-users_affairs_and_publicity\"><\/span>Role of BIS on account of\nEnd-users&#8217; affairs and publicity<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>BIS strives to provide\nawareness and advocate quality amongst all end-users via different awareness\nprogrammes:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Consumer Awareness\nProgrammes<\/h3>\n\n\n\n<p>For advocating\nthe notion of certification, quality and standardization among the end-users,\nBIS conducts a nationwide awareness program with the help of branch offices and\nConsumer Organizations. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Industry Awareness\nProgrammes<\/h3>\n\n\n\n<p>To incentivize\nproduct certification, standardization, and management systems certification\namong relevant industries, BIS conducts Industry Awareness Programmes<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Educational\nUtilization of\nStandards Programmes<\/h3>\n\n\n\n<p>BIS organizes\nEUS, i.e. Educational Utilization of Standards Programmes, for students and\nteachers of colleges, schools etc. to provide the young minds with the conceptand\nadvantages of standardization<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Public Grievances<\/h3>\n\n\n\n<p>BIS has a\ndedicated portal for resolving consumers&#8217; complaints. The registered complaints\nare tracked and accordingly addressed in a time-bound manner. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Public Relations<\/h3>\n\n\n\n<p>BIS has a\nseparate department that deals with public relations.
