On failure to do so, the entire amount\n     of the bidder shall be forfeited.&nbsp;<\/li><li>The successful bidder shall make his\n     own arrangement for lifting the disposed of items, such as transportation,\n     labour, etc.&nbsp;<\/li><li>The handling or disposal of\n     Information Technology related e-waste such as a printer, fax machines,\n     etc., is the sole responsibility of the bidder.&nbsp;<\/li><li>The bidder participating in the\n     e-waste auction in India shall be registered with the appropriate\n     Government Agency as per the E-waste (Management &amp; Handling) Rules,\n     2011 and its amendment.&nbsp;<\/li><li>The quotation letter should be sealed\n     with the mark related to the auction and the proper address of the\n     authority inviting such tender.<\/li><li>The authorities have the right to\n     either accept or reject the quotation letter without giving any reason.<\/li><li>The decision to accept or reject the\n     bid \/tender shall lie with authority on the basis of eligibility criteria\n     and the highest bid, and such a decision will be final.&nbsp;<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Eligibility_Criteria_for_the_bidders\"><\/span>Eligibility Criteria for the bidders<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\ngeneral eligibility or pre-qualification criteria required for a bidder are as\nfollows:<\/p>\n\n\n\n<ul><li>The bidder firm should be registered\n     with the Central Pollution Control Board, State Pollution Control Board or\n     Pollution Control Committee with an enclosed copy of supporting\n     documents.&nbsp;<\/li><li>Such a firm should have\n     Environmentally Sound Management Facilities regarding the disposal of\n     e-waste as per the norms provided by the Government with an enclosed copy\n     of supporting documents.<\/li><li>The bidder firm or company should be\n     registered in India with an enclosed copy of supporting documents.<\/li><li>PAN number and GST number with an\n     enclosed copy of supporting documents.<\/li><\/ul>\n\n\n\n<p>Apart\nfrom these eligibility criteria, the authority or company inviting the tender\ncan also impose some criteria on their own.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Documents_to_be_submitted_along_with_the_bid\"><\/span>Documents to be submitted along with the bid<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\ndocuments to be attached with the bid are the following:<\/p>\n\n\n\n<ul><li>Address proof including electricity      bill, Aadhar card, driving license, voter ID, etc.<\/li><li>Copy of PAN Card<\/li><li>Copy of <strong>VAT<\/strong><sup><a class=\"text-primary\" href=\"https:\/\/en.wikipedia.org\/wiki\/Value-added_tax\"><strong>[1]<\/strong><\/a><\/sup> registration (if any)<\/li><li>Copy of registration and authorisation for disposal of e-waste issued by the Pollution Control Board or Pollution Control Committee.\u00a0<\/li><li>Earnest Money Deposited Fee<\/li><li>Bank Account Details, such as a Passbook or cancelled cheque.<\/li><\/ul>\n\n\n\n<p>Along\nwith these, the Bid form, terms and conditions, list of E-waste items, the\ncommercial offer and the signed documents are also attached as per the\nrequirement of the invitation of the bid or tender.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Bidding_procedure_of_E-waste_auction_in_India\"><\/span>Bidding procedure of E-waste auction in India<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nprocedure of bidding is decided by the authorities or companies inviting the\nbid. However, the following can be regarded as the general procedure for the\nauction of e-waste in India:<\/p>\n\n\n\n<ul><li>Bids in sealed envelope with the mark\n     of the title of the invitation are delivered at the appropriate address of\n     the inviting authority within the time period prescribed under the\n     invitation.<\/li><li>Bids must be delivered along with the\n     Earnest Money Deposited (EMD), as a bid without EMD will be rejected.<\/li><li>All columns of the bill should be duly\n     filled, and additional information should be attached separately and\n     referred to in the relevant column of the bid form.<\/li><li>Bids are opened at the decided place,\n     time and date in the presence of all the attending\/present bidders.<\/li><li>The bidders present at the prescribed\n     place and time sign the attendance register as evidence of their\n     presence.&nbsp;<\/li><li>The bidder&#8217;s name and other requisite\n     details are announced at the time of bid opening.&nbsp;<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The e-waste auction in India is done on the basis of &#8220;as is where is&#8221;. Any Government authority or any Company can invite the e-waste recyclers by issuing an invitation of bid or tender. The list of items to be disposed of is enclosed in the invitation. Each inviting company or the authority makes their own rules and regulation relating to such an auction. However, certain general terms and conditions are followed in every auction, such as EMD, preference given to the highest bidder, etc.; the bidders are required to submit some of the required documents along with the bid. The bidders who are present at the specified date, time and place are required to mark their presence in the register as proof.
